In today’s Gospel Jesus commands, “Ephphatha!” Which means “Be opened!” A man who is literally deaf and who has a speech impediment is healed by Christ. People were so amazed with the healing of the man that they couldn’t help but proclaim the power of Christ to many others. Did you know? At each of our baptisms the priest or deacon prayed for our ears to be opened to God’s Word and our lips to be opened for the praise of God. But the Lord needs our cooperation. Unless we take time in personal prayer to listen to God, how will we ever be able to truly praise Him? In a sense, that is why I am going on sabbatical. I am praying to God for my spiritual ears, mind, and heart to be opened and refreshed by the Lord. Hopefully that will make me a better priest and preacher for years to come. In my absence, Fr. Jeremy Theis and our group of staff will handle things while I am gone. They all do a wonderful job for our parishes. If you have any spiritual, administrative, or faith formation needs, all of them will be happy to assist you. Also while I am gone, the ACC Leadership Team will be meeting each month. Here are a few things they will discuss: how to celebrate the end of the Year of St. Joseph, how the rotation of priests have been serving our parishes and if there are some ideas that will serve us better, what to plan for a summer event next year for the whole ACC, etc. You are all in my prayers! May the good Lord open your ears to His voice and your mouths for His praise! God bless you! In our Father’s hands, Fr. Lacker* Federal Reserve Bank of Richmond, Richmond, Virginia, 23219, USA December 23, 2003 Federal Reserve Bank of Richmond Working Paper 03-16 Abstract The monetary and payment system consequences of the September 11, 2001, terrorist attacks are reviewed and compared to selected U.S. banking crises. Interbank payment disruptions appear to be the central feature of all the crises reviewed. For some the initial trigger is a credit shock, while for others the initial shock is technological and operational, as in September 11, but for both types the payments system effects are similar. For various reasons, interbank payment disruptions appear likely to recur. Federal Reserve credit extension following September 11 succeeded in massively increasing the supply of banks’ balances to satisfy the disruption-induced increase in demand and thereby ameliorate the effects of the shock. Relatively benign banking conditions helped make Fed credit policy manageable. An interbank payment disruption that coincided with less favorable banking conditions could be more difficult to manage, given current daylight credit policies. Keywords: central bank, Federal Reserve, monetary policy, discount window, payment system, September 11, banking crises, daylight credit. † Prepared for the Carnegie-Rochester Conference on Public Policy, November 21-22, 2003.
