McCarthy and seconded by Councillor K. Daly that minutes of the Dundrum area Committee (Planning and Enterprise and Transportation & Water Services) meeting held on the 24th November 2014 be ADOPTED and APPROVED. TRANSPORTATION BUSINESS DDP/2/15 CEISTENNA/QUESTIONS It was proposed by Councillor G. Horkan and seconded by Councillor L. McCarthy that pursuant to Standing Orders No. 13 (c) question nos. 2 - 23 be ADOPTED and APPROVED. DDP/3/15 SIGNAGE ON THE BALLYOGAN ROAD TO THE NATIONAL DRIVING LICENCE SERVICE Question: Councillor C. Curran: “To ask the Chief Executive to consider signage from Exits 13 & 14 of the M50 & LUAS/ Bus stops directing users of the National Driving Licence Service to its location?” Reply: “Traffic Section would have no objections to an application from the National Driving Licence Service for directional signage on the Ballyogan Road, to direct the public to their offices beside the Leopardstown Shopping Centre. Traffic Section will alert the National Driving Licence Service office of the application process. The signage of services on and at the motorway exits to include the M50 falls under the management of the National Roads Authority (NRA).” DDP/4/15 ADDITIONAL RAMP ON GLENCAIRN RISE Question: Councillor C. Curran: “To ask the Chief Executive to revisit the issue of an additional ramp on Glencairn Rise. Apparently the Council made a commitment to do so, some years ago?” Reply: “Traffic Section has reviewed the layout of Glencairn Rise and is of the opinion that there are sufficient ramps and signage to encourage drivers to drive in a safe manner.” DDP/5/15 TRAFFIC CALMING FOR THE PARK, CABINTEELY Question: Councillor L. Dockery: “To ask the Chief Executive whether she has any traffic calming plans for The Park, Cabinteely, and if she does to confirm whether any such plans provide for the installation of ramps, and if so, to identify where in the estate she proposes to install said ramps?” Reply: “There are no proposals, by Traffic Section, to install ramps or other traffic calming measures, apart from those proposed as part of the Cornelscourt to Cherrywood Greenway. Please note Item 25 of this Agenda – ‘Consultation on the Introduction of 30 km/hr Speed Limit in Residential Estates.’ ” DDP/6/15 TRAFFIC ASSESSMENT IN KNOCKNASHEE Question: Councillor D. Donnelly: “To ask the Chief Executive to carry out a traffic assessment in the Knocknashee residential area to find a solution to the ongoing traffic problems that are causing distress to residents: (a) Speed and volume of traffic on the part of Knocknashee residential area that links Drummartin Road to Kilmacud Road. (b) Speed of traffic from Kilmacud Rd side of Knocknashee to Goatstown Rd where motorists are taking short cuts through the residential area?” Reply: “Traffic Section has undertaken traffic speed and volume surveys in Knocknashee, Dundrum, in recent weeks. Further to these surveys, a deputation meeting has been arranged with the Knocknashee Residents Association to discuss their traffic concerns.” DDP/7/15 DUNDRUM ROAD/MILLTOWN BRIDGE Question: Councillor D. Donnelly “To ask the Chief Executive what short, medium and long-term solutions can be found for the ongoing dangerous situations at the Dundrum Rd and Milltown Bridge junction?” Reply: “Traffic Section proposes to install additional signage, road markings and bollards on Dundrum Road, at the junction with Milltown Bridge Road, in order to improve safety along this section of roadway. In addition, the existing road layout at the entrance/egress to Milltown Bridge Road will be reviewed in order to try and improve safety for pedestrians crossing the roadway and has been added to the 2015 Programme of Works.” DDP/8/15 DOUBLE YELLOW LINES ON BENDS AT ENTRANCE TO TANEY CRESCENT FROM MOUNT CARMEL ROAD Question: Councillor P. Hand “To ask the Chief Executive to provide double yellow lines on both bends at the entrance to Taney Crescent from Mount Carmel Road?” Reply: “Traffic Section will forward the request for double yellow lines on Taney Crescent, at the junction with Mount Carmel Road, to the joint Traffic Section/Garda Advisory Group for consideration.” DDP/9/15 REDUCTION OF SPEED LIMIT AT MARLEY GRANGE ESTATE Question: Councillor P. Hand “To ask the Chief Executive to reduce the speed limit at Marley Grange estate from 50 km to 30 km?” Reply: “dlr Traffic and Road Safety Section is currently undertaking a county-wide review of vehicle speeds in housing estates, and proposes to seek submissions on estates for consideration. Further to correspondence from the Marley Grange Residents Association, this estate is already on the list for consideration for the reduced limit. To satisfy criteria in the current "Guidelines for the application of special speed limits 2010", speed surveys must first be undertaken to establish current speeds within Marley Grange Estate. If the Marley Grange Estate is deemed appropriate for the application of a 30 km/h limit, it will be included in the Draft Special Speed Limit Bye-Laws 2015. Following an adequate period for public consultation the Draft Special Speed Limit Bye-Laws 2015 will be brought before the Elected Members for adoption towards the end of 2015.” DDP/10/15 DOUBLE YELLOW LINES AT ENTRANCE TO ROSEMOUNT PARK FROM ROSEMOUNT ESTATE Question: Councillor P. Hand: “To ask the Chief Executive to provide double yellow lines at the entrance to Rosemount Park from Rosemount estate?” Reply: “Traffic Section will forward the request for double yellow lines on Rosemount Park, at the junction with Rosemount Road, to the Joint Traffic Section/Garda Advisory Group for consideration.” DDP/11/15 LAND LYING FALLOW AT TIG MO CHROI, GLENAMUCK ROAD Question: Councillor J Madigan “To ask the Chief Executive what her intentions are for the following land that is lying fallow at the following location and what is her proposal for the Council’s use of this land, bearing in mind the present housing crisis: Acres at Tig mo Chroi, Glenamuck Road?” Reply: “The lands referred to in the question are within the boundary of the Kilterrnan Glenamuck Local Area Plan, 2013. In this Plan and the Dún Laoghaire-Rathdown County Development Plan the lands are traversed by the proposed Glenamuck Link Distributor Road. There is also an objective to provide a surface water attenuation pond and travellers accommodation on this site. The lands have the zoning objective B in the Current County Development Plan, this objective is: To protect and improve rural amenity and to provide for the development of agriculture. Residential development is open for consideration in land with this zoning but such residential is required to accord with the Council policy for residential development in rural areas.” DDP/12/15 REPORT ON REDUCTION OF SPEED LIMIT IN MARLEY GRANGE ESTATE. Question: Councillor C. Martin “To ask the Chief Executive to provide an update report on progress made to date in respect of the written submission to the Council made by Marley Grange Resident’s Association dated 2nd November, 2014 concerning its request for a speed limit reduction to be implemented in their estate (even if on a pilot basis) with said update report to include, if possible, the projected time frame that it will take for the matter to be considered and/or acted upon?” Reply: “Dlr Traffic and Road Safety Section is currently undertaking a county-wide review of vehicle speeds in housing estates, and proposes to seek submissions on estates for consideration. Further to correspondence from the Marley Grange Residents Association, this estate is already on the list for consideration for the reduced limit.
