DDP/3/15 SIGNAGE ON THE BALLYOGAN ROAD TO THE NATIONAL DRIVING LICENCE SERVICE

Question: Councillor C. Curran:

“To ask the Chief Executive to consider signage from Exits 13 & 14 of the M50 & / Bus stops directing users of the National Driving Licence Service to its location?”

Reply:

“Traffic Section would have no objections to an application from the National Driving Licence Service for directional signage on the Ballyogan Road, to direct the public to their offices beside the Leopardstown Shopping Centre. Traffic Section will alert the National Driving Licence Service office of the application process. The signage of services on and at the motorway exits to include the M50 falls under the management of the National Roads Authority (NRA).”

DDP/4/15 ADDITIONAL RAMP ON GLENCAIRN RISE

Question: Councillor C. Curran:

“To ask the Chief Executive to revisit the issue of an additional ramp on Glencairn Rise. Apparently the Council made a commitment to do so, some years ago?”

Reply:

“Traffic Section has reviewed the layout of Glencairn Rise and is of the opinion that there are sufficient ramps and signage to encourage drivers to drive in a safe manner.”

DDP/5/15 TRAFFIC CALMING FOR THE PARK, CABINTEELY

Question: Councillor L. Dockery:

“To ask the Chief Executive whether she has any traffic calming plans for The Park, Cabinteely, and if she does to confirm whether any such plans provide for the installation of ramps, and if so, to identify where in the estate she proposes to install said ramps?”

Reply: “There are no proposals, by Traffic Section, to install ramps or other traffic calming measures, apart from those proposed as part of the Cornelscourt to Cherrywood Greenway.

Please note Item 25 of this Agenda – ‘Consultation on the Introduction of 30 km/hr Speed Limit in Residential Estates.’ ”

DDP/6/15 TRAFFIC ASSESSMENT IN KNOCKNASHEE

Question: Councillor D. Donnelly:

“To ask the Chief Executive to carry out a traffic assessment in the Knocknashee residential area to find a solution to the ongoing traffic problems that are causing distress to residents: (a) Speed and volume of traffic on the part of Knocknashee residential area that links Drummartin Road to Kilmacud Road. (b) Speed of traffic from Kilmacud Rd side of Knocknashee to Goatstown Rd where motorists are taking short cuts through the residential area?”

Reply:

“Traffic Section has undertaken traffic speed and volume surveys in Knocknashee, Dundrum, in recent weeks.

Further to these surveys, a deputation meeting has been arranged with the Knocknashee Residents Association to discuss their traffic concerns.”

DDP/7/15 DUNDRUM ROAD/MILLTOWN BRIDGE

Question: Councillor D. Donnelly

“To ask the Chief Executive what short, medium and long-term solutions can be found for the ongoing dangerous situations at the Dundrum Rd and Milltown Bridge junction?”

Reply:

“Traffic Section proposes to install additional signage, road markings and bollards on Dundrum Road, at the junction with Milltown Bridge Road, in order to improve safety along this section of roadway.

In addition, the existing road layout at the entrance/egress to Milltown Bridge Road will be reviewed in order to try and improve safety for pedestrians crossing the roadway and has been added to the 2015 Programme of Works.”

DDP/8/15 DOUBLE YELLOW LINES ON BENDS AT ENTRANCE TO TANEY CRESCENT FROM MOUNT CARMEL ROAD

“To ask the Chief Executive to provide double yellow lines on both bends at the entrance to Taney Crescent from Mount Carmel Road?”

Reply:

“Traffic Section will forward the request for double yellow lines on Taney Crescent, at the junction with Mount Carmel Road, to the joint Traffic Section/Garda Advisory Group for consideration.”

DDP/9/15 REDUCTION OF SPEED LIMIT AT MARLEY GRANGE ESTATE

Question: Councillor P. Hand

“To ask the Chief Executive to reduce the speed limit at Marley Grange estate from 50 km to 30 km?”

Reply:

“dlr Traffic and Road Safety Section is currently undertaking a county-wide review of vehicle speeds in housing estates, and proposes to seek submissions on estates for consideration. Further to correspondence from the Marley Grange Residents Association, this estate is already on the list for consideration for the reduced limit.

To satisfy criteria in the current "Guidelines for the application of special speed limits 2010", speed surveys must first be undertaken to establish current speeds within Marley Grange Estate. If the Marley Grange Estate is deemed appropriate for the application of a 30 km/h limit, it will be included in the Draft Special Speed Limit Bye-Laws 2015.

Following an adequate period for public consultation the Draft Special Speed Limit Bye-Laws 2015 will be brought before the Elected Members for adoption towards the end of 2015.”

DDP/10/15 DOUBLE YELLOW LINES AT ENTRANCE TO ROSEMOUNT PARK FROM ROSEMOUNT ESTATE

Question: Councillor P. Hand: “To ask the Chief Executive to provide double yellow lines at the entrance to Rosemount Park from Rosemount estate?”

Reply:

“Traffic Section will forward the request for double yellow lines on Rosemount Park, at the junction with Rosemount Road, to the Joint Traffic Section/Garda Advisory Group for consideration.”

DDP/11/15 LAND LYING FALLOW AT TIG MO CHROI, GLENAMUCK ROAD

Question: Councillor J Madigan

“To ask the Chief Executive what her intentions are for the following land that is lying fallow at the following location and what is her proposal for the Council’s use of this land, bearing in mind the present housing crisis: Acres at Tig mo Chroi, Glenamuck Road?”

Reply:

“The lands referred to in the question are within the boundary of the Kilterrnan Glenamuck Local Area Plan, 2013. In this Plan and the Dún Laoghaire-Rathdown County Development Plan the lands are traversed by the proposed Glenamuck Link Distributor Road. There is also an objective to provide a surface water attenuation pond and travellers accommodation on this site. The lands have the zoning objective B in the Current County Development Plan, this objective is: To protect and improve rural amenity and to provide for the development of agriculture.

Residential development is open for consideration in land with this zoning but such residential is required to accord with the Council policy for residential development in rural areas.”

DDP/12/15 REPORT ON REDUCTION OF SPEED LIMIT IN MARLEY GRANGE ESTATE.

Question: Councillor C. Martin

“To ask the Chief Executive to provide an update report on progress made to date in respect of the written submission to the Council made by Marley Grange Resident’s Association dated 2nd November, 2014 concerning its request for a speed limit reduction to be implemented in their estate (even if on a pilot basis) with said update report to include, if possible, the projected time frame that it will take for the matter to be considered and/or acted upon?”

Reply: “Dlr Traffic and Road Safety Section is currently undertaking a county-wide review of vehicle speeds in housing estates, and proposes to seek submissions on estates for consideration. Further to correspondence from the Marley Grange Residents Association, this estate is already on the list for consideration for the reduced limit.

To satisfy criteria in the current "Guidelines for the application of special speed limits 2010", speed surveys must first be undertaken to establish current speeds within Marley Grange Estate. If the Marley Grange Estate is deemed appropriate for the application of a 30 km/h limit, it will be included in the Draft Special Speed Limit Bye-Laws 2015.

Following an adequate period for public consultation the Draft Special Speed Limit Bye-Laws 2015 will be brought before the Elected Members for adoption towards the end of 2015.

The speed limit cannot be legally changed without the Bye-laws being amended. As such it is not appropriate to consider erection of 30 km/h speed limit signs on a Pilot Basis as these would not be legally enforceable.”

DDP/13/15 CONTINUATION OF WHITE LINE ON SANDYFORD ROAD PAST EXIT OF ARDGLAS ESTATE

Question: Councillor C. Martin

“To ask the Chief Executive that the white line on the Sandyford Road, Dundrum, be continued past the exit of the Ardglas estate?”

There is currently a broken white line on the Sandyford Road, from the pedestrian crossing at Balally Drive to the junction with Wickham Way. This means that traffic heading towards that junction, with the intention of turning right at the traffic lights, especially at peak traffic times are unfortunately inclined to overtake on the wrong side of the road and often do so at speed to avoid traffic moving in the opposite direction. This presents a very real risk to those exciting Ardglas heading south on the Sandyford Road. This serious concern can be addressed by changing the road marking to a continuous white line, ending at the exit from their estate.

Reply:

“At a recent joint Traffic Section/Garda Advisory Group meeting, it was agreed that the existing central dotted line on Sandyford Road would be replaced with a solid white line, for a distance south of the junction with Ardglas Estate.”

DDP/14/15 PEDESTRIAN CROSSING AT COMMUNITY SCHOOL ON BROADFORD ROAD

Question: Councillor L. McCarthy: “To ask the Chief Executive to please consider installing a pedestrian crossing at Ballinteer Community School, in the interest of safety?”

Reply:

“Traffic Section considers that there are sufficient pedestrian crossings and safe crossing points on Broadford Road to accommodate safe movement by school users to the Ballinteer Community School.”

DDP/15/15 ROAD MARKINGS ON BALLYOGAN ROAD (AFTER EXITING KILGOBBIN ROAD)

Question: Councillor McCarthy: “To ask the Chief Executive to put a road marking on the Ballyogan Road (after exiting Kilgobbin Road) to encourage traffic to the correct side of the road for a left or right turnoff and help prevent unnecessary traffic congestion?”

Reply:

“Traffic Section will review and revise, if possible, the road markings on the roadway approaching the junction of Ballyogan Road and Murphystown Way, from the Kilgobbin Road direction, in order to provide for improved traffic flows through the area.”

DDP/16/15 'DEER CROSSING' SIGNS ON BALLYCORUS ROAD

“To ask the Chief Executive to please erect “Deer Crossing” signs on Ballycorus Road between Minehill and the site under construction?”

Reply:

“Traffic Section will erect “Deer Crossing” signage on Ballycorus Road, between Minehill and the existing construction site, when available.”

DDP/17/15 ROAD SAFETY ON GLENAMUCK ROAD (NEAR OLD GOLDEN BALL PUB)

Question: Councillor McGovern

“To ask the Chief Executive to make the road safer (where the bend is located near the old Golden Ball pub) at the top of Glenamuck Road?” Reply:

“Discussions are taking place with the landowners of the 2 sites which create this bend at Cromlech Close, Glenamuck Road.

Construction work on the corner site with Enniskerry Road, a social housing site, is expected to commence in the coming months and the site development work here will include removal of part of the site which projects onto the road. The Council is in discussions with the adjoining site, a private development scheme, seeking to create a sightline across this site when the Cromlech Close work is being carried out. This should provide a clear traffic sightline through the bend when the Cromlech Close scheme is completed.

Completion of footpaths and cycle lanes here are unlikely to be completed in advance of the private development scheme.”

DDP/18/15 IMPROVED ROAD ACCESS TO THE CARRICKMINES RETAIL PARK

“To ask the Chief Executive what plans are there for improving road access to the Carrickmines Retail Park and when will this happen?”

Reply:

“The Council has no plans to improve road access to the Carrickmines Retail Park. Previous planning permissions for development at The Park Carrickmines, which appear to have lapsed, included a new access road from The Park to Ballyogan Road. The developer is now understood to be in the process of preparing a new planning application for submission which will include an access road link from The Park to Ballyogan Road.”

DDP/19/15 PEDESTRIAN CROSSING ON BALLYOGAN ROAD

Question: Councillor T. Murphy

“To ask the Chief Executive what plans are there for a pedestrian crossing on the Ballyogan Road at the new Gael Scoil Shliabh Rua?”

Reply:

“The existing facilities for pedestrian crossing of Ballyogan Road at the new Gael Scoil Shliabh Rua are considered adequate in conjunction with the provision of facilities for the Samuel Beckett Civic Campus.” DDP/20/15 PEDESTRIAN CROSSING FROM BALLYOGAN WOOD LUAS STOP TO THE PARK, CARRICKMINES

“To ask the Chief Executive to put in a pedestrian crossing at the Luas Stop 'Ballyogan Wood' to make access safer to The Park, Carrickmines.”

Reply:

“There is currently a pedestrian crossing on Ballyogan Road, at the junction with Ballyogan Vale, to serve Luas users accessing The Park, Carrickmines from the Ballyogan Wood Luas stop.

In addition, a second pedestrian crossing will be installed on Ballyogan Road, as part of the signalised junction for the proposed roadway from Ballyogan Road into The Park, Carrickmines.”

DDP/21/15 ADDITIONAL DOUBLE YELLOW LINES IN CAIRNFORT ESTATE

“To ask the Chief Executive to place double yellow lines at the corners of the first junction in Cairnfort estate. There are double yellow lines at the top but not at the bottom, as a result the cars parked at the bottom are now causing a blind spot and a danger to cars turning?”

Reply:

“Traffic Section will forward the request for double yellow lines at the first tee junction within Cairnfort residential estate, Enniskerry Road, to the joint Traffic Section/Garda Advisory Group for consideration.”

DDP/22/15 REVIEW OF TRAFFIC LIGHT SEQUENCE AT JUNCTION OF BLACKTHORN DRIVE AND THE DRUMMARTIN LINK ROAD

“To ask the Chief Executive to review the traffic light sequence, particularly during off peak hours, at the junction of Blackthorn Drive and the Drummartin Link Road (The Beacon Hospital)?” Reply:

“Traffic Section is not aware of any issues with the traffic light sequence at the junction of Blackthorn Drive and the Drummartin Link Road.”

DDP/23/15 YELLOW BOX OUTSIDE FERNLEIGH ESTATE ON THE KILGOBBIN ROAD

“To ask the Chief Executive to have a Yellow Box placed outside the Fernleigh Estate on the Kilgobbin Road?”

Reply:

“Traffic Section will forward the request for a yellow box on Kilgobbin Road, at the entrance to Fernleigh Estate.”

DDP/24/15 DEFERRED AND DELAYED WORKS FROM 2014 AND ROAD SAFETY AUDITS

Question: Councillor S. O’Neill

“To ask the Chief Executive, in the administrative area of this Committee how many minor works were deferred from 2014, how many works are delayed due to disputes over ownership, and are there any road safety audits?”

Reply:

“Traffic Section has completed all possible minor works in 2014 that funding and staff resources allowed.

Traffic Section has no ownership disputes in relation to the Minor Works Programme.

In relation to Road Safety Audits, these are undertaken on an on-going basis to monitor the effects of schemes undertaken by the Traffic Section on the road network.”

DDP/25/15 Electrically Powered vehicle Recharging Bays

The following presentation was made by Mr. G. Flaherty, Senior Executive Engineer, Transportation and Water Services Dept. “Introduction of Electrically Powered Vehicle Recharging Bays for the charging of Electric Vehicles – January 2015

Statutory Instruments

The following Statutory Instruments were published in 2014 concerning electric vehicles and charging points:

S.I. NO. 325/2014 Road Traffic (Traffic and Parking) (Car Clubs and Electrically Powered Vehicles) Regulations 2014.

Under these regulations, it is noted that The Road Traffic (Traffic and Parking) Regulations 1997 (S.I. No. 182 of 1997) were amended as follows

(a) by inserting the following definitions in Article 4:

‘electrically powered vehicle’ means a mechanically propelled vehicle that is powered—

(a) solely by means of a re-chargeable battery, or

(b) by means of a re-chargeable battery and an internal combustion engine where either power source may be used to propel the vehicle;

‘electrically powered vehicle recharging bay’ means a space intended for the parking of an electrically powered vehicle while the vehicle’s battery is being re-charged;”

(b) by inserting after Article 44 the following:

Electrically Powered Vehicle Recharging Bay 44B (1) Subject to sub-article (2), where traffic sign number RRM 035 [Electrically Powered Vehicle Recharging Bay] is provided, a vehicle shall not be stopped or parked.

(2) Sub-article (1) shall not apply to a vehicle that is an electrically powered vehicle the battery of which is being recharged.

S.I. No. 330/2014 Road Traffic (Signs) (Amendment) Regulations 2014

Under these regulations, it is noted that The Road Traffic (Signs) Regulations 1997 (S.I. No. 181 of 1997) were amended as follows:

(a) by inserting after Regulation 19 the following:

Electrically Powered Vehicle Recharging Bay 19B. Traffic sign number RRM 035 shall—

(a) indicate an electrically powered vehicle recharging bay, and

(b) consist of the words ‘Electric Vehicle Charging Only’, written on the roadway in white in letters at least 500mm in height.

Dún Laoghaire-Rathdown County Council Electric Car Charge Point Locations

A number of Electric Car Charge points exist on public roads in the Dún Laoghaire-Rathdown County Council area as follows; Dundrum Area Dún Laoghaire Area Bray Road, Cabinteely Village Shankill Dart Station Old Road, Stillorgan Marine Road, Dún Laoghaire Main Street, Dundrum Main Street, Blackrock Carmanhall Road, Sandyford Dalkey Dart Station (Irish Rail) Luas Park and Ride, Carrickmines, Bootertown Dart Station (Irish Rail) Stillorgan and Sandyford

In addition, Car Charge points can be found on the following private areas;

1. Radisson Blu, St. Helens, Stillorgan Road 2. Stillorgan Park Hotel, Stillorgan Road 3. , Dundrum 4. Windsor Motors Deans Grange 5. Park Pointe, Glenageary Road Upper 6. The Park Retail Centre, Carrickmines

Implementation of the Regulations

The Road Markings associated with Electrically Powered Vehicle Recharging Bays (RRM 035) are as follows.

ESB, in conjunction with Local Authorities, intend to roll out these road markings around the Country in the coming year. In the Dún Laoghaire – Rathdown Area, where the road markings are being introduced for the vehicle recharging bays, it is proposed that the existing parking controls will apply for each parking bay to facilitate turnover of the parking spaces, i.e. the existing car parking charges and time limits will apply. Only cars that are actively charging will be permitted to use the vehicle recharging bay as per the regulations. Each recharging bay will be included as a TAG item prior to introduction. A review will take place six months after a recharging bay is introduced to assess usage and other relevant issues.

Consultation on the introduction of 30 km/h (30km/hr) Speed Limit in Residential Estates

Dún Laoghaire Rathdown County Council is undertaking a review of speed limits in residential estates and wishes to engage with interested parties in a non-statutory consultation process.

The review of current limits is being undertaken to ensure that housing estate roads are as safe as possible for pedestrians, cyclists and especially children.

In this regard, members of the public are invited to make submissions to the Council identifying residential estates for the possible introduction of a 30km/h speed limit

DDP/30/15 PARKING PLAN FOR PATRICK DOYLE ROAD

“That this Committee, in the interest of safety, provides a plan for Patrick Doyle Road as there is a problem with cars parking from Classon Bridge up to the childrens playground and it is very difficult for traffic to enter or exit this area.”

The following report was CIRCULATED:

“Traffic Section will review the extent of the on-road parking on Patrick Doyle Road and will investigate what options are available to improve traffic flows through the area and will be added to the 2015 Programme of Works.”

DDP/31/15 REQUEST FOR INSPECTION OF LOCATION MAPS ON LUAS LINES

It was proposed by Councillor C. Curran and seconded by Councillor L. McCarthy

“That this Committee writes to the operators of LUAS to have the location maps on each platform inspected to ensure that they are more intuitive and easier to read. At present the streets and roads visible on some maps are not the streets directly in front of the viewer. They are in fact the streets and roads behind the viewer, thus causing confusion for a visitor new to the area.”

“Further to the passing of this motion, the Traffic Section, on behalf of the Committee, will write to the Railway Procurement Agency, (RPA), requesting that the information maps at Luas stops are made more intuitive and easier to read.”

DDP/34/15 Flooding Acorn Drive

Question: Councillor S. Brennan

“To ask the Chief Executive what can be done to alleviate the continual flooding of Acorn Drive/Acorn Rd, Dundrum during adverse weather conditions. Additional drainage has been previously installed but is failing to adequately address the issue. Are there any previous reports available relating to the initial installation of the additional drainage?”

Reply:

“Following a report on flooding due to water from the open space in Meadowbrook ponding on Acorn Road, works were carried out and the issue at this particular location has been resolved. Flooding occurred on another part of Acorn Road and the surface water system was jetted out and tree roots removed. Water Services will continue to monitor this area to determine if additional works are required”. DDP/35/15 DRAIN REPAIR

Question: Councillor D.Donnelly

“To ask the Chief Executive to examine and repair the drain at the N11/ Trees Rd Lower/ Greygates junction that floods every time there is heavy rainfall. This problem is creating a safety hazard for cyclists, pedestrians and motorists?”

Reply:

“Dun Laoghaire Rathdown County Council's Transportation Section has carried out the necessary repairs at this location”.

DDP/36/15 RIVER SLANG

Question: Councillor C. Martin: “To ask the Chief Executive to arrange for a cleaning of the River Slang from the traffic lights on Ballinteer Road to Wyckham Bypass?”

Reply:

“This stretch of the Slang was cleaned before Christmas, but the Drainage Section will continue to monitor into the future”.

DDP/37/15 SEPTIC TANKS

Question: Councillor McCarthy:

“To ask the Chief Executive, what advice she can give regarding grant schemes for the replacement of private septic tanks within the administrative area of this committee?”

Reply:

“There is no specific grant scheme available for the replacement of private septic tanks. However if a septic tank fails an inspection carried out by the Local Authority under the Water Services Act 2007 and 2012 (Domestic Wastewater Treatment Systems) Regulations 2012 there is a grant up to €4000 available which is dependant on income. Full details of the scheme are available on: www.environ.ie/en/AboutUs/OurLocation”

DDP/38/15 MAINS SEWER CONNECTION

Question: Councillor L.McCarthy “To ask the Chief Executive to please advise residents of Jamestown Cottages how they should plan for their connection to the mains sewer in Cruagh Manor/Wingfield and what they need to do to avail of the group grant scheme?”

Reply:

“The Department of the Environment Community and Local Government (DECLG) provide a Group Sewage Scheme (subject to funding) whereby a number of residents come together and arrange for the design and construction of a private Group Sewage Scheme. Details of Group Sewage Schemes can be found by contacting the DECLG directly on (096)24446 or by using the link www.environ.ie/en/AboutUs/OurLocation It might be prudent in the first instance to request a sewer connection from Irish Water before the Group Sewage Scheme is progressed to design stage. Responsibility for a pproving all new sewer connections rests with Irish Water. Applications can be made through the Local Authority and will be forwarded to Irish Water for their decision”.

DDP/39/15 LEAD PIPES

Question: Councillor B Saul: “To ask the Chief Executive for a full update on the current status of updating lead pipes on South Avenue?”

Reply:

“Irish Water has been given legal responsibility for water services from 1st January 2014 and this matter falls under its remit. To facilitate Local Public Representatives, Irish Water has set up a dedicated phone number (1890 278 278), a special email address ([email protected]) and will continue to hold regular clinics. Irish Water has asked that Councillors be advised to use these services”.

DDP/40/15 FLOODING

Question: Councillor B. Saul: “To ask the Chief Executive to investigate the flooding problem at the junction of South Avenue and Trees Road Lower?”

Reply:

“The drainage section are not aware of any flooding in this area, but will engage with the Councillor if he has any further information”.

DDP/42/15 Noise Levels

“That this Committee write to the owner of (address supplied) expressing grave concern at the noise levels, duration and unreasonably late finish of the party held there on November 1st, 2014 and taking into consideration the amount of residents (from DLRCC area and South Dublin CC area) distressed by this social function, ask that this type of event with noise levels of this volume never occurs again and that the Committee write to South Dublin County Council requesting that they write to the owner of (address supplied) expressing grave concern at the noise levels, duration and unreasonably late finish of the party held there on November 1st , 2014 and taking into consideration the amount of residents (from DLRCC area and South Dublin CC area)distressed by this social function, ask that this type of event with noise levels of this volume never occurs again”

The following report was CIRCULATED:

“Notwithstanding the fact that the noise nuisance originated in a property outside the administrative area of DLR County Council, the sentiments expressed by Councillor Martin were, following receipt of the noise nuisance complaints, conveyed verbally not only to both the owner of Marlay Grange House and South Dublin County Council but also to Barnardos, the charity for whom funds were raised at the private party in question.

Should the Committee so decide a written communication will be issued to both owner and our neighbouring local authority”.

Following discussion it was AGREED that the Water Services Department would formally write to the owner and South Dublin County Council.

DDP/43/15 Flooding

“That the Chief Executive would please note the amount of flooding (following heavy rainfall) on Springfield Lane that began following development in the immediate area and please take this into consideration when considering future planning permissions”

The following report was CIRCULATED:

“A Surface Water Drainage Report is prepared for all Planning Applications. Surface water runoff arising from within a site has to be managed within the confines of the site by incorporating SuDS (Sustainable Drainage Systems) measures appropriate to the scale of proposed development and then by discharge to a public sewer or watercourse in a flow controlled manner”.

The report was NOTED.

DDP/44/15 Flooding

“To request the Chief Executive to report on what measures could have been taken to prevent the recent flooding on Nutgrove Ave and whether any steps can be taken to prevent a future re- occurrence.”

The following report was CIRCULATED:

“The following works are planned to manage the flood risk in the environs of Loreto Park and Nutgrove Avenue.

It is proposed to replace the existing screen with a larger screen much less likely to block. This new screen will be more accessible for Operations Teams thus making their work safer for them during extreme rainfall events. In addition the new screen will prevent access to the culverts by unauthorised persons.

In addition to the improved screen Water Services are identifying measures that facilitate the return of any out of bank flood waters to the culvert using adjoining watercourses which flow through the Western side of the Castle Golf Club. This work will include, if practicable, the installation of a new linear drain on the park side of the Nutgrove Avenue boundary wall. Water Services are also working in conjunction with the Transportation Department identifying the locations of additional road gullies and porous manhole covers to facilitate overland flows of floodwaters back into the culvert”.

Following discussion the report was AGREED.

Question: Councillor J. Madigan “To ask the Chief Executive to obtain a valuation of the Council-owned lands at Mount Anville depot on Foster’s Avenue in early course?”

Reply:

“Due to the cost involved it is not proposed to obtain a valuation on the Mount Annville depot until such time as there is a decision in place as to its future use”.

DDP/48/15 COUNTY DEVELOPMENT PLAN

Question: Councillor L.McCarthy:

“To ask the Chief Executive to please clarify if the information on www.grangeVillage.ie website is accurate, specifically, whether this proposal was adopted into the DLR County Development Plan and please state if discussions are on-going with Council Officials to ensure this facility can be delivered as stated on the website?”

Reply:

“With regard to the statement on the www.grangevillage.ie website that, “….discussions are ongoing with Council officials to ensure this facility can be delivered as proposed”, is incorrect. There have been no pre-planning discussions in relation to this site”.

DDP/49/15 DERELICT SITE

Question: Councillor B. Saul:

“To ask the Chief Executive for an update on placing the former Esmonde Motor site, Stillorgan, on the Derelict Site Register?”

Reply:

“The former Esmonde Motor Site in Stillorgan is currently on the Council’s Derelict Sites Register. This site will remain on the Register until all the required works to render it non derelict are completed and all relevant levies are paid in full”.

DDP/50/15 Proposed Disposal of Council owned Land at Dreeland, Taney Park, rear of 89 Rosemount.

The following report was CIRCULATED:

“An application was received from Kieran and Sarah Sheridan to acquire an area of land measuring circa 81.55 sq. metres at Dreeland, Taney Road, Dundrum, Dublin 14, as shown outlined in red on Drawing No. PL-14-153 and forms part of Taney Park, Dundrum, Dublin 14.

The land is registered in the Land Registry Co. Dublin to the Council under Folio 11165 and Folio 14006. The land was acquired by the Council for Housing purposes.

As part of the proposed disposal of Council owned land, Kieran and Sarah Sheridan propose to cede lands in their legal ownership measuring 48 sq. metres or thereabouts as shown outlined in green on Drawing No. PL-14-153 to the Council for use as a footpath.

The relevant Council Service Departments have no objections to this disposal.

This matter was referred to the Chief Valuer who entered in to negotiations with Mr. John Agar, Commercial Property Consultants on behalf of Kieran and Sarah Sheridan and agreed the following terms and conditions: -

1. That the disposal price in full and final settlement shall be in the sum of €15,000 (Fifteen Thousand Euro) plus VAT if applicable. Note: The above settlement sum and valuers and legal fees plus VAT if applicable shall comprise of an initial payment of €6,000 together with monthly payments of €200 each month until all monies are paid in full. The applicants may pay the outstanding amount in full at any stage of the payment period.

2. That the subject plot for disposal has an area of 81.55 sq. metres or thereabouts and is shown outlined in red on the attached Drawing No. PL-14- 153.

3. The footpath area ceded to Dún Laoghaire-Rathdown County Council for footpath use has an area of 48 sq. metres or thereabouts and is shown outlined in green on the attached Drawing No. PL-14-153.

4. That the unencumbered freehold title shall be transferred with regard to both of the above mentioned plots upon the final payment by the applicants to Dún Laoghaire- Rathdown County Council.

5. That the applicants shall be responsible for Dún Laoghaire-Rathdown County Council’s valuers and legal fees totalling €3,000 plus VAT if applicable.

6. That the applicants shall be responsible for their own fees in this matter.

7. That the above proposal is subject to the necessary approvals and consents being obtained.

It is proposed to dispose of the Council’s Interest in the plot of land measuring circa 81.55 sq. metres as shown outlined in red on Drawing No. PL-14-153 to Kieran and Sarah Sheridan.

If the Committee has no objection in principle to this proposed disposal, a report will then be submitted to a future meeting of the County Council subject to the provision of Section 211 of the Planning and Development Act 2000 and in accordance with the requirements of Section 183 of The Local Government Act 2001”.

“That the Chief Executive to give an update on the current use of the Mount Anville depot and to give a commitment to make sure the site is secured”.

“The site is currently being utilised by contractors carrying out capital works. The contractors are required to monitor and secure the entrance and exit gates to the site to ensure that no unofficial entry takes place.”
