During late 2013, Cloughey & District Community Association (CDCA) saw the opportunity to prepare an Integrated Village Plan for Cloughey. Having been successful in securing funding for the project, urban designers and landscape architects, The Paul Hogarth Company, was commissioned to take this plan forward. The project commenced in November 2013 and the final plan was produced in April 2014.

The Integrated Village Plan is a comprehensive document which identifies a range of deliverable initiatives to facilitate economic, environmental, physical and social improvements in Cloughey over the next 15 years. From herein the Cloughey Integrated Village Plan will be referred to as the ‘Plan’. The commissioning of the Plan has been funded by the European Agricultural Fund for Rural Development (EAFRD), Europe investing in rural areas and the Housing Executive. The Plan has been developed by The Paul Hogarth Company on behalf of CDCA and has been led by local stakeholders and the community. Introduction

View from The Warren CLOUGHEY Integrated Village Plan 6 Village Initiatives

The following village initiatives set out a range of projects which collectively form the strategic vision for Cloughey. It must be noted that this is a working document and as such, is subject to change over its lifetime. The Plan should therefore be updated on a regular basis to reflect changes that may have taken place within the Village.

It must also be stressed that the aims and initiatives should not be viewed as a finite ‘blueprint plan’ but together contribute to the future vision for the Village and contain a degree of flexibility in order to respond to changes in circumstances.

Been like that for years now Footpaths are a disgrace, an accident waiting to happen. Walking groups Footpath desperately needed from ice cream parlour to shop raod – treacherous Roads need a lot of improved maintenance Formerly it was possible to walk via mill lane, across to portaferry road and back Cycle paths are a nusiance as are cyclists improve quality of road surfaces. The extensive road markings etc on main road are unsightly and of little value in terms of traffic speed, traffic movement etc. Speed limit of 30 mph through the villages and 20mph by the school Care needs to be taken on this issue. People enticed to visit must not be out off by poorly thought through traffic controls. If speed bumps are not an option there are other ways to slow down traffic, i gave an example photo to the principal of kps of one used in canada Address traffic speeds at 30mph zone on rubane road b173 as it approaches main road. Parking is pretty good could be better access for anyone wishing to access the sea i.e. Kayakers, wind surfers. All schools are busy with cars collecting their children. Just be more vigilant/drive more carefully Parked cars appear to have been abandand rather than parked Use the car park available in the village One or two road humps at school would suffice. Portavogie overdid this - now a nuisance. Use carpark for school pick-ups Adressing car parking at kirkistown ps is a priority. No traffic ramps, traffic lights at school ramps along main road Primary school is not in a good condition Appendices No speed ramps Improve road surface north from race course towards rubane Not where there are any problems There are 'boy racers' who will ignore any speedlimit hence more speed traps or a fixed camera may act as a deterent 68 Address entrance to playing fields The traffic speeds are fine. The school needs double yellow lines on each side of the road outside. There is a large car park close by No speed bumps through Create a dedicated drop off / pick up lay by to ensure health and safety of all. This is the most important item Slow speed at achool to 30mph. Traffic lights at school Car park required in warren opposite school Parking on both sides of the road at school is very dangerous - why cant peopkle, including teachers, use the car park and walk? 69 CLOUGHEY Integrated Village Plan Address vacant/derelict sites at arrival points into the village 3.1 ENHANCE THE WELCOME AND ARRIVAL EXPERIENCE Improve appearance of Warren car park Establish village welcome sign Other Suggestions: Other Was car parking at kirkstown not suggested before? Pub quizzes, discos, etc would bring people together Encourage, promote and support new consumer businesses definitely more businesses If there is only one commercial core/centre then as the village grows and assuming a growth in tourists there will be serious congestion. There should be sub cores eg on ardminnan road approach to the village Take it someone who has had a part in this survey is out to make money? Cafe/restaurants in kircubbin/portavogie/portaferry - not that far away relly. Cloughey is very small, lets try to keep it tht way please. Just make it more tidy Upon moving to cloughey several years ago myself & my family have not been properly established with the community due to lac of community centred and recreational facilities. As we travel to belfast 5 days of the week if would be helpful to accommodate those who don't drive more public transport Try to utilise golf club facilities more first. Business need to centralised in existing area. Facilitate expansion of current businesses and encourage start ups Bar with restaurant I feel increasing tourism for the whole peninsula needs looked at. Portaferry could be a goldmine Why build units and theer are plenty of shops elsewhere lying vacant. Cloughey is a residential area Cloughey is a holiday / retirement locatioon - not a blackpool Need a seasonal coffeee shop or restaurant I do not believe there is sufficient footfall to make these viable. A possible option is for watson's to open up a garden centre with cafe on their site - this would also give an opportunity for them to tidy the place up Cloughey is a small family, quiet village were life is not wary Cloughey is a nice quiet happy village, it does not need to be changed with a lot of development or 'blow ins' changing it intosomehting it does not want to be - run by interferring outsiders purely for financial gain Coastal erosion encourage social enterprises to set up eg. A seasonal tea-shop would be very welcoming for tourists e.g. Visitors to kirkistown racetrack, etc Appendices Cafe should preferably be close to beach/warren Open golf club to non-members for snacks/meals "strongly agree that a cafe / shop / ice-cream shop would be an asset to cloughey - even if it is just seasonal. E.g. Pop-up shop selling treats, hot chocolate, ice cream" 74 Use existing properties if possible "the beach is the main atraction for visitors and yet theer is no proper access Even for able-bodied it is very tricky getting over stones and seaweed to get to beach. At present it is impossible for wheelchair users or even people using a walking stick to get onto the beach" Start up units lying empty in portavogie business start-up units are already in the area and not being used. A cafe is a must, but until tourism is at the top of the local councils wish list. We can welcome some visitors so long as they treat areas like the warren/beach with respect. Ie not use the grass area as a bbq and burn the grass, leave small boulders & rubbish behind. Horses hooves & pooh - not good to turn a corner and walk into. Too many unexpected holes to fall into/break a leg etc. They can easily access the beach without trampling over the warren. Over 35 years ago the warren was in far better order. - i wonder why. Keep cloughey small and quiet please. Tidy up area (community 'tidy' day. Maintian roads. Larger (not too large) signs. The warren in not just for dogs. The car park is very 'grey'. Update the toilets. Consider 'summer' facility. Something for teenagers eg skateboard park. Shelter which allow seaview - multi purpose open picnic shelter with bus. Derelict sits tidied up. Watsons corner is brilliant but a shop might be opened elsewhere at other end of village. Keep it afe & simple but make it beautiful Cloughey is a village and should be kept as a village. Smarten it up but don't change it I would like a shelter when waiting on a bus to poraferry or newtownards when its raining. At the calhame bus stop there is nowhere to stand out of the wind & rain I don't want cloughey to change - keep it the way it is....quiet. The natural beauty of the village should be maintained. If its not broken, then don't fix it Define interactive buildings/structures. Building that are neglected & let run down - maybe. I do not believe it necessary to have all commerce in one central area. The village is spread out along the main road and commercial units (village shop etc) may be best places at any point along the road. Would like to wish the meeting a useful and successful outcome The school parking soes not need addressed by additional parking. The teachers, parents & visitors should park in the esisting public car park and walk 150 yards to the school with assisted road crossing at peak times. Double yellow lines should be placed around the school as very dangerous Business units to be centralised at watsons where they can be sustained 12 months per year. Additional leisure facilities to be situated at football pitch beterrn shorelands and calhane. No public money to be spent on stand alone builsding to be rented out as business premises. Remember we are not a newcastle or portrush. All plans have to be sensible and sustainable 12 months per year. We should not be relying on tourist to keep us afloat. Too reliable on weather Footpaths in general need attention and flags replaced. Kerbs at house entrances need dropping for buggies and wheelchairs. No speed humps Not sure on this survey Great to do everything but where is the money. Got to encourage commerce and all else will improve to various degrees. Leisure and sport are great but expansion will not really generate development / jobs but they are great for young people who have little else to do in the village Additional waste bins between shop and existing bins - these are about 3/4 mile from the shop Make a proper concrete promenade Proper concrete disabled access to beach - near school and path at doctor's house Toilets open everyday, clean and left open to dusk More seating at or near promenade Road signage cleaned. Think about building a 'fold' - residential residence for the elderly Watson family at 'centra cloughey' have a development plan to extend their retail premises. The plans include a building extension at 'centra' to include butchers processing and retail to market beef cattle produced from our family farms. Also to develop hardware, diy, farm and building supply business which now exist on our site - with the possibility of including some retail units for fast food, restaurant and additional retail units for services not at present in the village Only two dog bins in cloughey - one at main car park and one beside childrens play area so nothing from there towards watson's corner. Very surprisingly, there is not a lot of dog fouling but this could still happen - could be placed at slipway down opposite buenavista. Beach is amazing, let's tell everyone! Access to castle- opening hours? Events for dogs - cloughey has loads The market forces will determine the viability of commercial options Appendices

Cloughey is a great place to live now. It would be a great shame if its character was changed by uncalled for regeneragtion. Whilst improvements can be made, these should not be to the detrement of what is here now From castle meadows to cloughey (from kircubbin) the road surface has not been completely resurfaced. It is now very uneven and bumpy and can be a danger to cars. As sides of road are so uneven it forces cars to utilise centre section of road. Roads service should be informed and work carried out Suggest encourage cloughey as a destination - public transport (cross-peninsula) accommodation and restaurants/cafes to be considered. We have lived for a lifetime in cloughey and have been very happy with the laid back life in the village. We feel a lot of these proposals are changing 'the village' appearl of cloughey. If we wanted all the changes proposed then we'd live in a town with those facilities. To change the appearance of the warren is to interfere with natural habitat and take away the natural beauty of the warren. In conclusion i feel cdca has too much power in their hands & are changing cloughey not for the better! And i would suggest what is needed is a much bigger & representative group in its place. If the derelict buildings aforementioned is the old presbyterian church i would wonder what re-utilies means (is it a a cafe) cloughey village is & has alwasy been a lovely village & i feel it is slowly being turned into a 'few peoples idea of what they think! Perhaps at the public meeting on 20 march it could be explained the strengh that the finished plan will have in influencing regional & local government decisions with regards to local wishes Appendices

• While DOE Marine Division has no statutory responsibility for addressing coastal erosion issues - for example, in the construction, maintenance or repair of coastal defences - it has an ancillary role as the marine licensing authority.

• Anyone wanting to construct a coastal defence below the high water mark, either to address coastal erosion or to mitigate the potential for it, must apply to DOE Marine Division for a marine license.

• The document is very timely, as it coincides with DOE Planning’s current consultation on the draft Strategic Planning Policy Statement, and its references to avoiding development in areas at significant risk for coastal erosion. Appendices

• The DRD Minister is keen to promote cycling throughout Northern Ireland and has established a dedicated cycling unit in Clarence Court to take this initiative forward.

• Proposals to enhance the footpath network throughout the Village and at Ballygalget have been passed through to the Forward Planning Unit.

• Studies have indicated that widening the road and realigning the coastal defence wall, adjacent to the Cloughey cottages, to provide a continuous footpath would require considerable engineering works and incur significant costs. However, options to install a cantilevered walkway on the sea side of the wall have not been investigated and therefore may be feasible.

• Roads Service are currently in discussion with bond holders for Castle Meadows to address unfinished roads throughout the development and establish a footpath along Kircubbin Road.

• Roads Service are taking a scheme forward to upgrade the street lighting adjacent to Kirkistown Primary School. It was suggested that this scheme could mark the first phase of upgrading the street lighting throughout the whole village. Furthermore it was noted that Roads Service fix their lighting columns to NIE owned poles. In conjunction with any proposals to underground powerlines in the village, new lighting columns would be required. Appendices
