Modelling has indicated the current capacity of the Ashley River stopbanked system is approximately equivalent to the 2% AEP (50 year return period) flood event. Breakouts however, could occur in more frequent events. Stopbank breaches and outflows onto the floodplain could potentially occur anywhere along the stopbanks. Breakout scenarios onto the floodplain have been modelled for the 1%, 0.5% and 0.2% AEP (i.e. 100, 200 and 500 year return period) events at the most likely breakout locations. The modelling indicates significant flooding to large areas of land between the Ashley and Waimakariri Rivers. Kaiapoi and adjacent areas are predicted to be flooded to depths over 1 metres in the 0.2% AEP (500 year return period) event. The impact of future urbanisation in Kaiapoi has also been modelled. It is hoped the floodplain maps and associated depths will assist land use planning within the area and provide information on minimum floor levels for new dwellings located on the floodplain, where appropriate.

    HAIL DAMAGE TO EXOTIC FORESTS IN CANTERBURY A. W. GRAYBURN Summary: A severe hail storm on the afternoon of Sunday, 23rd December, 1956, caused extensive damage to exotic forests and shelter belts along a definite path in the Mid and North Canterbury area. Most exotic conifers suffered in some way but one plantation of Pinus ponderosa now has a large number of dead or dying trees in it. In this article, there is a description of the storm and the type of damage that resulted. Introduction: Most textbooks on Forest Pathology make only passing reference to the effect of hail on forest trees e.g. Boyce (1948) and Baxter (1943). However, there is at least one instance where the choice of species has been influenced by the common occurrence of hail storms: Pinus radiata is no longer recommended for the hail storm belt of the Transvaal because of its susceptibility to hail damage and sub- sequent disease (Diplodea), (Legat, 1930). Damage by hail storms has also been described in the U.S.A., Canada, and Africa (Boyce, 1948; Riley, 1953; Thomas, 1956; Edwards, 1956; and Howard, 1956). Therefore it is of interest to report a hail storm that has done considerable damage to forest trees in New Zealand. The storm occurred on the afternoon of 23rd December, 1956, over a narrow belt stretching from Mount Somers to North Loburn, Canterbury, a distance of 60-70 miles. It was three weeks before the significant damage, particularly that in P. ponderosa and P. radiata became obvious.     WAIMAKARIRI DISTRICT COUNCIL Submission to Productivity Commission re: Housing Affordability Inquiry 1 Summary The main points in this submission are: An introduction to the District that highlights the extent of growth that has occurred in recent years Concern about the description of the home building industry as a “cottage industry” A request for a comparative analysis of the cost of new dwellings across New Zealand similar to the Australian study cited in the Draft Housing Affordability Report A description of the Council’s approach to the management of greenfields development A discussion of the value of the ability to levy Development Contributions as a means of funding long-term comprehensive infrastructure developments The implications of the GST component of local authority rates, which are seen as part of overall housing affordability, and a suggestion that consideration be given to a central government transfer of funds to local government equivalent to the sum received in GST from the respective local authorities. Support for the continued provision of social housing by Housing New Zealand Corporation to ensure equitable distribution across New Zealand, and a reinforcement of the Corporation’s recently relinquished role in providing social service support for those in its accommodation that need such assistance. A recommendation that central government monitor the availability of reasonably priced rental accommodation in the light of recent changes to depreciation and taxation with respect to income from rental accommodation in the hands of individual landlords, and if the situation deteriorates develop a policy response that does not compromise the overall taxations system. 2 Introduction The Waimakariri District lies to the north of the Waimakariri River in North Canterbury.
