Prabha Enterprises Limited., 56, Sri Murugan Illam, Kailash Nagar, Fairlands, Salem – 636 016. Original Mining lease was granted vide G.O.Ms.No.1334, Industries Department date 04.10.1976 for a period of twenty years. The lease deed was executed on 26.03.1977. The state Government vide G.O.Ms. No. 87 Industries (D) Department dated 16.02.1987 prematurely determined the mining lease stating that the lease area is reserved for M/s. Tamilnadu Magnesites Limited., a state owned Corporation. The lessee M/s. Prabha Enterprises approached the High Court of Judicative at Chennai and vide W.P.No.3088/87 restored the original lease granted for mining. setting aside the G.O. reserving the area for state exploitation. The mining plan for the lease area was approved by the Indian bureau of mines vide letter No. TN/SLM/MP/MG&S.ST-1071-MDS dated 06.03.1998. As per the recent MMDR Amendment Act 2015, the validity of the mining lease is extended upto 26.03.2020. Hence, the Review of Mining Plan under Rule 17(1) of MCR, 2016 has been prepared and submitted. In this Review of Mining Plan period is 2017-2018 to 2021-2022. The mining operations will be done by opencast manual methods in this Review of Mining Plan. The approved Scheme of Mining, the average annual production is mentioned as about 10,590 tonnes, whereas the actual production/year in the last nineteen years is found to be about 1659 tonnes production of Magnesite. From the Secretary to Government, Rural Development Department, D.O.Letter No.15924/C4/2006 dated 5.6.2006. 3. From the Director of Special Village Panchayats letters Roc.No.8546/06/C1 dated 3.7.2006 and dated 12.7.2006. ORDER In the G.O. first read above, orders were issued for the reclassification of 566 out of the 611 Town Panchayats, which were governed by the Tamil Nadu District Municipalities Act, 1920, as Village Panchayats under Tamil Nadu Panchayats Act, 1994 with effect from 14.6.2004. The Village Panchayats so reclassified from Town Panchayats are called as Special Village Panchayats as per section 6 (4) of the Tamil Nadu Panchayats Act, 1994. The remaining Town Panchayats are continued as such, with a changed nomenclature as Third Grade Municipalities by amendments to the Tamil Nadu District Municipalities Act, 1920. Subsequently, certain Special Village Panchayats were reclassified as Third Grade Municipalities. At present, there are 561 Special Village Panchayats in the State. 2. Representations were received about the practical difficulties being faced by the Special Village Panchayats under the new set-up and requesting to reclassify them again as Town Panchayats under the Tamil Nadu District Municipalities Act, 1920.
