SUBALLOCATION OF BUDGET ALLOCATIONS FOR FISCAL YEAR 2020 The Committee on Appropriations submits the following report on the suballocation of budget allocations for fiscal year 2020, pur- suant to section 302(b) of the Congressional Budget Act of 1974. This report is consistent with the ‘‘Allocation of Spending Authority to the House Committee on Appropriations’’ printed in the Congres- sional Record on May 3, 2019, by the chairman of the House Com- mittee on the Budget pursuant to section 1 of House Resolution 293 of the 116th Congress (H. Res. 293). The submission of this report meets the requirement of section 302(b) of the Congressional Budget Act of 1974 and resulting re- quirement under the Rules of the House. The suballocations in this report do not include amounts for po- tential adjustments to the Committee on Appropriations’ allocation for funding provided in reported bills for the purposes of section 251(b)(2) of the Balanced Budget and Emergency Deficit Control Act of 1985, or section 1 of H. Res. 293. Those adjustments would be made after eligible funding is included in a bill reported to the House and the chairman of the Committee on the Budget subse- quently adjusts the Committee on Appropriations’ 302(a) allocation.

This level of spending is not only opposed by House Republicans, it will not be supported by the Senate or the White House. The Majority is moving forward without a budget agreement and drafting appropriations bills to unrealistic allocations. The result- ing bills will have no chance of being enacted into law—potentially leading to Presidential vetoes, devasting sequestration cuts to our national defense, and another government shutdown. I am also concerned about the priorities reflected in the Major- ity’s allocations. The Labor, Health and Human Services, Edu- cation Subcommittee receives a 6.6 percent or $11.8 billion increase over fiscal year 2019. The Financial Services and General Govern- ment Subcommittee receives a 5 percent increase over the current year. Spending on these activities should not be increasing when the Federal debt exceeds $22 trillion. I am particularly concerned about the Homeland Security Sub- committee allocation, which at less than a one percent increase, is insufficient to meet the humanitarian and security crisis at our southern border. We cannot deny that this crisis exists by starving agencies of critical resources. Instead of moving forward with these allocations, I believe we need to work with the Senate and the Administration in a bipar- tisan way to find common ground. The American people demand more from the Congress. They expect us to provide for the national defense, secure the border, and act in a fiscally responsible man- ner. KAY GRANGER. Æ
