Regulating Water and War in Iraq: A Dangerous Dark Side of New Governance TRACEY LEIGH DOWDESWELL & PATRICIA HANIA* ABSTRACT In the legal scholarship, the 'new governance' mode of governance advances an administrative arrangement where decision-making is shared amongst a range of actors, both public and private. The flexible, responsive, and collaborative governance orientation is intended to counter the ill effects of a coercive, top-down, state-centric, command- and-control approach to governance. Critics contend the new governance framework can displace the interests of local communities, disempower individuals, and dislodge basic human rights. The U.S. military has adopted such an adaptive approach in its own governance structure, which in this article is referred to as: the new governance "mentality." This mentality of governance was employed in the U.S.'s post-conflict reconstruction efforts in Iraq-efforts that were plagued by waste, inefficiency, and corruption. -

Symbiosis Between Water and Architecture: Towards Hydro Based Urbanism in Keraniganj, Dhaka labib hossain1 Bangladesh University of Engineering & Technology [email protected] Abstract: Bangladesh is located in the world’s largest delta where the relationship with water is totally different from rest of the world. The satellite image of Dhaka city shows the presence of water bodies that girdle the city in east and west periphery. At present Dhaka, the capital of Bangladesh is growing with mind-numbing speed, filling up these lowlands for the extra population, as all the highlands are increasingly being built or covered. These wetlands which generally acted as flood basin for Dhaka is now unable to ful- fill its purpose and thus increasing flood magnitude and its elongation period. This approach to land devel- opment is affecting the resilience of the city. This disturbance on environment can be termed as ‘ecological disaster’ making the situation worse for the people of Dhaka city. The analysis on pre-urban and post-urban context will express how the situation gets worse for unwise and unplanned decision-making and for not respecting the hydrology and its functions. The important observation is, the strategy of ‘flood-free land’ should be transformed to ‘flood-free building’ in the new innovative housing model in this context, which can relate to our society and culture and for reviving the relation with water which was very much promi- nent in the past. This way there will be more space for water during monsoon and flood. The study first asks the question of how can the diverse ecology and unique natural dynamics of Delta environment be restored and integrated with new and existing urban residential development in and around Dhaka city and aims to come up with a model of the new housing typology where human and other species and the natural functions of wetland can coexist. -

Mersidi bin Haji Mohd Shara yang siap menanti dan mengalu-alukan rombongan dengan mesra. Kampung Sungai Teraban terletak di Tebing Barat Muara Sungai Belait. Kampung ini bersempadan Laut China Selatan sebelah Utara, Sungai Belait ke Timur, Rasau ke Selatan dengan kampung-kampung di Kampung Sungai Tiga dan sempadan Malaysia di Sungai Tujoh sebelah Barat. 4 LATAR BELAKANG Kampung Sungai Teraban pada mulanya dikenali sebagai ‘Kampung Seberang’ dan penduduk asli yang tinggal di situ merupakan Puak Melayu Belait yang kebanyakan nelayan. Menurut ketua kampung, nama kampung berasal dari bahasa Puak Belait ‘Terabin’ bermaksud tempat berehat dan perhentian menunggu kapal, perahu atau bot kerana Pusat Pentadbiran Kuala Belait pada zaman dahulu letaknya di Kuala Balai dan orang pertama yang datang ke kampung tersebut berasal dari Melanau, Sarawak dan juga Puak Belait yang membuka kampung berkenaan. -

Advances in Social Science, Education and Humanities Research, volume 191 Asian Association for Public Administration Annual Conference (AAPA 2018) Penghulus and Ketua Kampongs: Relevancy and Challenges in Brunei Darussalam Sub-Theme: Strengthening Local Administration and Decentralisation Li Li Pang1 Universiti Brunei Darussalam 1 [email protected] Abstract The institutions of Penghulu (head of sub-district or Mukim) and Ketua Kampong (head of a village) are an important part of Brunei Darussalam’s administrative structure, officially seen as the ‘eyes, ears and mouth’ of the government. However, due to the advancement of information communication technologies (ICTs) as well as the rise of a large bureaucratic state, are these institutions still relevant in this small absolute monarchy? What are the challenges faced by the Penghulus and Ketua Kampongs in this modern age and what do the youth think of them? Is it still necessary for the government to increase the financial benefits of Penghulus and Ketua Kampongs in order to attract younger, educated generation to fill up vacancies for those positions? This paper attempts to provide a preliminary investigation on these under-research issues in Brunei Darussalam as well as providing an insight into the local administration of a small rentier state in Southeast Asia. Introduction The institutions of Penghulu and Ketua Kampongs (KKs), as leaders of villages and sub- districts (Mukims) are a common social-administrative feature in the Malay Archipelago and their role in modern governance is under-researched. Formally institutionalised by the British and Dutch colonisers, Penghulus and KKs contributions in Malaysia and Indonesia were significant in the 18th and 19th century as they ensured peaceful administration of the state as the local headmen were allowed to continue leading their respective villages (Cheema, 1979; Kratoska, 1984; Tsuboi, 2004; Wan Rabiah, Kushairi, Suharto and Hasnan, 2015).
