E-mail: [email protected] With a number of controversial publications behind him and not least his book, The Tragedy of Great Power Politics, John J. Mearsheimer has firmly established himself as one of the leading contributors to the realist tradition in the study of international relations since Kenneth Waltz’s Theory of International Politics. Mearsheimer’s main innovation is his theory of ‘offensive realism’ that seeks to re-formulate Kenneth Waltz’s structural realist theory to explain from a struc- tural point of departure the sheer amount of international aggression, which may be hard to reconcile with Waltz’s more defensive realism. In this article, I focus on whether Mearsheimer succeeds in this endeavour. I argue that, despite certain weaknesses, Mearsheimer’s theoretical and empirical work represents an important addition to Waltz’s theory. Mearsheimer’s workis remarkablyclear and consistent and provides compelling answers to why, tragically, aggressive state strategies are a rational answer to life in the international system. Furthermore, Mearsheimer makes important additions to structural alliance theory and offers new important insights into the role of power and geography in world politics. The high levels of consumption have been enabled by Qatar’s significant hydrocarbons wealth, a generous rentier state’s redistributive water governance, and structural dependence on imported food and food production subsidies. The water crisis is silent because it does not generate supply disruptions nor any public discontentment. The geopolitical blockade Qatar is experiencing sparked discussions in policy circles on the best ways to ensure food security, but has only exacerbated its water insecurity. The blockade makes more urgent than ever the necessity to maximize and increase synergies among different sectors. 11 Pivot, Hedger, or Partner Strategies of Lesser Powers Caught between Hegemons Yu-Shan Wu Taiwan is strategically situated between the United States and the People’s Repub- lic of China (PRC). It is impossible to understand cross-Strait relations without looking into this global strategic context. Although one may not agree with the pessimistic prediction of the power transition theory, namely that the closing gap between the United States and China will result in a titanic clash between the world’s hegemon and its challenger, it is nevertheless undeniable that the two strongest nations in today’s world have been locked in tense strategic competition. China wants to reclaim its lost central place in the world, a wish that is naturally resisted by today’s hegemon, the United States. This is not to deny that Washing- ton and Beijing collaborate in many aspects of their relationship, such as the fight against international terrorism and their joint efforts to deal with climate change. However, as the capabilities of the two giants are getting closer and closer, the relation is strained, with China understandably striving for an equal say on inter- national affairs and the United States hesitant to grant such status to its challenger. The refusal to give China a voting weight in the International Monetary Fund (IMF) that reflects its economic clout is one vivid example, and the competition between the two over the issue of Asian Infrastructure Investment Bank (AIIB) is another. The main geopolitical fault line for Sino-American competition is found in East Asia. Another great strategic conflict in today’s world is between the West and Russia over Ukraine. -

Oil Revenues and Rentier States How did Economic Sanctions and Subsidy Reforms Affect Iranian Lower-Middle Class During the Presidency of Ahmadinejad in Iran? Dena Motevalian INTRODUCTION This study focuses on the “rentier” character of a state1, and the effect of economic sanctions on the state’s foreign policy and its economic infrastructures. The resource-dependent economic foundation of rentier states allows the allocation of welfare benefits to society in boom periods. However, a rentier state’s high dependency on resource export revenues creates a risky economy that can collapse by international oil price fluctuations or oil sanctions. Thus, I argue that oil sanctions can cause economic deprivation and resource revenue cuts, which leads to a shift in a rentier state’s policies in favor of the sender state. I also argue that resource sanctions can lead to democratic shifts in economic administrations within the rentier state. To investigate this, first I review literature on the resource curse hypothesis, the rentier state’s economy and its power structures, and on successful sanctions among adversaries. Secondly, I present Iran as a case study and its rentier economic character. I summarize the process of global sanctions on Iran and their effects on tax reforms and government expenditures. More specifically, I look into the effects of intensified international economic sanctions during the presidency of Mahmoud Ahmadinejad, which led to a tax and subsidy reform for the first time in Iran’s history. Lastly, I explore how subsidy reforms affected the Iranian lower-middle class and the inequality ratio. This paper aims to show that resource coercions on the Iranian case study with a rentier character were successful in shifting Iran’s policy to comply with the senders’ policies. -

However, Islam like all other religions is multivocal and it has strong theorethical elements that can also work for a basis of a democratic polity. Throughout the Muslim world there are certain countries that achieved a considerable level of democratization. It is only the Arab world, not the Muslim world, that so far represents a complete failure in terms of democratic transition. The failure of Arab world should be attributed to more political reasons, such as oil economy and the rentier state model than to Islam. Lack of international support for pro-democracy movements in the region, under the fear that they might move towards an Islamist political system is also an important factor in the democratic failures in the region. However, democratic record of Turkey’s pro-Islamic Justice and Development Party challenges these fears. With the international attention it attracts, particularly from the Arab world, Turkish experience provides a strong case for the compatibility of [ 121 ] democracy and Islam. -

Authoritarianism and Democracy in Muslim Countries: Rentier States and Regional Diffusion AHMET T. KURU ACCORDING TO FREEDOM HOUSE (2013),1 among countries with populations higher than 200,000, the proportion of electoral democracies is 56 percent (98/174) worldwide, whereas it is only 20 percent (10/49) in Muslim‐majority countries. The average Freedom House score (1 for most and 7 for least democratic) for all countries (3.5) is also better than the average score for Muslim‐majority countries (5.1). Analyzing countries with populations over 500,000, Polity (2010) reaches a similar result: 57 percent (93/164) of all countries and 28 percent (13/47) of Muslim‐majority countries are democracies.2 Why is the rate (and score) of democracy disproportionately low among Muslim‐majority countries? This article argues that the combined effects of rentier states and regional diffusion provide the best explanation. The rentier state model explains the links between the rent revenue, limited taxation, and authoritarianism. A state becomes “rentier” if oil, gas, and mineral rents constitute over 40 percent of its revenues. The Reformed Rentier State: The social contract in modern-day Saudi Arabia ABSTRACT Rentier state theory has long been able to explain the relationship between state and society in the oil-rich countries of the Gulf. However, Saudi Arabia has seen a multitude of socioeconomic developments that, as I argue in this thesis, have caused as shift in the role of the state. I argue that the traditional model of the social contract has changed by examining the effect of contextual domestic issues. To support this argument, I investigate the extent to which oil price fluctuations and democratic pressures have had an influence on the nature of the social contract. The analysis concludes that the nature of the social contract has changed, and that rentier state theory should be refined and updated to improve our understanding of the social contract in modern-day Saudi Arabia. THE RENTIER STATE AND THE SURVIVAL OF ARAB ABSOLUTE MONARCHIES Charlotte M. Levins1 I. INTRODUCTION The Arab Spring has captured Western attention. News stories declare, “People all over the Arab world feel a sense of pride in shaking off decades of cowed passivity under dictatorships that ruled with no deference to popular wishes . Egypt is now thought of as an exciting and progressive place.”2 However, despite optimism for an Arab call to democracy, the rentier system poses a tremendous challenge to oil-wealthy Arab nations. In a rentier state, the government collects oil revenues and distributes the pro- ceeds to the population. The population relies on their government for food, shelter, income, and job opportunities. Because the gov- ernment in a rentier state plays the role of benefactor, citizens will not rush to demand an entirely new system – even one with in- creased representation. Thus, Arab absolute monarchies in a ren- tier state, which today include Bahrain, Oman, Qatar, Jordan, Kuwait, and Saudi Arabia, will likely continue to enjoy relatively unchallenged support, at least while oil revenues sustain the states. Nevertheless, the rentier system is finite, and because large government welfare packages are unsustainable in the long term, monarchies must consider reform. This Article will discuss how the rentier state contributes to the survival of Arab absolute monarchies despite the various chal- lenges to their rule. Part II illustrates the theory of the rentier state, and in particular, how the rentier system affects the eco- nomics of the state and work mentality. Part III discusses the mo- narchical quest for legitimacy and how Islam and tribal networks are used for support in the face of challenges to their rule. -

In this paper, I argue instead that neoclassical realism is a logical extension and necessary part of advancing neorealism. Structural realism argues that the system constrains but does not determine state action and where foreign policy departs from what would be ideal behavior given a state’s structural position, domestic politics and ideas are generally the cause. This focus on mistakes and maladaptive behavior, seen in such neoclassical realist concepts as over- or under-balancing, is necessary to avoid falling into the trap of merely using domestic politics and ideas to make neorealism more determinate and explain residual variance in foreign policy choice unaccounted for by structure. The article attempts to correct the mistaken presumption that particular paradigms own domestic politics and ideas, asserting instead that each paradigm has access to these variables but must make them their own. Realism has come under siege lately, not only empirically, but also theo- retically.
