• population - 4.18 million inhabitants • Part of former Yugoslav federation • surface - 56 594 km2 • Gained its independence in 1991 • capital - • Member of EU since 2013 • population density - 73,8 /km2 • GDP per capita in 2017 : 13.383 USD Motorway development • During socialist era 1945 - 1991 under centrally controlled economy Croatia and Slovenia started motorway construction in early 70-ties. • The First stretches opened in 1971-1972, Zagreb- (40 km) • Financing was assured by state funds. Challenges of that time as of any time were how to raise funds?

• There were several launches of national bonds with lot of marketing as to encourage people to invest

• Unfortunately inflation ate it all

Bina-Istra Autocesta Zagreb-Macelj  141 km (10.8% of total)  60 km (4.5% of total) The network • The motorway companies are in charge of financing, building, operating and maintaining the granted network. Operation can be subcontracted

• Construction is carried out by private companies selected through public International tenders

• Funding is done through commercial loans, EIB and EBRD funding tolls + tax on fuel • Predominantly touristic traffic 18 million of tourists in 2017 – 15.6 mil foreigners 80 million registered vehicles at toll plazas • High discounts for ETC up to 23 % for personal vehicles and up to 50% for lorries • Big network - rather low traffic - trucks avoiding motorways : AADT 16.000 Q3/2017 ADT 25.000 Tolling in Croatia • In Croatia all motorways, semi-motorways and some bridges are tolled. • Level of toll depends on construction, operation and maintenance costs of the specific facility • All users pay toll, except for disabled people, emergency, fire brigades, police etc. • Toll prices are different between private and state owned companies and they range from 0,33 HRK/km (0,045 EUR/km) up to 0,48 HRK/km (0,066 EUR/km). • Ratio between I and IV category also varies from one company to another with average ratio 1 : 4 • From the beginning tolling was perceived as instrument for construction and maintenance of the network and was socially accepted • The average toll fee is 0,40 HRK/km or 0,050 EUR/km. Methods of payment and statistics

 Cash (KN, EUR)  Credit cards, Debit cards, Fleet cards  SMART cards  Electronic toll collection (ETC) ETC in Croatia • ETC was introduced in 2006 by HAC and ARZ, and by BINA in 2010

• Today 1253 km have ETC

• It is stop and go system with barriers. Out 109 toll plazas , 103 have for ETC

• The technology of ETC is in accordance with EU standard DSRC 5.8 GHz CEN TC 278

• There is 359.752 ETC users and 612.690 ETC devices in use, with 11,5% HGV

• 33,7 % toll transactions on ETC motorways are ETS: 14.290.000 transactions 2017 • Toll collection system in Croatia does not offer international interoperability yet but its preparation is under way Latest developments in the sector

- Due to important financial debt in road sector of 5 bil EUR 3.73 bil EUR in motorways (2.93 bil EUR HAC and 805 ARZ and 1.24 HC) Goverment asked for assistance of WB

- Restructuring process of Road Sector started 2 years ago

- The Ministry of Transport selected a consulting company to define new tolling system

- The main criteria for new systems to be defined are: - it should be non-contact – cashless – no stopping system - it should also adapt to seasonal character of road traffic in Croatia (40% of total motorway traffic in Croatia is during summer) - it should enable an increase in revenues Thank you for your attention!
