The Year-End Report was due on January 31,2012. The committees listed in the attached RTB Circulation Report either failed to file the report, no more than thirty (30) days after the due date (considered a late filed report), or filed the report more than thirty (30) days after the due date (considered a non-filed report). In accordance with the schedule of civil money penalties for reports at 11 C.F.R. 111.43, these committees should be assessed the civil money penahies highlighted on the attached circulation report. For your information, letters of resignation were filed by the treasurers for Friends of Julian Schreibman (AF 2706) and Kenneth Sanders for Congress Committee (AF 2718). The RTB finding will be against the "Office of Treasurer" as the committees have not yet filed Amended Statements of Organization to appoint new treasurers. Recommendation 1. Find reason to believe that the political committees and their treasurers listed on the RTB Circulation Report violated 2 U.S.C. 434(a) and make a preliminary determination that the civil money penalties would be the amounts indicated on the RTB Circulation Report. 2. This is nearly identical to Cooper’s lead of 44/41 over McCrory in a June 3rd poll. Cooper is viewed much more favorably at 36/20 than McCrory of whose job performance voters disapprove of 33/48. Women support Cooper more widely than McCrory at 46/36, while men support McCrory more at 47/39. “Pat McCrory’s approval rating this month is the lowest we’ve found for him since he took office,” said Dean Debnam, President of Public Policy Polling. “His dealings during this legislative session have antagonized some conservative voters without winning him any new friends across party lines. The big question though is whether this increased unhappiness with him will persist or fade once the legislature has gone home.” Incumbent Republican United States Senator Richard Burr maintains a sizeable lead against all potential Democratic challengers. Burr leads Dan Blue 45/35, Grier Martin 47/33, Mike McIntyre 44/35, Brad Miller 46/36, Heath Shuler 44/36, and Beth Wood 45/34. Blue and Wood are viewed more favorably than unfavorably at 18/16 and 16/11 respectively. Miller is viewed as favorably as he is unfavorably at 14/14.

    UNC CENTER ON POVERTY, WORK AND OPPORTUNITY Poverty and the Recession in North Carolina: Challenges and Opportunities Speaker Biographies Andrea Bazán, Triangle Community Foundation Andrea Bazán is president of the Triangle Community Foundation, where she guides the strategic vision of the twenty-four-year-old foundation and oversees the stewardship of approximately $140 million in assets housed in nearly 700 charitable funds. Previously, Bazán served as the first executive director for El Pueblo, a North Carolina advocacy and public policy organization. In addition, she was the first Latina lobbyist at the North Carolina General Assembly and has had a career in public health, both at the state level with the N.C. Office of Minority Health and the N.C. Department of Health and Human Services, and in academia at the Department of Maternal and Child Health, UNC School of Public Health. One of a handful of Latina heads of philanthropic foundations in the country, Bazán is a frequent speaker at local, state and national meetings, and she has served as a mentor to many young students. She is a member of the Leadership Council of Hispanics in Philanthropy, based in San Francisco, and the co-chair of the CEO Network of the Council of Foundations in Washington, D.C. As of June 2008, Bazán began a three year term as chair of the board of directors for the National Council of La Raza, which she has served on since 2002. She also sits on the boards of the National Immigration Forum, Blue Cross and Blue Shield of North Carolina and Wachovia Bank in Raleigh.

After adjusting the value of dollar for inflation, NC incumbents with opponents raised almost twice what their counterparts did in 1992 and four times what was raised in the 1980 election. Incumbents with opponents took in an average of $560,600 from PACs in the 2006 election, compared to $384,900 in 1992 (inflation adjusted dollars). “Members of Congress are spending more time raising more money – and getting much of it from wealthy special interest groups that want a payback for their investment,” said Bob Hall of Democracy North Carolina, the nonpartisan watchdog group that analyzed the data. The research shows that challengers raised less than one third as much as the incumbents in the 2006 election, and only one succeeded – Heath Shuler in western NC’s 11 Congressional District. The challengers also got only one ninth as much PAC money as the incumbents. “The price of election is being bid up and up,” Hall said.

    Primary Lineup Set in North Carolina Digital Media and Data Privacy Law Blog on 03.21.2012 Posted in Political Advertising The primary election in North Carolina is Tuesday, May 8, 2012, with a second primary (if needed) being either June 26 or July 17. The second primary will be June 26 if no second primary is needed for U.S. Representative races and it will be July 17 if there is a second primary for those federal races. Since there are a number of multi-candidate primaries in the Congressional races, odds are that the second primary will be July 17. If no candidate receives 40% of the vote in the first primary, the second-place finisher can, but doesn't have to, call for a second primary. We have covered disputes and issues relating to political advertising during prior election seasons With this year's contested primaries in North Carolina and with the presidential election in the fall, we expect to have plenty to report on this year. To kick it all off, we'll run down the primaries slated in North Carolina. Federal Races President President Obama has no named opposition in the primary but consistent with State law, there is a line for "no preference" on the May 8 primary ballot. There will also be such a line on the Republican presidential primary ballot. The four major Republicans pursuing the White House are all on the North Carolina primary ballot--Newt Gingrich, Ron Paul, Mitt Romney and Rick Santorum. U.S. House Congressional candidates this year will run in new districts drawn by the 2011 North Carolina General Assembly, and, in many cases, the lines are substantially different than the last election.
