VOTE VOTE VOTE ELECTION DAY IS TUESDAY, NOVEMBER 8

There are just five days left until voters in go to the polls to elect a new Governor, constitutional officers, 17 Senators and 100 House members. The construction industry and the thousands of construction workers it employs have much at stake in this election. HUB / PAC, the CAWV’s political action committee, is working to elect legislators who will prioritize investment in the maintenance and modernization of West Virginia’s infrastructure of roads, bridges, water and sewer, schools, public buildings, dams and other public structures that are vital to jobs, future economic development and a better quality of life for all citizens.

Early voting ends Saturday, November 5. Election Day is Tuesday, November 8. Attached with this newsletter is a list of HUB / PAC endorsements.

STATE BUDGET SHORTFALL CONTINUES TO GROW

West Virginia’s budget shortfall continued to grow in October, but at a slower pace than previous months. Tax collection for the month totaled $322.3 million, falling $6.28 million, or 2 percent, below estimates, the monthly revenue report shows. However, that compares favorably to September collections, which fell $32.3 million, or 8 percent, short of estimates. October tax collection also outpaced October 2015 by $22.6 million, an 8 percent improvement. A primary reason for the slower pace was personal income tax collections, which came in more than 10 percent above estimates, at $149.9 million, and an increase of more than $19 million from October 2015. Also, severance tax collection of $9.6 million exceeded estimates by nearly $1 million. Consumer sales taxes, the other major pillar of West Virginia’s general revenue fund, missed estimates by nearly $13 million, at $97.2 million. The state Road Fund came in $1.4 million, or 2 percent, above estimates, at $57.59 million, as vehicle sales and fuel sales exceeded projections. The year-to-date tobacco tax collection of $71.82 million is nearly double the amount from the same point last year, and is exceeding estimates by 8 percent. With the October tax revenue figures, West Virginia’s budget deficit for the 2016-17 fiscal year has grown to $87.45 million, four months into the budget year.

YOUNG CONTRACTORS FORUM MEETING – NOVEMBER 16

It’s time once again to get together for the Young Contractors’ annual planning session. Chairman Josh Booth will hold the event on Wednesday, November 16, from 5:30 to 7:00 p.m. at Buffalo Wild Wings located at 2501 Mountaineer Boulevard at the Southridge Shopping Center in Charleston. The meeting will be held in the private room behind the bar area of the restaurant.

The meeting will feature the presentation ”iOS: Hands on in Business for Contractors” presented by Jamie Summers-Brown, founder and president of Bricks Without Straw, a web-development and digital marketing firm in South Charleston, WV. Since 2004, the fifth-generation West Virginian has served a diverse clientele, including West Virginia Coal Association, West Virginia Trucking Association, West Virginia Manufacturers Association and the West Virginia Oil & Natural Gas Association. In 2014, he was an honoree of Generation Next: 40 Under 40, the State Journal’s annual award recognizing West Virginia’s leading professionals under the age of 40.

AGC WEBCAST: THE POST-ELECTION OUTLOOK FOR DESIGN AND CONSTRUCTION

CAWV FALL GOLF OUTING BENEFITS TOYS FOR TOTS PROGRAM

Over 50 CAWV members teed off at Little Creek Country Club on Friday, October 28, for the annual golf event. The weather was perfect for the fall outing, everyone had a great time. The golf outing, hosted by the Young Contractors Forum, resulted in dozens of donated toys for local children that will be distributed through the Marine Reserves Toys for Tots program. The CAWV is calling all members to share their photos with the readers of West Virginia Construction News. The photos are to be included in the November/December annual construction forecast issue. It is requested that electronic images be at least 300 DPI and in tif, jpeg or pdf format. Hard copy photos should be 8 ½” by 11” and can be returned if requested. Members are asked to include captions detailing the name of the project and its location, name of photographer and the submitting company in their entries. End of Daylight Savings

Early next Sunday morning, November 6th, most of those in the United States will turn their clocks back one hour for the end of Daylight Saving Time. Most of us think: “Fantastic! I get another hour of sleep”; and yes you will. However, there is a huge difference between the “society clock” and the “biological clock” we all work from. During such time changes there is statistically an increase in safety incidents.

With the end of daylight savings time comes an increase of darkness around the time of rush hour, when traffic is at a peak and many are making our way home from work. Drivers aren’t used to the decreased visibility – nor are construction workers, who might take chances crossing roads when they shouldn’t.

The National Road Safety Foundation (NRSF) has done studies proving that auto accidents increase after the clocks fall back an hour. Besides the lack of visibility, the NRSF notes that commuting in the dark can also make drivers drowsier than usual. According to some health studies, changes in waking time coupled with the earlier onset of darkness throws off our internal clocks. This increases driving risks, primarily because in our 24/7 society, we have a fundamental problem of already being sleep deprived.

The end of daylight saving time can leave many feeling fatigued, which can pose safety risks both at home and in the workplace. Stay alert!

Safety professionals have long used the start and end of daylight saving time as reminders for performing recurring safety tasks. Use the occasion of setting your clocks back as a cue to:

 Check and replace the batteries in your smoke and carbon monoxide (CO) alarms. Ensure they are working properly and replace the batteries. As the cold sets in and many start up their gas-fired furnaces, fireplaces, portable unit heaters and the like for the first time, carbon monoxide poisoning risks increase dramatically during this time of year. Replace any smoke alarm unit that is older than 10 years.  Prepare a winter emergency kit for your automobile. Such kits can be a lifesaver if you are stuck out in bad weather while driving. They should include items such as: warm clothes, blanket, flashlight, batteries, water, non-perishable snacks, shovel, flares, reflective hazard triangle, jumper cables, cat litter or sand for traction, ski hat and gloves.  Check to see if your fire extinguishers need recharging. Check the small gauge at the top of the extinguisher. If the needle in that gauge is in the green, chances are, the extinguisher is okay. If it is in the red, you need to have the extinguisher recharged.

WEST VIRGINIA SEWER SYSTEMS GET FUNDING FOR UPGRADES

West Virginia's U.S. senators have announced $5.3 million in federal funding for sewer project in two counties. According to Sens. Shelley Moore Capito and Joe Manchin, the U.S. Department of Agriculture will loan $3.6 million to the Jefferson County Public Service District to improve its sewer system. The USDA also has approved a $912,000 loan and $800,000 grant to the Malden Public Service District in Kanawha County to improve its wastewater treatment plant. The lawmakers say water infrastructure projects are essential to residents' health, quality of life and economic development.

AERONAUTICS COMMISSION PROVIDES FUNDS TO MATCH $10 MILLION IN FEDERAL AVIATION ADMINISTRATION GRANTS

At its quarterly meeting in Petersburg, the Aeronautics Commission awarded nearly $500,000 in funds to match $10 million in Federal Aviation Administration (FAA) grants to airports across the state. Eighteen of the State’s airports were awarded grants for various initiatives including the rehabilitation of runways and taxiways, hangar construction, installation or updates to existing runway guidance and lighting systems, removal of obstructions, and updating airport master plans.

The FAA provides 90 percent project funding that is matched by five percent from the Aeronautics Commission and five percent from an airport’s county of residence. For certified Economically Distressed Airports – Raleigh County Memorial Airport, Greenbrier Valley Airport, and Mid-Ohio Valley Regional Airport - the FAA provides 95 percent funding that is matched by 2.5 from the Aeronautics Commission and 2.5 percent from the counties. Aeronautics Commission matching funds are derived from the statewide sale of aviation fuel. The largest award of the meeting, a $2.6 million FAA grant to Huntington’s Tri-State Airport for airport apron rehabilitation, was provided with a total of $147,607 in matching funds. "Airports contribute significantly to economic growth. By opening up access, our regional airports keep us competitive by inviting more people and investments to West Virginia,” said Governor Tomblin. “This critical state and federal funding allows us to increase quality of service at our airports to remain economically competitive, nationally and globally."

Transportation Secretary Paul Mattox said, “I am happy that the Commission continues to provide this level of support to our airports. In doing so, the Commission ensures the state’s dedication to the success of its airports for West Virginia’s citizens and the greater traveling public.”

FRED RUNYON DRAINAGE AML, PIKE COUNTY

Bids will be accepted until 10:30 AM on 12/06/2016 for drainage issues from a mine bench above the Runyon property in the Belfry community of Pike County (LB#12672). The site conditions require the relocation of the building’s HVAC utilities and a gas line for access. We will excavate behind the building to a bedrock face and install drainage controls and a steel panel debris wall behind the building. The drainage control will tie into existing surface drainage structures in the front parking area and adjacent local road. Waste material will be transported to an existing waste area along US 119 current being used by multiple DAML projects.
