Reply to SEIAA, up Query of Mom 268Th Dtd. 09/03/2019 1. SEIAA Reply to SEIAA, UP Query of MoM 268th dtd. 09/03/2019 1. SEIAA found that the documents/reply submitted by the project proponent which mention that environment has improved after River Front development Project is based on in-adequate and incomplete information. Adequate data on improvement in quality of water after construction of project and its effects on aquatic life has not been provided in the said EIA. Reply- Aquatic Ecological Study has been incorporated in section 3.11.5 of Chapter-3. 2. The details of construction and their distance from the river bank has not been given. Project proponent shall submit the details of construction done within 100mt, 500mt of the river bank and also in the flood zone of the river. Reply- Construction detail within 100mt, 500mt of the river bank and in the flood zone of the river is given in section 7.4.1. Declaration of the construction area by IWRD is enclosed as Annexure- 20 in EIA Report. 3. The project proponent shall also clarify how Environment has been improved on the basis of data on changes in water quality, Air quality and Aquatic biodiversity. SEIAA opined that project proponent shall submit the required information regarding above with the relevant documents. Reply- The project has not been completed. Intercepting drains is incomplete, all the drains are still getting discharged to the river so no change in water and air quality of the project area, however as the landscaping part is almost completed so project area is no more solid waste dumping site and terrestrial ecology has been improved due to plantation. Aesthetic beauty of the site has also improved. In the case of phytoplankton, 500 ml sample water was collected in polyethylene bottles and 1ml of Lugol’s solution was added for fixation and preservation. The samples were centrifuged and decanted. A volume of 10 ml was collected in double stoppered polyethylene bottles for further qualitative analysis of phytoplankton. Identification of phytoplankton was dome with the help of standard books and monographs (Turner, 1892; smith, 1924, Ward and Whipple 1959). Collection and preservation of Zooplankton sample The zooplankton samples were collected by filtering 100 liters of sub-surface water through plankton net made up of bolting silk cloth no 20. A sub sample of 30 ml was collected again, in polyethylene double stoppered bottles and 4-5 drops of formalin and glycerin were added. The samples were stored for further qualitative and quantitative study of zooplanktonic organism. The identification of zooplankton was done up to species in most cases, according to the reference books including that of Ward and Wipples (1959), Koste (1978), Battish (1992) and Dhanapathi (2000). Collection and preservation of macro -invertebrate and benthic samples: Samples have been collected on monthly basis with the help of Ekman’s dredge, scoop and D- frame nets. Samples were sieved through a sieve having mesh size of 0.5 to 0.6 mm. The animals were picked up by hand picking and preserved in 4% formalin solution. It is to these ends that MoHFW developed and disseminated the National Rogi Kalyan Samiti (RKS)/Patient Welfare Committee Guidelines to states in 2015. RKSs have been formed in public health facilities across the country with the mandate to ensure compliance to minimal standards for hospital care, adherence to protocols of treatment and accountability of health providers to the community. These committees, comprising representatives from Panchayat Raj Institutions (PRIs), NGOs, local elected representatives, health facility staff and government officials of other departments like Public Health Engineering Department (PHED), Social Welfare, etc., serve as a group of trustees for the health facility and manage its affairs. Given RKSs’ crucial role, NHM’s Advisory Group on Community Action (AGCA) piloted and subsequently scaled up an intervention in Uttar Pradesh to strengthen RKS functioning.

    INTRODUCTION 1 ______________________________________________________________________________________ 1.1 Introduction Urbanisation and economic development have caused rapid city expansion in size and structure. The urban structure is becoming increasingly complex, heterogeneous and irregular in shape. The development spreads over to the peri-urban areas resulting in degradation of natural and rural land over time. This process will continue further, if remain unchecked through proper planning measures. This will adversely impact the quality of life of both urban and peri-urban dwellers. Although the urban sprawl in a developing city cannot be stopped, however; a remedy to this issue can be devised through strict zoning regulations based on land suitability and carrying capacity, which allows land use to be channelled towards more sustainable uses. In this context, research study entitled Dynamics of Peri-Urban Areas: Prospects and Challenges of Sustainable Development - A case study of Peri-Urban area of Lucknow is undertaken and peri-urban areas are illustrated at Map 1. Lucknow has been divided into two parts based on growing urbanisation i.e. old Lucknow and New Lucknow. The peri-urban area denote to a grey area which is neither entirely urban nor purely rural in the traditional sense.
