1.1 Governance Flood matters within the area are the responsibility of City Council, The Environment Agency, Wessex Water, Riparian Owners, Residents and the Local Community. 1.2 Flooding Mechanism Bedminster Road suffers from fluvial flooding which originates from the north and northeast from the River Malago. This watercourse begins as the Pigeonhouse Stream and runs from the south, through , to the west of and towards Bedminster and changes to the River Malago as it runs under Hartcliffe Way. The section of watercourse then runs due Northeast and runs to the east of Somer Lane and Malago Drive, approximately 120m to the east of the development site. At the point this watercourse runs under the A4174 Hartcliffe Way, the system is classified as main river and is therefore maintained by the Environment Agency. The main source of flooding to the development site relates to the northeast as the watercourse runs under the railway line via the Sheene Road culvert and the floodwater backs up Francis Road and then onto Bedminster Road and westwards towards the development site.

During an extreme 1 in 1000yr flood, the flood water is likely to reach the junction between Bedminster Road and Marksbury Road at the eastern tip of the site, and halfway along the road fronting the site.

Should an event of this scale occur, then the flood water at this junction is likely to reach

a level of 12.11mAOD, which would make the water approximately 600mm deep.

The proposed building has a finished floor level of 12.20mAOD, in accordance with the Director planning approved flood risk assessment, and as such the building will lie above this flood level. 1.3 Flood Warning Scheme All residents within the building should sign up to the Environment Agency Floodline service for either telephone, mobile, email, or SMS text message which gives warning of potential flooding events. In many cases, the Environment Agency can warn of flooding up to 6 hours in advance. It is important that the resident understands the different codes used by the Environment Agency, and the danger they indicate. The warnings are not always used in sequence, and in acute situations, a Severe Flood Warning may be issued immediately.

1.4 Preparation The personal flood plan should be made and regularly updated by the residents. It is also important that the resident produces a personal flood kit, which will be essential for instances when evacuation is required. This kit will also be useful for general emergency situations and should be stored for general emergency situations and be easily accessible if flooding occurs. These items should include:

• A torch

• Blankets or a sleeping bag, warm clothing and waterproofs

• A first-aid kit, including a supply of any essential medication

• A list of useful telephone numbers Director • A supply of bottled water • A stock of non-perishable food items • A portable radio and supply of batteries • Children’s essentials (milk, baby food, sterilised bottles and spoons, nappies, wipes, nappy bags, clothing, comforter, teddy. • Food and accommodation (cages) for pets (If allowed within the hotel) • Wellington boots or similar waterproof boots • Check your insurance cover – ensure it covers flood damage • Know how to turn off the gas, electricity, and water mains supplies • Think about what items you would want to move to safety during a flood A list of key contact numbers should also be noted and stored for reference. 1.5 Flood Alert On receipt of the Flood Alert from the Environment Agency, or from other sources, flooding is possible, and the situation could worsen. When a Flood Alert is issued residents should: • Be aware of water levels and whether the river is rising or falling • Reconsider travel plans • Listen and watch for weather and flood warnings on local radio and television stations • Contact Floodline on 0845 988 1188 • Check that the flood kit has been prepared • Copy vital hard and electronic records and store them in a safe place. This includes financial and insurance records.

• Keep a store of plastic bags (grocery bags are fine) to place around the legs of furniture when you receive a flood warning. • At this stage, residents should ensure that their neighbours are aware of the Flood Watch alert in case they are not subscribed or did not receive the alert. 1.6 Flood Warning/Severe Flood Warning When a Flood Warning is issued, evacuation should be considered. The Agency aims to provide at least 2 hours warning between the Flood Warning alert being issued and the commencement of flooding. The Agency recommends that residents should evacuate when a Flood Warning or Severe Flood Warning status is issued. If flood levels continue to rise, residents are advised to evacuate before safe access is lost. At this level, driving through flood water may become hazardous and residents must evacuate beforehand. Residents should monitor the flood progression and evacuate, on foot, as soon as possible. The nearest route to dry land is exiting the building and turning left and walking along Bedminster Road towards the A4174 Hartcliffe Way. Immediately outside the access to the building, flood water should not get deeper than 50mm and so a safe access will be available during a 1 in 1000 yr flood event. During a flood the residents should: • Stay Calm. Don’t panic • For river flooding listen to local flooding forecasts and further advice call the Floodline Service press option1 then enter the quickdial number for your local river.

These numbers are listed on the Environment Agency Website. • Listen to the local radio for up to date news on the flood before, during and after for advice as to what you should do. Director • Check that neighbours or any vulnerable members of your community are aware of any flood warnings issued • If you are trapped by floodwater stay by a window and try to attract attention. • Turn off gas, water & electricity supplies. Remember not to turn them on until your property has been properly inspected. • Store valuable or sentimental possessions up high or upstairs if you can. • Find a place to move pets to. • Remove your car to an area which will not be flooded (If possible) • If you move out to stay with family or friends do let neighbours and family know as soon as possible to prevent concern. • Assume flood water contains sewage. Ensure you wear rubber gloves when handling affected items During a flood the residents should not: • Allow children to play in flooded areas. • Use electrical equipment which has been exposed to floodwater until checked they are safe to use. • Use food that has been in contact with flood water. Throw it away. Do not use contaminated water to drink, wash or prepare food. • Throw rubbish into watercourses or leave debris on banks • Dispose of damaged goods until your insurance company has inspected them. • During the recovery phase, beware of bogus traders offering assistance. Always get written quotations on Headed Paper. Landline telephone contact numbers and registered address. Never pay in advance and only pay when satisfied.

1.7 All Clear All clear means that flood watches or warnings are no longer in force in this area. • Keep listening to weather reports • Only return to evacuated buildings if you are told it is safe • Beware sharp objects and pollution in flood water. Residents should contact the local authority to check that it is safe to return to their property. Residents should be aware that if floodwaters have entered the property it will need to be cleaned, disinfected and repaired and fully dried out prior to reoccupation. Check that the building is safe before entering, and if there are any doubts professional opinion should be sought. If there is any doubt that appliances may be water damaged, they must be checked before switching the power or gas back on. Contact your insurance company as soon as possible to get their approval before arranging any clean-

up or repairs.
