    Landmarks Preservation Commission September 23, 1980, Designation List 137 LP-1127 PERSHING SQUARE VIADUCT (Park Avenue Viaduct), Park Avenue from 40th Street to Grand Central Terminal (42nd Street), Borough of Manhattan. Built 1917-19; architects Warren & Wetmore. Landmark Site: The property bounded by a line running easward parallel with the northern curb line of East 40th Street, a line running northward to the edge of Tax Map Block 1280, Lot 1, parallel with the eastern wall of the viaduct, a line running westward along the edge of Tax Map Block 1280, Lot 1, and a line running southward parallel with the western wall of the viaduct to the point of beginning. On March 11, 1980, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Pershing Square Viaduct (Park Avenue Viaduct) and the proposed designation of the related Landmark Site (Item No. 9). The hearing had been duly advertised in accordance with the provisions of law. Four witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION AND ANALYSIS Located at Park Avenue and 42nd Street, tfie Pershing Square Viaduct was constructed tn 1917-1919. The viaduct extends from 40th Street to Grand Central Terminal at 42nd Street, linking upper and lower Park Avenue by way of elevated drives that make a circuit around the terminal building and descend to ground level at 45th Street. Designed in 1912 by the architectural firm of Warren & Wetmore, the viaduct was conceived as part of the original 1903 plan for the station by the firm of Reed & Stem.

    3.0 LAND USE AND ZONING Zoning The city is divided into three basic zoning districts: residential (R), commercial (C), and manufacturing (M). The three basic categories are further subdivided into lower, medium, and higher density residential, commercial and manufacturing districts. Development within these districts is regulated by use, building size, and parking regulations. Here is a brief description of the three basic zoning districts according to the Zoning Handbook: Residential District (R) In New York City, there are ten standard residential districts, R1 through R10. The numbers refer to the permitted density (R1 having the lowest density and R10 the highest) and other controls such as required parking. A second letter or number signifies additional controls are required in certain districts. R1 and R2 districts allow only detached single-family residences and certain community facilities. The R3-2 through R10 districts accept all types of dwelling units and community facilities and are distinguished by differing bulk and density, height and setback, parking, and lot coverage or open space requirements. Commercial District (C) The commercial districts reflect the full range of commercial activity in the city from local retail and service establishmentsDRAFT to high density, shopping, entertainment and office uses. INTRODUCTION The project site is located in the Borough of Manhattan and includes the median malls on Allen Street between Delancey Street and East Broadway and on Pike Street between East Broadway and South Streets (sees Figure 2A-1). The Proposed Project would reconstruct the median mall sections to provide public green space, recreational space, and amenities, would improve the overall visual character of Allen and Pike Streets between Delancey and South Streets, and would serve as a gateway to the East River Esplanade from interior blocks. This section considers existing land use, zoning, and public land use policies for the project site and the surrounding 400-foot study area. Land use issues associated with the Proposed Project include potential changes in local land uses and neighborhood land use patterns. Zoning and public policy issues include the compatibility of the proposed modifications to the median malls with existing zoning and public policies. PRINCIPAL CONCLUSIONS As described below, this analysis concludes that the Proposed Project would be in keeping with and supportive of existing land uses in the study area, and that it would be consistent with zoning and public policy for the area. Overall, the Proposed Project would not result in any significant adverse impacts to land use, zoning or public policy. B. EXISTING CONDITIONS LAND USE PROJECT SITE The project site includes the Allen and Pike Street malls and the adjacent travel lanes. The Allen Street malls are located between Delancey Street and East Broadway. The Pike Street malls are located between East Broadway and South Street.
