Charter Renewals Charter Packages will be distributed at the October Roundtable meeting. If your unit did not receive their charter, please contact your unit’s commissioner or Tom Kubik. Charters should be turned in during November. Safe Changes - Please Note Two registered adult leaders 21 years of age or over are required at all Scouting activities, including meetings. There must be a registered female adult leader over 21 in every unit serving females. A registered female adult leader over 21 must be present for any activity involving female youth. Notwithstanding the minimum leader requirement, age- and program-appropriate supervision must always be provided. One-on-one contact between adult leaders and youth members is prohibited both inside and outside of Scouting.

All adults accompanying a Scouting unit who are present at the activity for 72 total hours or more must be registered as leaders. The 72 hours need not be consecutive.

Woodbadge – Plan ahead – Three courses are currently open for registration is for all leaders in the of America. It has been developed for , Boy Scout, and leaders, as well as council and district leaders. The course content and leadership principles learned will provide a common foundation of leadership skills used throughout all program areas such as what is in the Scout, Venturing, PL & SPL handbooks, ILST, ILSC, NYLT Training.

From the Training Chair Youth Leadership Training What is the required training for youth leaders (SPL, ASPL, PL, APL)? Introduction to Leadership Skills for Troops (ILST) replaced Troop Leadership Training (TLT) and is the leadership training given primarily by and the SPL to all the youth leaders in their troop. The SPL and the SM should team-teach the course. Learning objectives: • To introduce the Scout to his new leadership role and the expectations of that role • To explain the role of all troop leadership positions • To equip the Scout with vision and skills to be an effective troop leader ILST is organized into 3 modules, each of which should take 60 - 90 minutes to complete, with additional optional games and challenges to enhance the leadership lessons (and fun) of the course. ILST may be conducted in a variety of ways. Three recommended formats are: • Conduct it in 1 session (single-day format) with several breaks • Conduct it over 3 different days, 1 module at a time (multi-day format) • Spread this course over a weekend activity with meals, camping, or other activities interspersed between the modules (weekend format) All Boy Scout troops should conduct ILST with every youth leadership shift (e.g. when scouts get elected to a new troop leadership position). Upon completion of ILST the Scout is qualified to wear the “Trained” emblem on his uniform.

ILST is not a syllabus to be followed verbatim since every troop is different. Trainers can review the resource material and adapt it to their individual troop’s needs. The ILST program is most constructive when attended by 6 or more Scouts. Monday, December 3rd - West Wind District Meeting The West Wind District will hold its next committee meeting on Mon. from 7 – 8:30 at Trinity Lutheran Church, 170 Old Westford Rd in Chelmsford. All scouters are invited to attend. The district has many opportunities for volunteers. Thursday, December 6th - West Wind District Commissioners Meeting The West Wind District Commissioner’s staff will meet Thur from 6:30 – 7:15 pm prior to the start of the Roundtable. November 3rd: Lone Tree Spirit Day, hosted at Lone Tree by the Lone Tree Spirit Foundation and featuring a softball game vs. The Key Foundation, target shooting with Mr. Longshore, and other activities. www.ltsf.org/spirit-day/

November 11th: Let's Get Cooking at Lone Tree, is a traditional camp program day, with special cooking demonstrations and activities scheduled as well.

November 23rd at 10:00 AM Lone Tree is hosting a leisurely family hike with some of our volunteer staff on the day after Thanksgiving. We will warm up with a tasty treat afterward. This is a NO CHARGE event and is OPEN TO ALL.

A new Ship is forming now. Sea Scouting is a co-ed program for 14-20 year-old youth with an interest in sailing, boating, and all things nautical. Scouting For Food Kicks Off October 27 for Eastern MA Councils The Scouting for Food campaign will involve a door-to-door food collection effort by Scouts. On the first of two successive Saturdays, Scouts will distribute information door hangers throughout their designated area on Saturday, October 27th. The following Saturday, November 3rd bags of food are to be collected and taken to local food pantries. Emails went out to leaders with SFF/Pantry info Oct 1. Door Hangers will be available at October and November Roundtable while supplies last or contact Cathy Jewell @ [email protected] for requests. Channel 5 is helping promote the new SFF Dates! Note: Though Council is kicking off SFF October 27, units are encouraged to participate when it works best for them. Please contact Cathy Jewell w/ street coverage to prevent overlap of coverage amongst units. Dunstable and Tyngsboro units, please contact your SFF Coordinator. Reminders: 1.) Contact Pantries Ahead of Time to arrange drop off. 2.) Do NOT put Door Hangers in Mailboxes. 3.) Throw Away Outdated, Dented or Open Containers. 4.) When completed with any service, enter #scouts/adults, hours worked and AMOUNT (lbs.) of FOOD into the Journey to Excellence website at www.scoutspirit.org (Leaders/Advancement Tab) or https://www.scouting.org/awards/journey-to-excellence/ . 5.) Veteran’s Rake Out Kicks Off November 9-12 The Veteran’s Rake Out Service Project kicks off the weekend of November 19-12; however please feel free to coordinate rake outs that best suits your unit’s and veteran’s schedule- when all leaves are down and prior Snow. Units are not expected to remove debris from the property. Only to move it to another location on the property of the owner’s choice OR to bag the leaves which the owner provides. Units should bring at least 2 tarps. Scouts should bring their own labelled rakes and sweepers. Blowers can be of great use. Bring extension cord as needed. Check w/ owner for permission to use blowers. Emails went out to leaders with Veteran Agent Contact Oct 1.

From the Advancement Committee Chair Eagle Rank Application The BSA released a new version of the Eagle Rank application. All scouts applying for Eagle Rank should use the application that indicates “printed April 2017” on the bottom of page 2. Eagle Project Proposal Be sure the most current Eagle Project Workbook found on the BSA site is use in preparing the Eagle Project Proposal. When the Eagle Project Proposals that have been approved by the beneficiary, unit leader and unit committee and are ready to be reviewed by the District Advancement Committee it should be emailed to [email protected]

To Hold a Life to Eagle Scout Session Contact Ron Quattrochi at [email protected] to sign up your troop to host a Life to Eagle Scout training session.

Eagle Application Process Submit Eagle Rank Applications to West Wind District Advancement Chair Ron Quattrochi. Scouts can submit an application prior to (7:00 PM to 7:30 PM) the West Wind Roundtable held on the first Thursday of the month at the LDS Church, 70 Concord Road in Billerica, and during (7:15 PM to 7:45 PM) the monthly Eagle Boards of Review held on the third Thursday of the month at the LDS Church, 70 Concord Road in Billerica, or by making arrangements with Ron Quattrochi [email protected] for an alternate time to submit their application.

Before submitting their application, the Eagle Candidate should send email to Ron Quattrochi ([email protected]) to insure availability.

To submit their application, the Eagle Candidate must provide the following: • Completed Eagle Application including signatures of scout, the unit leader and the committee chair; • The Eagle Candidate’s statement of ambitions and life purpose (see page 2 of the Eagle Rank Application); • Completed Eagle Scout Project Workbook including all signature pages; • Scout’s Advancement Report from Internet Advancement;

Once the application has been submitted and accepted as complete, the Advancement Committee will verify the application with the Council, will solicit the references for the scout, and notify the troop and scout when a Board of Review can be scheduled.
