4 Storms bring hail, strong winds, small tornadoes to Plains (2.00/4) OKLAHOMA CITY — Thunderstorms bearing hail as big as grapefruit and winds approaching hurricane strength lashed portions of the Great Plains on Tuesday but arrived without the grand tornadoes that many had worried about for days. A rope tornado brushed fields south of Wichita, Kansas, and another small twister touched down in southwestern Indiana. Alejandro Rile, 54, surrendered to the police after stabbing to death 52-year-old Ramon Rabino and injuring his 45-year-old wife, Marichu. 13 Columbus man shoots, wounds son, mistakes him for intruder COLUMBUS, Ohio (AP) - Police say a Columbus man shot and wounded his own son after mistaking him for an intruder. Officers responded to a home Tuesday morning for an unknown complaint. When they arrived they say 51-year-old Biyaga Ceesay told them that an unknown person had shot his son. Later, the man said he accidentally shot his son because he thought he was an intruder trying to rob the family. The boy is hospitalized in stable condition and is expected to recover. Ceesay has been charged with domestic violence, assault and child endangerment.

Korea's Ruling Party Sets May 6 for Start of Convention Facing mounting international pressure over its nuclear and missile ambitions, North Korea has set a date for its biggest political convention in decades next month that is expected to bolster young dictator Kim Jong Un's grip on power. The ruling Workers' Party, led by Kim, decided Tuesday to open its 7th congress in Pyongyang on May 6, the official Korean Central News Agency reported Wednesday. It will be the first time the congress, the highest-level decision-making party organ, will be held since 1980, when Kim's late dictator father Kim Jong Il was awarded a slew of top jobs in a confirmation that he was in line to succeed his father, North Korea founder Kim Il Sung. Since taking power upon the death of his father in late 2011, Kim Jong Un has been struggling to revive his country's troubled economy and grapple with international standoffs over his country's nuclear and missile programs. The standoff deepened earlier this year when North Korea conducted a fourth nuclear test and a long-range rocket launch, which led to the U. N. slapping its toughest sanctions on North Korea in 20 years. South Korea and the United States also made their ongoing springtime military drills the largest ever. In response, Kim last month ordered tests of a nuclear warhead and ballistic missiles capable of carrying warheads. That sparked outside speculation that North Korea could perform a fifth nuclear test ahead of the political convention to burnish his image as a stronger leader fighting hard against foreign aggressions. South Korean President Park Geun-hye said last week that the North was believed to have completed preparations for a new atomic bomb test. Park warned that such a move would result in stronger sanctions and pressures that would speed up North Korea's collapse. The North's state media did not say what would be discussed and decided on during the congress. A previous KCNA report said the North decided to hold the convention as the country was faced with "the heavy yet sacred task" of building a "thriving" nation. South Korean analysts say Kim will likely use the convention as a chance to reshuffle top officials, reveal policy directions and further strengthen his authoritarian leadership. Kim has orchestrated a series of high-profile executions, purgings and personnel reshuffles in what outside analysts say was an attempt to remove potential rivals or show he's an absolute ruler. Among the executed were his powerful uncle, then the No. 2 in North Korea, and his defense chief. Some experts said repeated bloody power shifts may indicate the young leader has not established the same absolute power that his father and grandfather enjoyed. The City of Tulsa said in a statement late Tuesday night that emergency crews are assessing the situation and no injuries have been reported. Trees and power lines were down across the city. A tornado watch is in effect for part of the area until midnight. Tornado warnings were in effect east of Tulsa until 11:45 p.m. In Oklahoma City, the emergency management department said survey crews would assess damage Wednesday morning. 17 State police keep 1958 upstate New York murder open ONEIDA, N. Y. (AP) - State police haven’t closed the books on a murder 58 years ago at a central New York gas station. Authorities are still trying to determine who killed 63-three-year-old Ernest Chaney in September 1958. He was an attendant working and living at a gas station on U. S. Route 20 in the Town of Eaton. An investigation indicated that Chaney was adding oil to the engine of a customer’s car in the early morning hours when he was struck nine times on the back of the head with a blunt object. Chaney’s wallet, with about $80 inside, was stolen. Troopers say there were no indications anything else was stolen, and no weapon was found. 18 Ohio sheriff wants to give jailed users anti-overdose drug TOLEDO, Ohio (AP) - A northwest Ohio sheriff hoping to save more heroin users has floated the idea of giving opioid addicts an anti-overdose drug when they leave jail and train them how to use it. The program suggested by Lucas County Sheriff John Tharp calls for people who are still in detox to leave jail with a kit containing naloxone that reverses overdoses. Jail employees would also offer additional training on using the medication. Tharp tells The Blade newspaper (http://bit.ly/26rj9gD ) that jail inmates may not be ready to quit drugs. He says alternatives that keep them alive are necessary. The Toledo-Lucas County health commissioner raised concerns that an incapacitated user can’t administer naloxone without a trained acquaintance nearby. 19 Man sentenced for killing other using brick, hockey stick BUFFALO, N. Y. (AP) - A Buffalo man has been sentenced to prison for killing another man using a brick and a hockey stick. Wayne Wilson was sentenced Tuesday to 20 years to life in prison. The 39- year-old pleaded guilty in March to manslaughter and robbery for his role in two separate incidents that happened a week apart in December 2014. In the first, authorities say Wilson threw a brick at a 61-year-old man’s head, and then beat him with a hockey stick and stabbed him, killing him. In the second case, Wilson robbed a victim of $900 at gunpoint on a Buffalo street. Prosecutors say Wilson is a persistent violent felony offender who was convicted of robbery in 1997 and attempted robbery in 2003.

20 China Human Rights Campaigner Harry Wu Dies Harry Wu, a longtime Chinese human rights campaigner, and author and founder of the Laogai Research Foundation, has died. He was 79. Wu died Tuesday morning while on vacation in Honduras , Laogai Human Rights Organization administrator Ann Noonan told The Associated Press. The case of death wasn't immediately known and Wu's son Harrison and former wife China Lee were traveling to the Central American nation to bring home Wu's remains, Noonan said. "He was a real hero," Noonan said by phone from New York. "Harry's work will continue, it will not stop. " Wu was born into a prosperous family in Shanghai that saw most of its property confiscated following the civil war victory of Mao Zedong's communists in 1949. He studied geology in university but fell foul of the authorities for his criticism of the Soviet Union, China's then ally, and was sentenced in 1960 at age 23 to China's prison camp system known as laogai, or "reform through labor. " Laogai was notorious for punishing intellectuals and political prisoners with long sentences and brutal conditions and were blamed by some for causing millions of deaths. According to his autobiography, Wu spent various terms in 12 different camps, experiencing harsh work regimens on farms, coal mines and work sites, along with beatings, torture and near starvation. Released in 1979 following Mao's death three years earlier, Wu moved to the United States in 1985 but returned frequently to China to conduct research on the labor camp system. Having become a U. S. citizen, Wu was arrested during a visit to China in 1995 and sentenced to 15 years on espionage charges. He was immediately deported to the U. S. where he continued his work documenting Chinese human rights abuses and was a frequent speaker before Congress and at academic events. His Washington, D. C.-based Laogai Research Foundation established the Laogai Museum in 2008 to "preserve the memory of the laogai's many victims and serve to educate the public about the atrocities committed by China's communist regime," according to the foundation's website. China has since formally eliminated laogai along with a milder version known as laojiao, or "reform through education," although penal labor remains a key feature of the Chinese prison system.

22 Man Sentenced to Prison in Slaying of US Official in Niger A Malian national who escaped from prison twice after being charged with killing a U. S. Defense Department official and wounding a U. S. Marine during a 2000 carjacking in Niger was sentenced on Tuesday to 25 years in prison. Alhassane Ould Mohamed of Mali pleaded guilty in federal court in Brooklyn to a charge of conspiracy to commit murder for fatally shooting William Bultemeier, a Department of Defense attaché, as Bultemeier left a restaurant in the Niger capital of Niamey on Dec. 22, 2000. He also wounded Marine Staff Sgt. Christopher McNeely, who came to Bultemeier's aid. Mohamed was arrested in Mali two days after the killing and remained in custody there until he escaped in 2002. In late 2009, he was arrested again in Mali in the killings of four Saudi Arabian nationals in northern Niger. He was sent back to Niger, where he was convicted of the murders and sentenced to 20 years behind bars. But he escaped from prison a second time. He was extradited to the U. S in March 2014. At the sentencing Tuesday, Bultemeier's youngest daughter, Dannie Bultemeier, told the judge that she had waited more than 15 years for a resolution to her father's murder. She said she remembered picturing her father getting struck by the bullets and thinking about the pain he must have felt. 24 24 No Fed Rate Hike Expected Wednesday, but What About in June? On this, pretty much every economist agrees: The Federal Reserve will keep interest rates unchanged when it ends its latest policy meeting Wednesday. What's unclear is whether it will hint about the likelihood of a rate hike at its next meeting in June. With the U. S. job market healthy and the stock market up, some economists think the Fed will want to put investors on notice that a June rate increase is conceivable. "If June is a possibility, they will want to prepare markets for that," said Mark Zandi, chief economist at Moody's Analytics. But many other analysts say they expect the statement that the Fed will issue Wednesday to convey little about the timing of its next rate hike, given that the outlook for global growth remains so uncertain. Concerns have been rising about the world economy, and any major international slump would, in turn, hinder U. S. growth. A sharp slowdown in China — the world's second-largest economy after the United States — has already hurt the developing world. Europe is straining to gain momentum, and Japan is hobbled by wary consumers and an aging population. Even in the United States, despite a robust job market, key sectors like manufacturing and energy have been bruised by a strong dollar and shrunken oil prices. Consumers have barely stepped up their spending this year. And on Thursday, the government is expected to estimate that the U. S. economy grew at a tepid annual rate under 1 percent in the January-March quarter. Some forecasters think growth might have been as weak as 0.3 percent, which would mean the economy nearly stalled out last quarter. What's more, U. S. inflation is running well below the Fed's optimal level of 2 percent. "I am not sure they will have the confidence to send a signal this week that June is a go for a hike," said Diane Swonk, chief economist at Diane Swonk Economics in Chicago. In the meantime, far from considering rate hikes, other major central banks are weighing steps to further ease credit, increase inflation and bolster growth. On Thursday, for example, when the Bank of Japan meets, a key topic will be what else it might do to fight economic weakness, raise inflation and blunt a rise in the yen's value against the dollar, which hurts Japan's exporters. In January, in a desperate bid to raise inflation, Japan's central bank introduced negative rates. Yet inflation and growth remain stuck near zero. Last week, Mario Draghi, head of the European Central Bank, made clear he was ready to launch more stimulus efforts if needed to energize the 19-nation eurozone economy. That pledge came after the ECB had already expanded its stimulus programs in March. China's sliding economy has stabilized after worries about its growth had rocked financial markets in January. But now, a new challenge has raised international concerns: A June 23 referendum in which Britain will decide whether to leave the European Union. President Barack Obama and other world leaders have warned that a British exit from the EU could threaten the global economy. Because that vote will occur just a week after the Fed's June 14-15 meeting, some analysts have suggested that the U. S. central bank would avoid any rate hike in June for fear it could rattle markets ahead of the British vote. Since raising rates from record lows in December, the Fed has grown concerned about economic pressures from overseas and has signaled its willingness to wait for those pressures to ease. The minutes of their March meeting noted that several Fed officials felt that raising rates again in April "would signal a sense of urgency they did not think was appropriate. " The Fed's rate hike in December was its first in nearly a decade, and it ended a seven-year period in which the central bank had kept its benchmark rate near zero. At the December meeting, the Fed signaled that four additional rate hikes could occur in 2016 but at its March meeting, it cut that expectation from four to just two rate hikes. Not all Fed officials favor a go-slow approach. Esther George, president of the Fed's Kansas City regional bank, dissented at the March meeting, saying she preferred another rate hike. She may dissent again this week, and she might not be alone. Still, a solid majority of officials appear to support the cautious approach being pursued by Chair Janet Yellen. In her most recent speech on the economy, Yellen said she still envisioned only a gradual pace of rates increases in light of global threats. Those remarks helped fuel the rally on Wall Street.

27 Thane: Court allows KDMC to pass building proposals What the Bombay High Court asked the Brihanmumbai Municipal Corporation (BMC) on February 29, on not passing files of new constructions, the same query was directed towards Kalyan Dombivli Municipal Corporation (KDMC) in April last year. And finally, the stay was lifted on Monday. It took more than a year for KDMC to come up with a feasible solution or plan to convince the court. Because of this, a small corporation like KDMC suffered a loss of nearly Rs 70 crore and it took them almost a year to get a new dumping ground after several failed attempts. Almost a year later, the Municipal Corporation of Kalyan and Dombivli is hopeful now that it will get revenue back, after the court took a lenient approach and allowed them to pass building proposals. KDMC generates 550 metric tones of garbage every day, which was being dumped in Adharawadi dumping ground, for almost 45 years and the capacity of dumping ground to hold some 15 lakh cubic meters had been passed a few years ago, thus forcing the High Court to ask the Municipal Corporation to stop passing building proposals. Finally in Barave, the Municipal Corporation found a 2.23 hectare land, where it has decided to dump the city's garbage, and in March they opened the tenders. The expected garbage to reach this dumping ground is between 155-200 metric tones. According to officials, KDMC earned only Rs 32 crore in the whole year, thus missing their target of Rs 100 crore in a big way. From March 1, the BMC has been directed by court to not give Commencement Certificates and Intent of Disapproval IOD/CC to any new construction, except for the redevelopment, SRA, MHADA, hospitals and school buildings till the time the state government and BMC doesn't come up with a proper Solid Waste Management programme. Seeing the example of KDMC, builders in the city can rest for a year, as that's how long the KDMC took to overcome this issue. Bandish Ajmera, leading developer in Kalyan as well as in Mumbai welcomed the HC order, he said, "KDMC has suffered a lot. However, with this stay being lifted, we are expecting construction activity to speed up. This being an open land and large chunk of land being available here, affordable houses are possible here only. " Another builder said, "The prices in this area have remained stagnant and, in some cases, have gone high, as there were no new flats available. With this, home buyers will have options available and the prices will surely get affected. "

28 Ex-NPO officials face charges over TCC emergency procurement MANILA - The Office of the Ombudsman has ordered the immediate filing of charges against dismissed National Printing Office officials for graft over the alleged illegal procurement of Travel Clearance Certificates (TCC) in 2010. This, after the Ombudsman found probable cause against former NPO Acting Director Emmanuel Andaya, and former Bids and Awards Committee Chairman Sylvia Banda and BAC members Josefina Samson, Antonio Sillona, Bernadette Lagumen, and Ma. Gracia Enriquez. The case stemmed from the procurement of 1,000 boxes of TCC requested by the National Bureau of Investigation (NBI) in 2010. According to the Ombudsman, Andaya approved the BAC resolution resorting to emergency procurement of the TCCs at P1,900 per box. On November 20, 2010, a P1.89 million contract was awarded to Advance Computer Forms, Inc. with the lowest calculated and responsive bid of P1,899.95 per box. The Ombudsman said the accused NPO officials "acted with manifest partiality, evident bad faith, or gross inexcusable negligence when they awarded the contract to Advance without the benefit of a public bidding as required by the Government Procurement Reform Act. " Andaya and the BAC members also allegedly failed to justify the need for emergency procurement. "The conditions to resort the alternative methods of procurement are not empty words but were specifically crafted to guarantee that no personal preference is given to any supplier and that the government is given the best possible price for its procurement, especially since no public bidding is involved," the Ombudsman said.

Most importantly though, Pune has a monsoon track so, Jain adds, one hopes the present drought situation does not affect racing in any way, though the track does not require much watering if the monsoon is normal. Peter Shumlin is meeting with employees of Jay Peak Resort, nearly two weeks after the Securities and Exchange Commission and state accused the resort's owner and president of a massive fraud scheme. 32 Trial of Suspect in Cyanide by Mail Death Pushed to October The trial of a U. S. resident accused of mailing cyanide to an Englishman who killed himself has been pushed back to October. Sidney Kilmartin faces federal charges of mailing injurious articles resulting in death, wire fraud, mail fraud, witness tampering and witness retaliation. He was scheduled to stand trial in May, but the date was pushed back to accommodate a new attorney. Investigators say the Windham, Maine , man advertised and mailed a substance he claimed was cyanide to several suicidal people. The substance was actually Epsom salt. Prosecutors say he mailed the real thing to 49-year-old Andrew Denton of Hull, England, to keep him from telling investigators about the fraud. Denton used the cyanide to take his life. Kilmartin has pleaded not guilty.

The three-day conference at the U. S. Military Academy begins Thursday and will include remarks Friday by retired Gen. Ann Dunwoody, the first female four-star general in the U. S. military. More than 500 West Point alumni, Army leaders, cadets, staff, faculty and guests are expected at the Association of Graduates’ conference. Participants will review the achievements of West Point’s female graduates and explore challenges ahead. The first women at West Point arrived in 1976. The academy says that of its 51,087 living graduates, 7 percent are women.

38 Mumbai: School turns down 50 RTE students, as they live 'too far' Parents of students who are Right to Education (RTE) applicants had just thought that after facing a flawed online admission system, it would be smooth sailing from now. But Malad’s St Joseph School made that a pipe dream. The school refused to admit 50 children, saying their residences were farther from the school than the permitted 3- km limit under the Act. While here the school is saying the children’s houses are not close to the school, the parents’ argument is that if that was the case, the education department wouldn’t have allotted them to the school. Angry parents had gathered outside the school yesterday after attempting to resolve the issue for a week. Sufiya Bukhari, one of the worried parents, said, “We have been going to the school since April 22, a day after we got an SMS of allotment from the education department. We have approached the local education officer.” The education department, before allotting schools to students, makes sure that it fits all the requirements. “We filled the admission application after the authorities verified if we fall in the said distance. Otherwise, the system would not have had accepted our application. This school was mentioned on the list of schools available to us, considering our residential address. Now suddenly, the school cannot deny admission. If they have any problem, it is between the school and the education department. Why are we suffering?” she added. Another parent, Siraj Shaikh, said, “One cannot apply for a school that does not fall in the permitted radius. In this case, either the education department has made a wrong allotment or the school is lying.” Another reason Distance is not the only reason the school has given to reject these children. They said they don’t even have the capacity to accommodate them. 40 Marathwada graduates settle for odd jobs in Pune Pune: Highly qualified youths from drought-hit Marathwada are migrating to cities like Pune in search of jobs to send some money to their families. Satish Are holds a BA and a BEd but is now working as a caretaker at the BSNL office Satish Are (25), who hails from Andi village in Usmanabad district, is a double degree-holder: a BA and a BEd. But he bit the bullet, swallowed his pride and got himself a job of a caretaker in the BSNL office a month ago. “My old parents still work on farms, knowing fully well that there will be no yield and, thus, no income. I had been struggling for the last five years to get a decent job. Finally, I came to Pune and got this job. I clock in eight hours and earn around R5,800. After getting my first salary, I immediately sent R3,500 to my mother,” he said. Rau Munde (21) from Nanded, who works as a receptionist at a dermatology clinic, too, has learnt to make the best of her situation. She recently sat her final-year BSc examination. She earns R35 per hour and if there is some surgery scheduled in the clinic, she gets an additional R300. “After my examination, I returned home to help my parents in fields. But the outcome was poor. I draw a salary of R3,000 and work from 5 pm to 8.30 pm. In the morning, I work as a domestic help, for which I get a daily pay of R40-50. If anybody visits my v Munde, who is hoping to pursue an MSc, scrimps on her meals to save up. The city has been kinder to the family of Balaji Aaghav (20). Not only has the second-year BSc student has landed as job as a waiter, but his father, too, has moved here to work as a labourer at a construction site. “My younger brother had to drop out of school since there is zero income from farms. I came to Pune last year and enrolled myself in a college. I work part-time as a waiter and earn R45 per hour. My father earns R3,000 per month. We are both struggling to fund my education,” said Aaghav.

41 Driven out of homes by drought, migrants find a lifeline in Mumbai Raobai Madhav Rathod was overwhelmed and transfixed by a running tap; it had been two years since she had last seen such a sight. The 22-year-old was driven out of her village, Bashwadi, in Mukhed taluka in Nanded district by an unrelenting drought. Mumbai, it turned out, held out hope — of a fresh start and better living conditions. Home, sweet home: Shangram Rathod in his makeshift tent Raobai is among over 500 migrants from the taluka who have taken shelter at a temporary camp in Wagle Estate in Ramnagar, Thane, which was set up 15-20 days ago. Facilities at the 1-acre camp are bare minimum, but that has done little to dampen the migrants’ hope of cobbling up their lives back together. Hundreds of such migrants from drought-hit Nanded and Marathwada have taken refuge at Thane and Ghatkopar. “My husband died two years ago. I somehow managed to provide for my son in my village since then, but this year, the drought is harsher. My village gets water only through tankers. We had no choice but to join the people who were moving to Mumbai for better opportunities. If it doesn’t rain this year, the villagers will have nothing left to eat; our village is largely dependant on agriculture,” said Raobai Madhav (22). Lost childhood: Many migrants have settled along the Eastern Express Highway near Ghatkopar. Their struggle for water and other basic amenities is still on. Pics/Sameer Markande Chasing a mirage For two months, Ramrao Rathod (45), a farmer from Mukhed taluka, dithered over taking a call on leaving his village, Barahali, behind. “There was no water to irrigate the land; neither was their enough food,” he said. The Write Way: To ensure that the children of migrant families do not skip their education, volunteers at the Thane camp take regular classes. His wife, Sushilabai (40), said their parched village received water from two tankers just once a week. “How could two tankers be sufficient for a population of 2,000? On a good day, we had to queue up for water for only six hours; most other times, we stood there for 12 hours. All that trouble was for just two buckets of water of week. How could one run a household with those?” The couple has two sons — one of whom has been admitted to a hostel back in Mukhed to ensure that he can focus solely on clearing the CET examinations — and a married daughter. The Rathods rallied forces with four other families and pooled in all their savings into digging a borewell. “Each family spent Rs 10,000 on it,” said Sushilabai. But the borewell yielded no water. Home, sweet home: Shangram Rathod in his makeshift tent That was the last straw. Ramrao and his family finally moved to Mumbai and arrived at a makeshift camp in Bhatwadi, Ghatkopar East, with a bunch of villagers. But the migrants were put off by the condition of the area and the apathy of locals. “There were too many stray animals around, the area was dirty and the locals were not willing to share their water with us. So, we left the place,” complained Ramrao. The group found its way to the Thane camp a week ago. Landing jobs The Rathods are now employed as daily-wage labourers at a construction site nearby. Over 200 migrants have found work at construction sites with the help of Shiv Sena minister Eknath Shinde. A woman labourer is paid R300 per day, while a man earns R400. “At least have a job now to get us through tough times,” said Rathod, hopeful of better tidings in future. Shinde told mid-day that he was moved by the pitiable situation the migrants in Gahatkopar were in. “There was an open drain nearby and too many strays. We immediately set up a shelter at Thane and asked the people to shift there. Besides providing them jobs, we are also helping them get food and books for the children. The families can stay on till the monsoon. Then, they can decide on going back to their village.” Doctors have also been roped in at the Thane camp. A home of their own Numbers are all that matter at the makeshift shelter in Bhatwadi in Ghatkopar East. Each tent here is given a number — for each of the 160 migrant families from Mukhed taluka in Nanded district residing in 700 jhopdis. But a tent doesn’t ensure adequate supply of water. The families still line up with small cans for water. A few others depend on the generosity of the locals. Balaji Chavan (46) from Ravankola village, who runs Bhatwadi’s affairs, said most migrants are daily-wage labourers. “Litters of pigs and open drains are a health hazard. The arrested man, Zainul Abedin, is allegedly an Indian Mujahideen man and is believed to supplied the explosives for the 2011 blasts. He was apprehended in a joint operation by the Maharashtra, Gujarat and Karnataka ATS teams on Tuesday morning, and was produced in court and remanded to 10 days in police custody. On July 13, 2011, three coordinated blasts took place in Mumbai at Opera House, Zaveri Bazaar and Dadar Kabutarkhana. Twenty-six people lost their lives and about 150 were injured. Twelve of the accused have been arrested till date, while seven are still wanted. Abedin (26) hails from Bhatkal town in Karnataka and is said to be close to IM leaders. He left the country after the blasts and was wanted for the last five years. An ATS official said, “He is the prime accused in the case. He supplied all explosives for the blast. A Red Corner notice was issued against him. His arrest will help us to understand the whole operation.” “Yesterday, we got a tip-off about Abedin arriving from Saudi Arabia. 52 Small school, big payback SHERIDAN, Wyo. (AP) - When Terri Armstrong brought out a rack of eggs, the students couldn’t hold back their excitement. The six students gathered around a table in the commons area of the school recording their findings of their egg embryo project. They were going to have chicks in a few weeks. The students had been monitoring the embryos as a science project for the past month, the Sheridan Press reported (http://bit.ly/1SN4eJn). “We hope the eggs are going to hatch,” Armstrong said. “How do we spell eggs?” The older students wrote down the word in flawless cursive. The younger ones struggled with printing their name. But they do almost everything as a group, no matter the grade or ability. In the rolling hills between Sheridan and Gillette sits Arvada Elementary, a school with one of the smallest enrollments in the state. In the three-room school located in a town with a population of 30, you’ll find two kindergartners, one first-grader, three second-graders and a fourth-grader. There are no third-graders this year. Juggling that many grades takes a special type of teacher. Arvada Elementary has two of them. Armstrong and Jan Gibbs have worked for years in one of the most unconventional classroom settings, but it has its advantages. Arvada Elementary’s school day operates like a well-oiled machine. First thing every morning, they raise the flag and say the Pledge of Allegiance. Then it’s on to classroom time - younger students in one classroom and older students in another. Later, they gather again for projects, then lunch and more classes in the afternoon. “We try to keep a routine here,” Gibbs said. “We feel like the students do better in those situations.” But it took the teachers a while to figure out the method. Despite earning her education degree, Gibbs, the classroom’s main teacher, spent the first half of her life working on a ranch and substitute teaching before she became Arvada Elementary’s teacher 13 years ago. “I had no idea how I was going to plan for all of those grades,” Gibbs said. “The first couple of years was really hard for me. The UConn women’s basketball coach spent a few days in the hospital last week after taking himself off a plane on April 16. “It started the week of the Final Four. It got worse when I got home,” Auriemma told The Associated Press on Tuesday night. “I thought I was over it and then I was laid up for three or four days. “Lot of tests, lot of fluids, lot of different things that I was just exhausted and run down. The flu part was real. The bronchial infection was real. The other stuff. Maybe I was holding it back for a month. Just got me.” The 62-year-old coach had boarded a plane to go speak at a clinic in Chicago. He said he decided to get off the plane because he wasn’t feeling well. “I knew something wasn’t right and I wouldn’t be able to make it through the flight,” he said. He went to the hospital and they admitted him. He was released three days later. Auriemma, who is 955-134 in 31 seasons at UConn, had been sick since UConn won its 11th national title earlier this month. The illness forced him to miss the team’s victory parade in Hartford and he didn’t accompany the team when it was honored by lawmakers at the state Capitol. He did make it to the WNBA draft to see Breanna Stewart, Moriah Jefferson and Morgan Tuck get picked 1-2-3. The Hall of Fame coach has a busy summer ahead as he will try and guide the U. S. women’s Olympic team to a sixth straight gold medal in Rio de Janeiro this August. It’s his second stint in charge of the Olympic team. Once that’s done he plans to head back to UConn. He laughed at rumors over the past few weeks that he may retire or leave UConn to take an NBA job or men’s coaching position. “I didn’t watch TV, read the paper, check the internet, didn’t do anything in the hospital,” he said. “When I got out, all this was news to me. I was probably as surprised as anybody. Nope, I’m the coach of Connecticut and that hasn’t changed.”

Authorities say Fortner was pronounced dead at a hospital on March 11, 2014, and that Carmona initially told investigators that the girl had fallen and hit her head a few days earlier. An autopsy revealed that the child died from a hole in her small intestine that was caused by blunt force trauma. Bruises were also found on the girl’s body. (AP) - “Into the Wild” author Jon Krakauer goes to the Montana Supreme Court Wednesday to demand the release of records that could explain whether the state’s higher education commissioner reversed a decision to expel a University of Montana quarterback accused of rape. But he hopes to accomplish more than that, Krakauer told The Associated Press Tuesday after arriving for the arguments at Montana State University in Bozeman. He hopes his case will stop universities from using a federal law called the Family Education Rights and Privacy Act to withhold documents that could shed light on how they deal with student sexual assaults. “Until you have transparency, until we see how universities deal or don’t deal with rape, this problem will not be solved,” Krakauer said. “If my lawsuit helps get rid of FERPA and forces universities to be honest and open about how often rapes occur, how they are adjudicated, that should make it safer for women on campuses.” Krakauer requested records in 2014 of any action Commissioner of Higher Education Clayton Christian took in the disciplinary proceedings against former Montana quarterback Jordan Johnson, who was accused of rape. Krakauer had sought the records for his book “Missoula: Rape and the Justice System in a College Town,” which was released in April 2015. Krakauer said any information contained in the documents would be included in an afterword in future editions of the book. “The people of Montana, the people of the country, need to know what happened, why this seemingly preferential treatment happened,” Krakauer said. Johnson was acquitted of raping a female acquaintance in 2012. Before that case went to state court, it went through the university’s disciplinary process that concluded the rape most likely had occurred and Johnson should be expelled. The decision was upheld by university President Royce Engstrom, and Johnson appealed to Christian. Johnson was not expelled, and it is not clear what action Christian may have taken to reverse the decision, or his justification. “The only thing we don’t know about the Jordan Johnson scandal, really, the only substantive thing, is how come his university investigation, how come that finding of guilt was overturned? That’s what I’m trying to find out,” Krakauer said. Christian’s attorneys said Krakauer’s request was denied because the Family Education Rights and Privacy Act prohibits the release of confidential student information, and the state could lose its federal education funding, including scholarship aid, if the documents are released. They also said Johnson’s privacy rights outweigh the public’s right to know, and that Krakauer can’t file a public-records request because he is a Colorado resident. District Judge Kathy Seeley of Helena ruled for Krakauer after finding the federal education law threatens to withhold funding only if there is a systemic release of confidential information. A one-time release of information with the names of the students blacked out would not go against the federal law, she said. Seeley also ruled that the Montana Constitution does not limit public access to documents and meetings to state citizens alone, and it offers such access to all people. Christian is appealing that ruling. Krakauer attorney Mike Meloy said in court filings that if the Supreme Court reverses Seeley’s decision, it will have a serious effect on Montana’s open government laws and policy. A reversal also would be an endorsement of the university’s efforts to keep secret the university’s treatment of student sexual assaults, he wrote.

57 Detention Center teaches female inmates to quilt CHEYENNE, Wyo. (AP) - Jails are not known for their lavish accommodations, and the room where the women of G Pod do their work is no exception. Situated on the ground floor of the Laramie County Detention Center, the room is as spartan as the plain coveralls the women wear: dingy white with gray trim, buzzing fluorescents overhead, the lone television set a dead, black rectangle. Yet amid the dreary setting is a cornucopia of color: pastel pinks, greens and purples, bold Old Glory red, white and blue, all arrayed in shapes like stars, stripes, checkers, diamonds and hearts. It’s those splashes of color, the women say, that help them get through their day. And more and more, groups across the city have been coming to appreciate them as well as they’re assembled into beautiful quilts and donated to charity, the Wyoming Tribune Eagle reported (http://bit.ly/1ruwQLO). The jail’s quilting program is exclusive to the women of G Pod. It was launched three years ago by Laramie County Sheriff’s Deputy Rick Watson as a sort of revival of an earlier program. “They selected me as the inmate labor director, and going around, I found these quilts that had been made years ago, along with some sewing machines,” Watson said. “I started donating the quilts to Needs Inc., and they started giving me more materials.” Each woman is carefully screened to ensure they can work around needles, scissors and other sharp objects without cause for concern. And for those who are approved for the program, it has become a privilege they relish. “Most of us work in the kitchen here, and when we get out, we’ll jump straight into quilting, seven days a week,” said G Pod member Jessica Jimenez, 33. Jimenez has been at the jail for about a month; she was arrested on a bond violation and is still awaiting a resolution to her case. She finds quilting is not only a good way to pass the time, but also a way to bond with fellow inmates and to grow as a person. “It helps them build self-esteem, pride in themselves,” Watson said as he watched the group work. “They’re proud of their work,” Watson said. On that particular day, Jimenez was working alongside Sue Frerich, an outside volunteer with Cheyenne Heritage Quilters, who has been leading a quilting class at the jail for about a year and a half. As she surveyed her students’ work, Frerich noted many of the women who take part in the program begin with little experience, but demonstrate great potential that comes out as they build their skills. “More often than not, they’ll tell me, ‘I haven’t sewed since the seventh grade,’” Frerich said. “And it’s fun to see some of the creativity that comes out of them. 60 Activists pack license hearing for Ohio abortion clinic COLUMBUS, Ohio (AP) - Anti-abortion activists packed a hearing to determine the fate of an Ohio abortion clinic’s license on Tuesday as the facility’s operators argued they are meeting emergency requirements laid out in a 2013 law that has contributed to clinic closures around the state. Women’s Medical Center of Dayton has been grappling with Ohio’s evolving licensing requirements for abortion providers for more than a decade. Attorney Jennifer Branch said the clinic planned to argue it has a plan for transferring patients when emergencies occur that is safe and complies with Ohio law. State Health Director Rick Hodges twice last year denied the facility’s applications for an exception to a state law requiring it to have a patient-transfer agreement with an area hospital for emergencies. The first request identified two backup doctors for such cases; the amended request identified three. Hodges’ rejection of Women’s Med’s variance requests followed a series of operating restrictions on ambulatory surgical facilities, which include abortion clinics, that were added to the 2013 budget bill. Among other things, the provisions required an emergency-transfer agreement with a hospital, prevented public hospitals from joining those agreements and strengthened the state health director’s authority to refuse exceptions. The combination has contributed to clinic closures or near-closures in several Ohio cities. A federal judge has ruled that the clinic can continue to operate while it fights to obtain its license. “The written transfer agreement is a piece of paper with a hospital,” Branch said. “It’s just not a necessity to protect a patient’s health and the clinic has been operating just fine without one for the last 14 years.” Protesters from the group Created Equal, which campaigned against ob/gyn doctors in the Dayton area signing onto Women’s Med’s backup plan, set up placards with pictures of fetal parts on the sidewalk in front of the Ohio Department of Health. Margie Christie, executive director of Dayton Right to Life, was among dozens of abortion opponents who turned out for the hearing. It involves a clinic operated by physician Martin Haskell, a figure reviled by Ohio abortion foes. “Basically, from the get-go, we just want the law to be followed,” Christie said. “He needs to operate like any other ambulatory surgical facility in the state. That’s all we’re asking, is that the rules get followed and that he’s included in those rules.” An Associated Press investigation last year found aides to Republican Gov. John Kasich, who is running for president, helped hone some of that language of the 2013 provisions about 18 months before they emerged publicly, despite Kasich never attaching his administration to the proposals during the budget process. Mt. Vernon attorney William Kepko, the independent hearing examiner, said he expected questioning to last two days. He said he will work to get his recommendation in the case to Hodges as soon as possible after that. (AP) - The former marshal of the southwestern Colorado town of Mancos who pleaded guilty to drunken driving has been sentenced to probation. Cox had been charged with a DUI after losing control of his pickup and sliding into a guardrail near the La Plata-Montezuma county line in November. He was placed on leave after the incident and eventually resigned. Cox also pleaded guilty to official misconduct in March and was sentenced to probation. Prosecutors say he falsified a woman’s speeding ticket and abused his power as a law officer. 62 62 Campbell County’s education project draws national attention GILLETTE, Wyo. (AP) - The video cameraman and sound man weaving their way through Jami Howe’s fourth-grade classroom during a science project is clear evidence that Campbell County’s work on teaching science is breaking boundaries. There’s a lot of interest in the science program, now in the fourth year of a federal grant that will ultimately revamp the way science is taught in the school district. The K-12 project has drawn a lot of interest statewide, and now the attention has grown nationally and internationally, the Gillette News Record reported (http://bit.ly/1VArf2E). Two small northeast Wyoming communities in Campbell County are the focus of that attention. John Tulenko of “Education Week/PBS New Hour” was at Paintbrush Elementary School with a film crew to view a hands-on science project on light and mirrors. The trio also visited other schools in Wright and Gillette throughout the week to report on the groundbreaking efforts to teach science. Tulenko said the report will likely air sometime in late May, around the time of this year’s high school graduations in Gillette and Wright. No other district in the state has attempted anything similar. And there are not many districts in the nation, if any, doing similar work, said Tulenko, who’s covered education for the past 20 years. The timing, with Wyoming considering adoption of new science standards for the first time since 2008 (the first public meeting on the proposals will be May 4 in Gillette), seems somewhat prophetic. It’s happening at a time when states were grappling with the debate over the national Common Core Standards and the Next Generation of Science Standards. Despite that debate, Gillette educators decided to take a different approach, essentially changing the way science is taught. “There isn’t a lot of this,” Tulenko said. “Gillette is pioneering it.” Revamping science The science program is in its fourth year of a federal grant through the Wyoming Department of Education under the tutelage of University of Wyoming assistant professor Ana Houseal. It is something of an experiment in its own right. It’s the science of teaching science. It began in 2013 as an effort to revamp Campbell County School District’s science courses in grades K-12. That first year, teachers in grades 3-6 were involved. Even school district trustees were concerned that science was becoming the ugly stepchild in elementary school classrooms in Gillette. Science scores on the statewide tests were averaging only about 40 percent proficiency. They wondered if Campbell County students were even being taught what they were being tested on. In 2012, the trustees agreed to undertake a year-long study to determine if science was getting enough attention from teachers, particularly those at the elementary level. That same year, trustees passed a strategic goal of having 80 percent of Campbell County’s students score proficient or above on the statewide assessment by 2017. Story Continues →

(AP) - A man charged in connection with the sexual assault and hanging of a dog in Thurston County has pleaded not guilty to animal cruelty. 64 Stolen Miami-Dade police car found in lake MIAMI (AP) - Officials have found a stolen Miami-Dade police car submerged in a lake. Local news outlets report that authorities found the 2008 Ford Crown Victoria in a lake near Miami on Tuesday. The Miami-Dade police department said in a news release that the car had been stolen from the driveway of the officer to whom it was assigned on Monday. The vehicle contained a helmet and a bullet proof vest. The car was pulled from the lake Tuesday evening. It had damage to the front bumper and its trunk had been popped open. No one was found inside. Anyone with additional information about the incident is being asked to contact police.

65 Inmate dies unexpectedly in Umatilla prison SALEM, Ore. (AP) - Officials say an inmate has died unexpectedly at the Two Rivers Correctional Institution in Umatilla. The Oregon Department of Corrections reported Monday that 60-year-old Avis Woodrum had died while receiving medical treatment in the prison’s health services unit. Emergency medical personnel had responded and pronounced him dead. The Oregon State Police is investigating the death. The Salem man had been convicted of kidnapping, unlawful use of a weapon and coercion in 2007. 66 NASA astronauts prepare for flight on commercial spacecraft ST. LOUIS (AP) - Five years after the last NASA astronauts flew from Cape Canaveral, Florida, to the International Space Station, a new group is preparing for a trip, this time on a private spacecraft. On Tuesday, veteran astronauts Eric Boe and Sunita Williams used touch- screen simulators to practice docking Boeing Co.’s CST-100 Starliner spacecraft with the space station during a training session near Lambert-St. Louis International Airport. The simulator, called the Crew Part-Task Trainer, helps prepare astronauts and flight controllers for missions, flight conditions and situations including the rendezvous and docking with the space station. “This is the next really exciting chapter for our country and our space program,” Williams said. “It refocuses on what I think is really important - planning for the next generations and thinking of their future.” The United States hasn’t seen a manned launch since Atlantis blasted off on the final space shuttle mission in 2011. NASA currently is hiring out its supply runs and paying Russia to ferry astronauts to the space station. The space agency wants to continue outsourcing those tasks so it can focus on getting astronauts out of low-Earth orbit and on to Mars and other destinations. NASA is developing the Orion spacecraft and Space Launch System for those longer journeys and has contracted with Boeing and another U. S. company, SpaceX, to transport astronauts to the space station. “If you think of Mars as the pinnacle of Everest (and) low-Earth orbit as base camp, the commercial companies that service low-Earth orbit are the sherpas that take things back and forth,” said Chris Ferguson, deputy program manager and director of crew and mission operations for Boeing’s commercial crew program. “It enables NASA to go and perform their exploration mission.” The cost for a ride on a private, American-operated spacecraft will be $58 million, cheaper than Russia’s $76 million per ride, according to NASA. Boeing’s role in space exploration began in the 1960s. The McDonnell Aircraft Corporation, which later merged with McDonnell Douglas before its merger with Boeing - developed the Mercury and Gemini space capsules. In 2014, NASA awarded Boeing up to $4.2 billion to develop the Starliner, its launch vehicle and mission operations and ground systems. The contracts with Boeing and SpaceX, which is developing a next-generation crew capsule, total $6.8 billion and require at least one test flight with at least one NASA astronaut on board. Boeing’s contract includes up to six missions to the space station. Boeing’s Defense, Space & Security division is building several training devices in St. Louis, including the Crew Part-Task Trainer and a full-scale mission simulator that will run astronauts through dress rehearsals, from problems during launch to the recovery of the spacecraft. The simulator and other training devices will be delivered to the Johnson Space Center in Houston over the next year. In a warning posted on its website late Tuesday, the U. S. Embassy said Washington continued to receive reports that terrorist groups “are seeking opportunities to attack popular tourist destinations throughout Turkey.” Turkey has been hit by six deadly suicide bombings since July that were either claimed by Kurdish militants or blamed on the Islamic State group. For decades, the 7th Fleet has taken command of 3rd Fleet ships when they crossed the international dateline. But Adm. Scott Swift said Tuesday he plans to have 3rd Fleet commander Vice Adm. Nora Tyson and her staff maintain operational control of some of these ships when they travel west. For example, he says the 3rd Fleet could lead the Navy’s response to a tsunami while the 7th Fleet focuses on Japanese earthquake relief. In an interview which aired on radio dzBB on Wednesday, Comelec chairman Andres Bautista said that in a 4-3 vote, the en banc decided to not push through with the proposed mall voting. “Kahapon, kami’y nagkabotohan at from 6-1 naging 4-3. In a separate interview, Bautista explained how the commissioners decided on junking the mall voting. “The interpretation is whether or not the approval and the transfer should have happened 45 days before the elections. What we discussed was the approval happened on March 10 which was 60 days before the elections but the other [commissioners] were saying that the precincts should have been transferred already to the malls. But when you come to think of it, the transfer happens on Election Day itself,” he said on ANC. “We have to move on,” he added. The elections chief said that with the en banc’s decision, the Comelec will have to notify voters whose precincts were transferred to malls to return to their regular precincts. “Many were already excited about voting in malls but now we have to undo it. If this is the decision, we have to live with it,” Bautista said. The museum is located in the FICCI Building at Mandi House Six fire officials were rushed to hospital after they inhaled excessive smoke during the four-hour operation to control the blaze that broke out at 1:45 am. Their condition is said to be stable now, officials said. Environment Minister Prakash Javadekar, who visited the spot, described the fire mishap as “unfortunate” and ordered a safety audit of all museums under his ministry. 80 Former Cong MP Nilesh Rane booked for assault Thane police yesterday registered a case of assault and abduction against former Congress MP Nilesh Rane and four others on the basis of a complaint filed by a Chiplun-based Congress worker. However, Nilesh denied the allegations. Nobody has been arrested in the case yet as it would be transferred to the police at Chiplun, said the PRO of city police, Gajanan Kadbule. The complainant Sandeep S Sawant, who is the chief of Chiplun tehsil unit of Congress, has been admitted to a hospital. According to Sawant, Nilesh had organised a rally in Chiplun on the issue of reservations for the Maratha community on April 24. Nilesh had asked Sawant to be present for the rally with his supporters, but Sawant could not attend it as his mother was sick. On the night of April 24, Nilesh, his personal assistant and his bodyguard went to Sawant’s house and abused him. They also allegedly asked him to offload some luggage from their car, and then put him in the car forcibly and drove off. After reaching Mumbai yesterday morning, Sawant was taken to Sindhudurg Bhavan at Andheri after Nilesh went to his house in Juhu. Nilesh’s men allegedly beat Sawant up and locked him in a room at Sindhudurg Bhavan. Nilesh arrived there later in the day, and he too allegedly beat up Sawant with a hockey stick, according to the complaint. 81 Romania to expedite Holocaust-era property restitution BUCHAREST - Romania is to fast-track claims from Holocaust survivors under an amended law on property restitution which is expected to be passed by parliament next week, legislators said on Tuesday. Romania was an ally of Nazi Germany during World War Two until it changed sides in August 1944, and much of the property seized during the war was later nationalized under communist rule which followed. After the collapse of communist rule, Romania passed laws for returning property to the original owners in the 1990s but red tape prevented legislation from having any real effect. The country used to have a pre-war Jewish population of about 800,000 but now only up to 11,000 Jews live in Romania. An international commission, in a 2004 report, put the total number of Romanian and Ukrainian Jews who perished in territories under Romanian administration at 280,000 to 380,000 people. A draft law, published on parliament's website, said that in processing applications for the return of property priority would be given to "requests by people certified as Holocaust survivors by entities designated by the Romanian state or other European Union states ... " The draft easily cleared the upper house of parliament last week and will go to a final vote next Wednesday in the lower house, legislators said. The court, however, stated that his bail would be revoked if he fails to refund the investors in the next four months. Shekhar had approached the apex court after the Bombay High Court rejected his bail plea. One of the several high-end cars which Shekhar purchased using the money invested by the victims in his Ponzi schemes While granting bail, the SC observed: “In terms of the undertaking furnished by the accused- appellant before the court, the necessary deposit of the amount stated in the said undertaking shall be made within a period of one month in respect of R3.5 crore and within three months in respect of Rs 16 crore (the remaining amount), failing which the bail will stand cancelled without further reference to the court.” Noose secured While Shekhar may heave a sigh of relief, police sources claimed that he is likely to be taken to Chennai today from Arthur Road Jail. They stated that Chennai police have secured a warrant against Shekhar in a previous case in which he jumped bail granted by the Madras High Court in 2014 for his involvement in a similar case. Upon learning about Shekhar managing to secure bail from the apex court, Joint Commissioner of Police (EOW) Dhananjay Kamalakar contacted his counterparts in Chennai last week, ensuring that they reached the city in time and take Shekhar into custody before he once again jumps bail following his exit from the jail, said sources. Copspeak Commenting on Shekhar’s bail, officers from the economic offences wing (EOW) of Mumbai police said that he has nearly 16 cases of fraud registered against him across Tamil Nadu, Karnataka and Delhi. Shedding light on his modus operandi, officers claimed that Shekhar changes the city after cheating people every time he is out on bail. A senior officer from Arthur Road jail, where Shekhar is currently lodged, said, “He had no money to spend inside the jail. As per norms, family, friends or relatives can send R2,500 every month through money order, so that an inmate can buy products from the jail’s canteen. But Shekhar had no money to buy anything from the canteen.” Nefarious plotter Sources from Mumbai police claimed that before getting himself admitted in Rajawadi hospital, Shekhar tried every trick in the book to secure a bed at KEM hospital. To avoid spending days behind bars, he called doctors at the KEM and pressured them into admitting him at the hospital by posing as a senior Indian Revenue Service (IRS) officer. The tactic worked and Shekhar spent a month at KEM during the second half of 2015. He was shifted back to JJ hospital after EOW officers informed the court about the same. Probe is also underway to find out how Shekhar managed to get himself admitted to Rajawadi from JJ hospital. During investigation, JJ authorities informed the prisons department that they had never referred him to Rajawadi, as theirs is a well-equipped medical facility. Bipin Kumar Singh, inspector general of police (south), prisons), confirmed that an inquiry is underway to trace the accused who aided Shekhar to shift ‘unlawfully’ to Rajawadi from JJ hospital without a court order. Sources also claimed that in 2013-2014, Shekhar duped a Chennai-based doctor to the tune of R50 lakh under the pretext of getting him a luxurious apartment. Case history Shekhar, who is booked under Maharashtra Protection of Interest of Depositors (MPID) Act, was arrested in June 2015, along with eight accomplices, including Leena and three kin of Bollywood lyricist Hasrat Jaipuri, for operating a fraudulent investment scheme. He was accused of luring his victims to invest in Lion Oak India by posing as an MP from Bengaluru. Following his arrest, EOW seized 11 high-end cars such as Maserati, Bentley, Mercedes, Audi, and Nissan, high-end watches, jewellery and furniture. While R80 lakh was recovered by auctioning the cars, the other items fetched R30 lakh.

83 Mumbai: Man makes hoax call about bomb in court Officers from Anti-Terrorism Squad (ATS) arrested a 52-year-old man on Monday evening and handed him over to the Borivli police yesterday for making a hoax call to the police control room and informing it about a bomb being planted in a courtroom at the Borivli 24th magistrate court. ATS officers nabbed Karia from Nalasopara on Monday evening. Cops said Sandip Tansuplal Karia called the police control room from a PCO in Grant Road on Monday and claimed that a terrorist organisation had planted a bomb to kill a judge. Investigation later revealed that the accused took the step to derail an ongoing case against him, as he feared conviction. A CCTV grab of Karia after he made the call from a PCO near Grant Road station. Chase begins ATS and Crime Branch officers initiated a probe after the call was ascertained to be a hoax. A scrutiny of the call location led the officers to the PCO near Grant Road station. The officers then secured CCTV footage from the nearby shops and managed to zero down on the man who made the call. After securing the caller’s picture, the cops went through their records and ascertained Karia’s identity, a history-sheeter with two cases registered against him at VP Road and Malad police stations. Karia had been booked under sections 420 (cheating) and 170 (personating public servants) of IPC at both the police stations. Based on the personal details registered in the records, Karia’s whereabouts were traced to Nalasopara following which ATS officers nabbed him on Monday night. Motive unearthed During investigation, Karia told the cops that two cases against him were underway simultaneously at Girgaum and Borivli courts and this had taken a toll on his health and finances. He feared conviction, as both the judges heard his cases regularly and were issuing dates for the next hearing at regular intervals. Karia claimed he made the hoax call out of desperation, hoping that it would slow down the pace of at least one of the cases. Karia was booked under sections 182 (false information), 336 (Act endangering life or personal safety of others), 505 (1) (Whoever makes, publishes or circulates any statement, rumour or report) and 507 (Criminal intimidation by an anonymous communication) of the IPC. He was produced in the court yesterday and was remanded in police custody till April 28. Copspeak In the case registered against Karia at Malad, he has been accused of looting a labourer named Uttam Natu of R500 by posing as a policeman, said Inspector Subhash Sawant, ATS (North region). A similar complaint has been registered at VP Road police station as well. "In the case registered against him at Malad police station, he had appeared in the Borivli court on February 1. The court was likely to deliver verdict on April 28. Karia feared conviction and made the hoax call thinking that it would save him from landing behind bars," an ATS officer said, adding, "We arrested the accused from Nalsopara and handed him over to Borivli police for further investigation. We are also checking whether he has any link with any of the radical outfits. "

" He added, "Next day, I went with my wife and saw the three-year-old black Labrador. On February 11, I adopted the dog. All procedures were followed and I was given the adoption form (mid-day has a copy). We have an old age home called Dr Dossibai and Jehangir Ratanshaw Dadabhoy Charity Trust Medical Infirmary, which is in the compound of the Masina Hospital in Byculla. 12 senior citizens currently reside at the place. " Kept in old age home "I kept the dog at this old-age home and named him Poison. We kept him because the senior citizens would like him; they could play with him and feel secure. " Coincidentally, Guzder is a resident of the Parsi colony located next to Masina. One day, Guzder called Dumasia and said that Poison has been barking all night and is being ill-treated. Dumasia said, "I asked her how can she say that the dog is ill-treated just by hearing him bark? She said she has been connected with animals for several years and knows them well. I explained to her that he is new and in the night he barks and is aggressive. " He added, "Once I was in Ahmedabad for a function and she told me I cannot leave the dog like this and go out. I explained to her that there is an entire staff looking after the dog. " On April 3, Guzder visited the old age home and later, called Dumasia. He said, "She told me that the dog has been tied up, which is not allowed. She also said that the water bowl is very small and needs to be larger. I said I would change it soon. She later said she would take the dog away from me. I said that cannot be done and it is my dog now. There has to be a proper documentation or something against me. She said she would do it and hung up. " On April 7, some people came to inspect the dog and saw how it is kept. They told Dumasia he is in kept properly, in a good condition. However, on April 11, five men came and took him away. Harish Patel, a staffer at the old age home said, "I told them they cannot just take away the dog. They said that they have full power. " 'Committee's decision' Poison was taken to the animal hospital in Parel. Dumasia said, "I went to the Byculla police station straightaway and gave a written complaint. I even wrote to the commissioner but no action has been taken yet. I went to meet the committee members and all they said was that it was the committee's decision and they cannot say anything. I was not even given anything in writing. " He said, "I just want my dog back. Currently, he has been kept in a bad condition at the hospital. He was bitten by another dog. " Sam Randeria, a resident of the old age home said, "He used to play a lot with me. I was very fond of him and felt secured. Now that Poison is not here, I feel very lonely. "

90 2006 Malegaon blast: Impossible that Muslims would decide to kill own people, says Court Mumbai: The special NIA court, which discharged eight accused in the Malegoan 2006 blast, observed that it was impossible that the accused who are Muslims themselves, would have decided to kill their own people to create disharmony in two communities, that too on a holy day of Shab-E-Barat. The court also held that the ATS officers discharged their public duty in a "wrong way" and merely on suspicion projected them as accused in the case. Ten years after a series of bombs exploded in Malegaon killing 37 people, the court had yesterday dropped charges against eight Muslim youths due to lack of evidence against them. "In my view the basic foundation or the object shown by ATS behind the blast dated September 8, 2006 is not acceptable to a man of ordinary prudence. I say so because there was Ganesh immersion just prior to it... Had the accused had any object that there should be riots at Malegaon, then they ought to have planted bombs at the time of Ganesh immersion day, which would have caused death of most of the Hindu people," observed special NIA judge V V Patil. The court also said that after scanning of the investigation papers of ATS, it emerged that there is not sufficient ground for proceedings against the accused persons. "I am also of the view that there is no prima facie evidence of commission of alleged offence by the accused persons, so as to frame charge against them for any of the charges levelled against them," the court observed. "It appears to me that as the accused were having criminal antecedents, they become the scapegoat at the hands of ATS. However, it should be mentioned here that the ATS officers who conducted the investigation were having no animosity with these accused persons to book them in the crime, therefore, in my view as they discharged their public duty, but in a wrong way, so they may not be blamed for it", the court observed. The serial bomb blasts outside a cemetry near Hamidia Mosque at Malegaon near Nashik had also left over 100 persons injured. Bombs were planted on bicycles parked near the cemetery and they went off after Friday prayers at the Mosque on the occasion of Shab-e-Baraat.

He was attending weddings, birthdays and going out with Poonam, even after she had purportedly mixed the said substance. Cops had also accused Poonam of absconding. Badheka replied to this allegation by saying no summons had reached them and as soon as they got to know about the case, they filed an ABA. Badheka added that Poonam was scared of Jaidev’s hold over everything, since he is a powerful man. “Should Poonam not be scared about such a maharathi (powerful man)?” he said. Poonam should go to cops Lawyer Aabad Ponda, who is representing Jaidev, questioned why Poonam is conducting herself in such a way if she has not done anything. She should go to the police and answer them. He reiterated the argument he had made at the April 22 hearing, which barred Poonam from entering Jaidev’s Bandra home and said there is a possibility that she might try to harm Jaidev again by herself or with the help of servants.

Forest officials surveyed land near the Mumbra hills last Wednesday and identified a clearing for the proposed lake. They prepared a report on the survey and sent it to the Thane collector’s office, said one of the forest officials who visited the site. “It is a good initiative to save water.” Ashwini Joshi, Thane collector, said the district administration had forwarded the letter it had received from residents to the forest department. “The department has conducted its survey and has sent us a report on it. We are looking into the report.” Shamim Khan, NCP president, Kalwa-Mumbra, said the population of Thane district has risen to 12 lakh from 4.73 lakh in 2011, but there hasn’t been an equivalent increase in the supply of water. “When there is a source of water available, why isn’t it being used? An artificial lake can help us prepare for future crises.” In Thane, Mumbra, Kausa and Diva are bearing the brunt of water shortage — a 60% water cut is already in place across the district and several areas get water only once a week. " He said that CAR, an organisation mandated by European Union, released a document titled "tracing the supply of components used in Islamic State (IS) IED". He said, "The examined nearly 700 components used by ISIS to manufacture IEDs between 2014 and February 2016. It indicates that some of the components included detonators, detonating cards and safety fuses, which, in addition to other countries, were also supplied by seven Indian companies. "

98 Father of Kalyan minor accused of rape, murder kills himself in shame A week after a 16-year-old boy in Kalyan was arrested for allegedly gang-raping and murdering a woman, his father committed suicide on Sunday, unable to bear the shock of the news and the public taunts that followed. However, as per the law, the identity of juvenile suspect is not to be released to the public. Despite this, local residents somehow discovered the truth. In fact, a few days after the arrest, the juvenile court even pulled up the investigating officer, Assistant Police Inspector Dinesh Sonawane from Khadakpada police station, and asked him how the identity of the minor was leaked. Locals told this reporter that the minor’s father had been under great stress, with several people taunting him about his son or simply expressing their horror over the crime. We have registered an accidental death case for now.” “During the investigation, we found that he had not been well since a few months and had also been admitted a few days ago. Also, his son was arrested by the police in the recent murder and rape case, which would have caused stress. But we didn’t find any suicide note or any other detail to prove this,” he added. His body was found by his family, who took him to Rukminibai Hospital, where he was declared dead on arrival. The family friend said the family used to earlier reside at Yogidham but shifted to Milind Nagar recently. The deceased 45-year-old had two sisters, both of whom work as domestic help and also make country liquor to eke out a living. The arrested minor, who is currently being held at the Bhiwandi remand home, was escorted to his father’s last rites on Monday.

Phosa said if the funding model of tertiary education was not addressed‚ the country would next year face the same problems it did at the height of the #FeesMustFall protests. The former ANC treasurer-general slammed the ailing South African Airways (SAA)‚ that recently asked for state help to honour a deal with Airbus. “Fire those that lead these failing parastatals. You can’t fund a SAA-Gupta deal and not fund education. This is what we should be doing‚” Phosa told the student gathering. The Gupta family is controversial for their close ties to President Jacob Zuma and alleged attempts to influence government. SAA spent nearly R10-million between 2011 and 2015 on buying copies of the Gupta-owned New Age newspaper for distribution on SAA flights. Phosa called on the government to incentivise the private sector to fund universities. “How do poor people go to university? Either you fund them or you exclude them. And exclusion is not an option. Let’s diversify education and reopen vocational training‚” Phosa said. 100 Tanker owners hold Mumbai to ransom with 8-hour strike The tanker owners' association held the city to ransom on Tuesday when it stopped around 2,500 tankers from plying for eight hours. It called a strike to protest the 20-30 odd notices sent by the BMC to tanker owners operating without adequate licences. The strike was called off after a delegation of tanker operators met Industries Minister Subhash Desai. Close to 300-400 hotels and 20,000-odd restaurants were affected by the strike. A tanker owner must possess a licence from the BMC as per Sections 390 (for operating electric pump) and 394 (public health) under the Municipal Corporation Act. Besides, an NOC from the traffic police is required if tankers have to be parked on roads to fill water. Besides, tanker owners have to toe the pest control officers' guidelines to make sure wells don't become mosquito breeding sites and tankers are not filled near schools. The departments concerned in the BMC had sent tanker owners notices over the last week for various violations. The owners were asked to comply with the rules immediately. 'Scrap NOC' Rajesh Thakur, a tanker owner who part of the delegation that met Desai, said, “Our primary objection is to the NOC from the traffic police. The NOC has a condition that we need Gumasta licences (when setting up shops). But since most of our members do not have a permanent office address, we do not get a Gumasta licence. This NOC should not be made compulsory.” According to Thakur, a lot of owners do not have the licence under Section 390 as well, for which the BMC has sent them notices. “Desai and other civic officials have now asked us to apply for it and assured us that action will not be taken for at least 15 days. We want them to facilitate things for us. But instead, the BMC is harassing us.” Thakur said 2,500-2,800 tankers belonging to 120-150 owners did not ply from noon to 8 pm on Tuesday. The losses The BMC has imposed a 15% water cut in the city, which is already reeling under a water crisis. A number of commercial establishments, stores, malls, construction sites and hotels are largely dependent on water tankers for their daily needs. Kamlesh Barot, former president of the Hotels and Restaurants Association of Western India, estimated 300-400 hotels and about 20,000 restaurants were affected by the strike. Barot, who owns a restaurant, Revival, at Girgaum Chowpatty, said, “We found out on Monday night that tankers were not going to supply water the next morning. Our stocks lasted till the morning. The situation was bad in the evening. We could manage only due to our reserve stocks.” Barot cautioned that such strikes will also create a dent in the tourism business as foreign tourists staying in hotels take away a poor impression of Mumbai. A restaurateur from Bandra-Kurla Complex said water from tankers is used in air-conditioning units and toilets in his establishment, whereas BMC water is reserved for drinking purposes alone. “A notice was served to us by the building that not tanker water would be available on Tuesday, which is why we had to shut.” Capital Social, a popular bar in the same building, said it, too, had to stay shuttered due to water shortage. There was no clarity on whether it would open today. Offices in the building were shut early, too. A Facebook post by gastropub The Good Wife read, “Sorry for the inconvenience. Due to building maintenance, we will be closed this evening.” The pub told mid-day that the maintenance issue was the lack of water supply. Other restaurants such as SodaBottleOpenerWala and Dishkiyaoon were also shut for the day.
