Notable Items

 The Government Finance Officers Association (GFOA) has awarded its prestigious Distinguished Budget Presentation Award to the City for its Fiscal Year 2015-16 Adopted Budget Document.

The award recognizes the City for preparing its budget document in a manner consistent with the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting. The City has received this award for 16 consecutive years.

Documents submitted to the GFOA's Budget Awards Program are reviewed by selected members of the GFOA professional staff and by outside reviewers with experience in public- sector budgeting. Each budget document is evaluated separately by three reviewers and ranked on 27 specific criteria, grouped into four basic categories. As of the most recently completed review period, only 1,500 government agencies received this award across the United States and Canada.

Congratulations to the Budget Team and City staff who work collaboratively on the budget each year.

 The City will propose increases to domestic water rates in Fiscal Year 2016-17. City staff proposes a 3.5% increase in the Quantity Unit, Readiness-To-Serve, and Fire Connection charges. The proposed rate increases will help fund costs for adding new water supply programs, meeting water quality standards, and constructing capital improvements. Please see the attached memo for additional information.

 The project website for the Bakersfield High Speed Rail Station Area Plan is operational. The website contains information on the purpose of the Plan, useful maps, FAQ sheets, and upcoming events. In addition, the website will host future surveys and more opportunities for public involvements. Please visit the website at www.makingdowntownbakersfield.us.

As part of the Plan, a series of workshops are scheduled that will shape the community’s vision for . Participants will explore and design their ideal future for Downtown. The City has scheduled 10 workshops over three days to maximize participation. Please see the attached flyer for additional information.

 The City was recently awarded approximately $3,500 in grant funds by the USA Swimming Foundation. These funds will be used to promote water safety and the importance of learning how to swim. In addition, the City was awarded 40 life vests from the California Department of Public Health.

 Please welcome aboard Danitza Romo to the City Manager’s Office. She was recently hired from a pool of very capable candidates for the positon of Clerk Typist. Danitza was previously working with the Recreation and Parks Department in a temporary position. She will be primarily located at the front desk area in the 5th floor lobby.

Traffic and Other Road Advisories

In the event of inclement weather or other unforeseen circumstances, this work may be rescheduled to a later date.

 Upcoming Lane Closures Madison Street and Cottonwood Road

From March 28th through April 1st, the outside lanes in both directions of Madison Street are scheduled to be closed between Brundage Lane and Derrell Avenue. Closures of the outside lanes in both directions of Cottonwood Road, between Brundage Lane and Padre Street, are also planned for Monday through Friday, next week. These closures are in the vicinity of the State Route 58 overcrossings, and are expected to be in place between the hours of 7:00 a.m. and 4:00 p.m., each day.

These lane closures are needed to allow the contractor for the Beltway Operational Improvements Project to remove existing slope paving in advance of commencing bridge work at these locations.

 Rosedale Highway Traffic Shift

Construction on the Rosedale Highway Widening Project will be switching from the outside of the roadway to the median next week. In preparation, Rosedale Highway traffic will also need to shift from the inside lanes to the outside lanes in both directions. This will occur in stages over the next few days.

Modifications to the lane configurations will be made during overnight hours and motorists should anticipate the changes to be in place for the morning commute as shown below:

o Wedding Lane to Fruitvale Avenue (complete) o Fruitvale Avenue to Mohawk Street (Friday, March 25th) o Mohawk Street to Camino Del Rio Court (Tuesday, March 29th)

This lane configuration is expected to continue until the end of construction in early fall 2016.

 Intermittent Flagging on State Routes 178 and 184

The contractor for the State Route 178 Widening Project plans to begin paving the new State Route 184 alignment next week, March 28th through April 1st. The contractor will also be hauling off excess dirt from this location. These activities will require intermittent flagging of traffic on State Route 178, between Canteria Drive and Masterson Street, and on State Route 184, between Chase Avenue and State Route 178. This will affect both directions of travel on each highway and will occur between the hours of 8:00 a.m. and 4:00 p.m.

The paving operations will be performed behind temporary concrete barrier rail, but flagging will be needed to allow large trucks to safely enter and exit the site. Traffic is not expected to be stopped for longer than five minutes.

 Beltway Operational Improvement Project Lane and Ramp Closures for the week of March 28, 2016

Nighttime closures have been scheduled for the northbound State Route 99 to eastbound State Route 58 connector ramp and the southbound State Route 99 to eastbound connector ramp on Wednesday, March 30th and Thursday, March 31th, between the hours of 9:00 p.m. and 5:00 a.m. The closure is needed to temporarily realign the traffic lane on the southbound State Route 99 to eastbound State Route 58 connector ramp.

Nighttime lane closures are also planned for westbound State Route 58, between Union Avenue and Chester Avenue, while the contractor performs earthwork along the outside of the highway. This work is scheduled for March 28th and March 29th, between the hours of 9:00 p.m. and 5:00 a.m., both nights.

Daytime shoulder and lane closures are also planned on City streets for March 28th through April 1st. The outside shoulders on Madison Street, between Brundage Lane and Derrell Avenue, and the outside lanes on Cottonwood Road, between Brundage Lane and Padre Street, are expected to be closed between the hours of 7:00 a.m. and 4:00 p.m., each day.

 Upcoming Closures Southbound State Route 99 and Rosedale Highway Off-ramp

The following nighttime lane and ramp closures are scheduled for southbound State Route 99, between Gilmore Avenue and Rosedale Highway, during the next two weeks. These closures are expected to be in place between the hours of 9:00 p.m. and 5:00 a.m., each of the following work nights.

o Tuesday night, March 29th – The outside lane on southbound State Route 99, between Gilmore Avenue and Rosedale Highway and the Rosedale Highway off-ramp will be closed to allow for shoulder removal.

o Wednesday night, March 30th – The southbound State Route 99 to Rosedale Highway off- ramp will be closed for survey work.

o Thursday night, March 31st and Monday night, April 3rd through Thursday night, April 7th – The two outside lanes on State Route 99, between Gilmore Avenue and Rosedale General Information Page 4 March 25, 2016

Highway, are expected to be closed to begin shoring work and construction on a new retaining wall. The Rosedale Highway off-ramp may also be closed during this period.

During the closures, southbound State Route 99 motorists who want to access Rosedale Highway or 24th Street will need to continue southbound and exit at California Avenue then return via northbound State Route 99 to the Rosedale Highway/24th Street exit.

SUBJECT: Council Referral #685 – TRIP Expenses

Referral:

Councilmember Maxwell requested that the Finance Director provide information on how much money the City of Bakersfield has spent from all sources on the TRIP Projects. This would include General Funds, Traffic Impact fees, CIP, Gas Taxes, Utility surcharge, etc.

Response:

The City has spent a total of $677,540,000 on the TRIP program through March 1, 2016. This figure includes $521,154,000 of Federal and State grant dollars; as well as $156,386,000 of local funds.

Local funds include Transportation Development funds, Utility Surcharge funds, Gas Tax Funds, County funds and Capital Outlay funds. The local fund amount also includes approximately $163,000 of General Funds spent on City Attorney staff regarding various TRIP legal costs. Most City staff working directly on the TRIP projects are directly programmed into the Transportation Development fund budget and those costs are included in the local cost figures above.
