D Prof. Dr. Badaruddin, M.Si UNIVERSITAS SUMATERA UTARA DAMPAK PEMBANGUNAN BANDARA REMBELE TERHADAP KONDISI SOSIAL EKONOMI MASYARAKAT KECAMATAN BUKIT KABUPATEN BENER MERIAH ABSTRAK Pembangunan merupakan suatu proses perubahan yang terus menerus dilakukan untuk menuju perbaikan disegala bidang kehidupan masyarakat dengan berdasarkan pada seperangkat nilai yang dianut, yang menuntun masyarakat untuk mencapai tingkat kehidupan yang didambakan. Pembangunan pada suatu wilayah diharapkan lebih diarahkan pada pembangunan potensi, inisiatif, daya kreasi, dan kepribadian dari setiap masyarakat. Dengan pembangunan diharapkan masyarakat semakin mampu mengelola peluang dan kesempatan bagi peningkatan kesejahteraan. Pembangunan Bandara Rembele merupakan salah satu sarana mendukung kegiatan pembangunan suatu wilayah.Tujuan penelitian ini adalah untuk mengetahui bagaimana dampak pembagunan Bandar Udara Rembele terhadap kondisi sosial ekonomi masyarakat Kecamatan Bukit Kabupaten Bener Meriah setelah adanya pembangunan Bandar Udara Rembele. Metode penelitian yang digunakan penelitian deskriptif dengan metode campuran (mix methode). penelitian kombinasi yang digunakan Concurrent Embedded Strategy adalah metode penelitian yang mengkombinasikan penggunaanya metode penelitian kuantitatif dan kualitatif secara simultan/bersama – sama (atau sebaliknya) tetapi bobot metodenya pada model ini metode data primer dan metode data sekunder. Metode data primer digunakan untuk memperoleh data yang utama, dan metode data sekunder digunakan untuk memperoleh data guna mendukung data yang diperoleh dari metode primer. Pengumpulan data primer dilakukan melalui kuesioner yang disebarkan kepada 92 responden yang berdomisili di Kecamatan Bukit Kabupaten Bener Meriah. Dari hasil penelitian lapangan menunjukan bahwa Bandar Udara Rembele dari segi trasportasi dapat mengurangi pengeluaran dalam hal pengiriman barang. Bandar Udara ini sangat berkontribusi dan mempermudah sektor pertanian dan perkebunan, membantu masyarakat seperti yang kita ketahui di Daerah Bener Meriah ini adalah Daerah yang termasuk penghasil kopi terbaik didunia (Kopi Gayo).Kendatipun demikian seiring dengan perkembangan yang berjalan untuk kehidupan masyarakat sekitar dampak dari adanya pembangunan Bandara ini belum menyentuh dari sisi kemajuan ekonomi dan kehidupan sosial secara komprehensif disekitar Wilayah Bandar Udara Rembele. Jika dianalisis melalui persepsi masyarakatdari keseluruhan responden, maka setengah responden menyatakan kesetujuannya terhadap pembangunan Bandar Udara Rembele dengan mayoritas responden berharap lapangan pekerjaaan semakin luas sehingga dapat membantu perekonomian masyarakat sekitar Bandara dan mengurangi angka kemiskinan dan pengangguran. Kata kunci : Bandara Rembele, Kondisi Sosial Ekonomi, Pendapatan. i UNIVERSITAS SUMATERA UTARA THE IMPACT OF REMBELE AIRPORT CONSTRUCTION ON THE PEOPLE’S SOCIO-ECONOMIC CONDITION IN BUKIT SUBDISTRICT, BENER MERIAH REGENCY ABSTRACT Development constitutes a process of change is which continuously made in order to improve the people’s life according to a set of values which lead them to their welfare. Development in a certain region should be directed toward people’s potential, initiative, creative, and personal development. It is expected that the people will be able to manage opportunities to elevate their prosperity. The construction of Rembele Airport is one of the facilities which support the development activities in a certain region. The objective of this research was to find out the impact of Rembele Airport construction on the people’s socio- economic condition in Bukit Subdistrict, Bener Meriah Regency. The research used mix method or Concurrent Embedded Strategy which was the simultaneous combination of qualitative research with quantitative research, using primary and secondary data. Primary data were the main ones which were gathered by distributing questionnaires to 92 respondents in Bukit Subdistrict, while secondary data were used the supporting data. The result of the field research showed that, from the transportation pint of view, Rembele Airport could reduce expenditure in shipment or forwarding. It has great contribution to the agricultural and plantation sectors and help people a great deal. As we know, Bener Meriah is the area which produces the best coffee beans in the world (Gayo Coffee). However, as time goes by, from the socio-economic point of view, the construction of Rembele Airport does not give much contribution to the people in its vicinity. 50% of the respondents gave their approval of the Rembele Airport construction, and the majority of them hoped that it could help increase employment so that it could decrease the poverty and unemployment rates. Sang pencipta langit dan bumi serta segala isinya yang telah melimpahkan rahmat, hidayah, serta kasih sayang-Nya kepada penulis sehingga penulis dapat menyelesaikan Tesis yang berjudul :“DAMPAK PEMBANGUNAN BANDARA REMBELE TERHADAP KONDISI SOSIAL EKONOMI MASYRAKAT KECAMATAN BUKIT KABUPATEN BENER MERIAH”. Dan tak lupa pula shalawat dan salam penulis panjatkan kepada Rasulullah Muhammad SAW yang telah diutus ke bumi sebagai lentera bagi hati manusia, Nabi yang telah membawa manusia dari zaman kebodohan menuju zaman yang penuh dengan pengetahuan yang luar biasa seperti saat ini. Tesis ini disusun sebagai syarat untuk menyelesaikan pendidikan Strata Dua (S2) Magister Studi Pembangunan Fakultas Ilmu Sosial dan Ilmu Politik serta sebagai wahana untuk melatih diri dan mengembangkan wawasan berpikir dalam penulisan karya ilmiah ini. Selama melakukan penelitian dan penulisan tesis ini, penulis banyak memperoleh bantuan moril dan materil dari berbagai pihak. Methodology/Approach: Innovation potential assessment was performed with “Map of the Company Innovation Potential” through a stakeholder survey by using questionnaire and confirmation. Findings: The result of the study shows that innovation potential of Gayo coffee agroindustry is good enough to be developed by considering today’s reality and condition, based on innovation potential assessment that had been performed. This condition is very possible for the development of innovation activity in the form of work and the agroindustry program of Gayo coffee becomes more serious concern, so that the potential of innovation improvement can continue to grow and evolve by involving various parties to create a synergy in supporting innovation development. Research Limitation/implication: This study describes the condition of innovation potential of Gayo coffee agroindustry in six aspects of assessment, which are: strategy and planning, marketing, technological process, quality and environment, logistic and human resources. Originality/Value of paper: This article is according to field data from an interview with the stakeholders, field trip, and quantitative analysis. This study is very helpful for the policy maker in expanding Gayo coffee agroindustry, and become a contribution to analyze innovation potential in other agroindustry.

The techniques of collecting data are observation, interview, documentation and literature review. This research resulted some conclusions: organological instrument Gerantung includes some parts such as holder, patch, resonance tube, hanger and booth. The processes of making Gerantung Instrument on Gayonese people in Central Aceh regency include some materials and equipments such as woods, jackfruit wood roots, pendulum, canvas, sanding machine, tools, machetes, wood chisel, wood saw, whittling knife and ruler. The steps of making Gerantung Instrument are first, measure the woods. Second, perforate the wood for sound resonance. Third, sculpt and cut the segment. Fourth, put pendulum on the hole. Last, put a canvas on top of pendulum to ease it swing. The techniques of playing Gerantung Instrument include some steps such as understand the scales of diatonic (Do, Re, Mi, Fa, Sol , La, Si, Do), understand hands position and when playing Gerantung Instrument is in standing position.
