Supporting Materials

A. Community Support/Consistency with Community Plan (Category 1) – The City Council approved the Bicycle Master Plan on December 17, 2008 (Attachment B). The City Council will authorize the application of grant funds on May 6, 2009, resolution to follow initial application no later than May 20, 2009 (draft-Attachment C).

B. Minimum Design Standards (Category 2) – A cross-section of the final design for the San Luis Rey Trail Extension – Phase II is attached (Attachment D). All design standards of Caltrans, Chapter 1000 are utilized in the design.

C. Connect to Regional Transportation Corridor or Transit Linkage or Regional Bikeway Map (Category 3) – The SLRRT2 is an extension of the San Luis Rey River Trail which directly connects to the Coastal Rail Trail, El Camino Real Bikeway, and the Camp Pendleton Trail; all of which are identified in the 2030 Regional Transportation Plan (2030 RTP), Table 6.7 as Regional Bikeway Corridors (Attachment E). The Coastal Rail Trail linkage provides a direct link to the Oceanside Transit Station. The SLRRT also has a direct link to the North River Road transit station which is currently under development by North County Transit District (NCTD).

D. Completes Connection/Linkage in Existing Bicycle/Pedestrian Network (Category 4) – The SLRRT2 is an integral link in completing the SLRRT to the full network identified in the 2030 RTP as shown on Figure 6.9, Regional Bikeway Corridors (Attachment F). The SLRRT2 will immediately connect residential generators that were not previously connected, to the SLRRT and further to the Coastal Rail Trail and Camp Pendleton Trail. The Coastal Rail Trail is an existing continuous bike route from the SLRRT through Oceanside, Carlsbad, Encinitas, and Solana Beach along the coast. The Camp Pendleton Trail is a linkage from County to Orange County networks.

E. Project Readiness (Category 5)

CEQA public input and review was completed in March 2009 and the Mitigated Negative Declaration will be approved by City Council in July 2009. The City of Oceanside has been working with the County of San Diego Parks Department since 2005 to coordinate an expanded easement to the existing sewer maintenance right of way. The expanded easement has been negotiated and is currently in the hands of San Diego County Parks Department for signatures by the County, at which time right-of-way will be acquired in perpetuity for the exclusive purpose of the construction, maintenance and operation of the San Luis Rey River Trail (Attachments G-1, G-2).

F. Geographic Factors/GIS Analysis (Category 6) – The SLRRT2 project includes the construction of 0.88 miles of a Class I bikeway extension to the already existing San Luis Rey River Trail (SLRRT). The extension will be an exclusive right-of-way for bicycles and pedestrians with motor vehicle cross flows limited to each terminus. Construction will occur over an existing sewer maintenance right of way on City of Oceanside and County of San Diego park property. The extension will create a new terminus for the SLRRT at North Santa Fe Drive at SR 76. A 1-mile radius from this terminus is identified specifically as North River

Road to the north, Frazee Road to the west, Oceanridge Drive to the south, and Melrose Drive to the east (Attachments H-1,H-2).

G. Geographic Factors/GIS Analysis (Category 6) – Oceanside Harbor, Beaches and Downtown – The SLRRT2 will allow for additional residential generators to utilize the San Luis Rey River Trail for travel to the Oceanside Harbor, Beaches, and Downtown area. Camp Pendleton Access – The SLRRT2 will serve as a link to access across Camp Pendleton into San Clemente and reverse, for the additional residential generators. Oceanside North County Transit Center – The extension will lead to the current San Luis Rey River Trail and a future connection to the Coastal Rail Trail which provides direct access to the Oceanside North County Transit Center where commuters can further access employment centers south of Oceanside such as Sorrento Valley and Downtown San Diego. Future Magnet High School – The extension will provide a safe, non-motorized route to school for residents that will attend the future Magnet High School expected to open in September 2007 at the intersection of SR76 and Melrose Drive. One of the major concerns of this high school location is traffic safety. Chavez Middle School – Chavez Middle School will have a direct access from the current San Luis Rey River Trail. The extension will provide a safe, non-motorized route to school for students that reside past the current terminus of the trail. Mance Buchanon Park –The park provides expanded trail support services such as restrooms, shaded rest areas, designated trail parking and staging area as well as trail information kiosks. Future North County Transit Center – North County Transit District is constructing an additional transit center for the eastern portion of Oceanside. The location is at Vandegrift Blvd and North River Road which is a direct link to the SLRRT. Employment Centers – The SLRRT has six access points along the approximate 8.0 mile bikeway. The access points provide direct routes to industrial and commercial employment centers.

H. Safety Improvements (Category 7) – The SLRRT2 project creates a link between residential generators and the SLRRT, a class I bikeway. This link will provide for a route completely separated from roadways and motor vehicle cross flows to the Coastal Rail Trail or Interstate 5. With this route accessible to the residential generators, it is predicted to reduce injury related collisions along SR 76 corridor. Five injury related collisions were reported for the period of 2004 to July 2007 in Figure 2.11 of the City of Oceanside Bicycle Master Plan. (Attachment I).

I. Innovation and Design (Category 8) – The proposed SLRRT2 project will incorporate all appropriate bike lane striping and bicycle oriented signage. Pavement striping for the project includes edge and centerline striping, as well as directional arrows and stop bars. The signage for project includes direction signage, warning/hazard signs and mileage markers. At the intersection of North Santa Fe and State Route 76 the loop detectors and video cameras will detect bicyclist at the intersection.

The segment of the SLRRT extension from College Boulevard to North Santa Fe has been phased into three phases of which one has been completed from College Boulevard to Tyler Street through a residential neighborhood. Phase 2 is the application project (SLRRT2) and Phase 3 is a future phase extending the original SLRRT levee design to meet up with phase 2 to replace the current link of class 3 route through the residential neighborhood. The three phases combined are part of a collaborative project with Mission Resource Conservation District under the Resources Agency, River Parkways Grant (Prop 50). Prop 50 will extend approximately $245,000.00 toward SLRRT2. However, State Bond Act funds have been frozen for approximately six months and there isn’t a definitive answer as to when the freeze will be lifted, if at all. Therefore, full construction costs have been requested under the TDA/TransNet program. It should be noted that the SLRRT extension (in its full project status) is a priority project beyond and regardless of the collaborative project with MRCD as it was the SLRRT that made it possible for MRCD to execute its portion of the project – not the reverse. Should the City of Oceanside receive reimbursements in the amount of $245,000.00 for SLRRT2 from the Resources Agency and the full allocated funds from TDA/TransNet were not needed, the City of Oceanside would reimburse SANDAG the overlap of funds.

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 OCEANSIDE AUTHORIZING THE APPLICATION FOR GRANT FUNDS IN THE AMOUNT OF $600,000 TO THE FY 4 2010 TRANSPORTATION DEVELOPMENT ACT AND TRANSNET BICYCLE AND PEDESTRIAN GRANT PROGRAM 5 FOR THE SAN LUIS REY RIVER TRAIL EXTENSION PHASE 2

7 WHEREAS, the SANDAG Board of Directors allocates funds under the Transportation 8 Development Act (TDA) and TransNet local sales tax program for non-motorized 9 transportation programs; 10 WHEREAS, the City Council approved The City of Oceanside Bicycle Master Plan on 11 December 17, 2008; 12 WHEREAS, such Master Plan includes the extension of the San Luis Rey River Trail as 13 a top priority project; 14 WHEREAS, the procedures established by SANDAG require the applicant’s governing 15 body to certify by resolution the authorization of the applicant to apply for funds from the TDA 16 and TransNet Bicycle and Pedestrian Grant Program; 17 NOW, THEREFORE, the City Council of the City of Oceanside does resolve as follows: 18 SECTION 1. The submission of an application for local assistance funds from the TDA 19 and TransNet Bicycle and Pedestrian Grant Program is authorized. 20 SECTION 2. The City of Oceanside has or will have available sufficient funds to 21 operate and maintain projects funded from the Grant Program. 22 SECTION 3. The City of Oceanside certifies that the San Luis Rey River Trail 23 Extension Phase 2 conforms to the Bicycle Master Plan and to applicable elements of the 24 General Plan of the City of Oceanside. 25 SECTION 4. The City Manager or his designee is appointed as agent of the City to 26 conduct all negotiations, execute and submit all documents including, but not limited to, 27 applications, agreements, payment requests and so on, which may be necessary for the 28 completion of projects funded under the TDA/TransNet Bicycle and Pedestrian Grant Program.
