We are glad to present you the #1-2, 2020 joint issue of the GLOBAL-Turk international edition. In the first half of 2020, the International Turkic Academy, in spite of the COVID-19 pandemic, successfully continued its activities aimed at scientific integration of the Turkic world, bringing the brotherly countries together. In April the Academy organized the extraordinary online meeting of the Union of National Academies of Sciences of the Turkic World (UNASTW), where the prospects of developing science in the conditions of the pandemic were discussed. In May the Academy held the online meeting of the Turkology chairs of the universities of the Turkic World. The international project titled “Turkic World. Historical and Cultural Atlas” prepared within the framework of the program article “Seven Faces of the Great Steppe” by the First President of the Republic of Kazakhstan – Elbasy Nursultan Nazarbayev. At the same time, the Academy is planning to organize a number of important events, such as international forum over the heritage of Al-Farabi (in cooperation with UNESCO), scientific conference devoted to the 750th anniversary of the Golden Horde, international conference devoted to the anniversaries of Abdurrahim Bey Haqverdiyev and Uzeyir Hajibeyli, the bright figures in the history of culture of Azerbaijan. Articles of 1-2nd issue of our journal are dedicated to such topics as solution of the problems of youth and sports sphere, impact of Abay (to whom the 2020 year has been officially dedicated) to the brotherly Azerbaijan’s culture, political history of the Turkic World, as well as other important issues. We look forward to hearing from you, as well as your scientific articles, valuable comments, and positive feedback on our work.     TURKIC COOPERATION IN THE CENTER OF EURASIA: THE TURKIC COUNCIL Gülperi GÜNGÖR GÜLPERİ GÜNGÖR Analysis No : 2021 / 6 05.02.2021 The Cooperation Council of Turkic Speaking States (Turkic Council) was established in 2009 as an intergovernmental organization with the Nakhichevan Treaty signed between Azerbaijan, Kazakhstan, Kyrgyzstan, and Turkey with the aim of promoting cooperation within a joint structure. The organizations flag contains the elements of the national flags of the founding member states: the eight-pointed star (Azerbaijan), the color blue (Kazakhstan), the sun (Kyrgyzstan), and the crescent (Turkey). The cooperation process between the Turkic-speaking countries started right after the dissolution of the Soviet Union and the establishment of the new Turkic Republics. Turkey was one of the first countries to recognize the newly founded Turkic Republics. In this process, many bilateral and multilateral collaborations have been carried out in political, economic and cultural areas. Established in 1992, the Turkish Cooperation and Coordination Agency (TİKA) has played a role in the execution of cooperation mechanisms in the field of development. The foundations of the Turkic Council are based on these collaborations and the summits of the Heads of Turkic Speaking States that have been held since 1992. The main decision-making body of the Turkic Council is the Council of Heads of State. The other bodies are the Council of Foreign Ministers, the Senior Officials Committee (which provides technical information), the Council of Elders, and the secretariat. The organization's secretariat is located in Istanbul. The Secretariat carries out its activities with a secretary general and deputy general secretaries representing each member country, project managers, and experts.

    PAM - TURKPA Virtual Parliamentary Meeting “Cross-regional cooperation in shaping a resilient economic recovery” Tuesday 30 March 2021 EXECUTIVE REPORT SUMMARY On 30 March 2021, the Parliamentary Assembly of the Mediterranean (PAM) and the Parliamentary Assembly of the Turkic-Speaking Countries (TURKPA) jointly organised a high- level virtual meeting on “Cross-regional cooperation in shaping a resilient economic recovery”. The event took place in the context of the PAM-TURKPA partnership, which was consolidated in December 2020 through the signing of a Memorandum of Understanding. The initiative was also supported by the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC). The objective of the meeting was to exchange policies and legislative strategies to strengthen institutional cooperation and accelerate the economic recovery in PAM and TURKPA regions. The event gathered over a hundred participants, including, inter alia, representatives of national parliaments from the PAM, TURKPA and PABSEC Member States, delegates from other regional and international parliaments, and representatives from the scientific community and the private sector. The article analyzes the directions, mechanisms and tools of ‘soft power’ in Turkish foreign policy. The impact of Turkey's ‘soft power’ policy on the socio-economic, political and cultural life of Central Asian countries has been studied. Unlike other geopolitical actors active in Central Asia, Turkey does not have the financial resources to pursue a ‘soft power’ policy. But its linguistic and ethno-cultural closeness to the Turkic-speaking peoples prevails. The study shows that the emergence of the notion of a ‘reliable partner’ in the attitude of the countries of the region towards Turkey in recent years has played a major role. In conclusion, Turkey's ‘soft power’ diplomacy is aimed at shaping and strengthening of ‘image’ in Central Asia. This is mainly in the cultural and humanitarian sphere.

    Annexure II Statement by ECO Secretary General 31st RPC Meeting, January 21, 2021 His Excellency Ibrahim Senel, the Head of Delegation of Turkey, Distinguishes Participants Ladies and gentlemen, I am privileged, indeed, to welcome you at this 31st Session of the ECO Regional Planning Council. Thank you all for making it convenient to participate in this mega ECO event which is convened every year to review the past activities of the organization, as well as consider and evolve some fresh programs and projects to be executed from ECO’s platform for continuing the developmental process in our region. As you are kindly aware, the post-30th RPC period witnessed a persistent global and regional crisis due to the outbreak of COVID-19. The ongoing pandemic, that yet to meet an end, continues to affect the routine public and private as well as international and regional affairs. The COVID crunch, like most parts of the world, has not spared our region, hampering regular developmental activities which were perceived to be made in consideration of the ECO Work Program and Calendar of Events for 2020 endorsed by the 30th Meeting of RPC. It is relevant to mention here that the domestic containment measures and global disruption to connectivity, trade, tourism and production have required our region to prepare for the prospects of an economic slowdown. As of other regions, the public infrastructure in the ECO region was neither built nor prepared to counter such kind of a sudden situation. Though the pandemic bears hardship and difficulties, it also appeared to give some learning lessons.

Follow us on LinkedIn th Photo: CABAR.asiaIn early April, the 7 meeting of the Commission on Economic Cooperation of the Parliamentary Assembly of Turkic-Speaking Countries (TurkPA) was held in Baku with the participation of the members of parliaments of Kazakhstan, Kyrgyzstan, Turkey and TurkPA: Promising or Vague Future? Azerbaijan. The participants discussed development of technologies and improvement of the business environment, and also recommended to the national parliaments to revise the national laws to create a single base. However, despite fine and buzz words, experts think that the organisation exists only nominally. The Parliamentary Assembly, which is called an identity of the Turkic world, was established on November 21, 2008 as a result of the Istanbul agreement signed by the chairmen of the parliaments of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey. According to expert Yerzhan Kalambai, a turkologist, there had been no institute regulating the integration of Turkic-speaking countries by law back then. That’s why the International Organisation of Turkic Culture (TURKSOY), the Turkic Academy, the Turkic Culture and Heritage Foundation, and TurkPA emerged as organisations that were meant to take the integration process to a new level. In his book, “Political Community and the North Atlantic Area” Deutsch explains the transactionalist theory as a study that would enable “possible ways in which men someday might abolish war.” So, the question is “How can men learn to act together to eliminate war/conflict as a social institution?”.     Latin Alphabet for Kazakhstan: Turkification, Westernisation or Useless Initiative? By 2025, five out of six Turkic-speaking countries will be using Latin alphabet. It’s the year when Kazakhstan will switch from Cyrillic to Latin alphabet. Follow us on LinkedIn The reasons for this switch and the need for it are diverse. Some experts think this decision highlights the cooling in relations between Kazakhstan and Russia, a desire to distance away from the Soviet past and to focus on the West. Others say this issue should not be politicised and explain the switch to Latin alphabet by the demand of the modern world and the need for cultural self-identity. Back in the Soviet period, the Kazakh alphabet changed twice. In 1929, it was changed to Latin alphabet and in 1940 to Cyrillic alphabet. The initiator of the language reform in Kazakhstan in 2017 was president Nursultan Nazarbayev, who claimed that introduction of the Latin alphabet was a step toward integration with the common developing information world and the global system of science and culture. He denied categorically a version of changes in the geopolitical preferences of the country: Someone sees it, without cause, as a kind of a “sign” of changes in the -geopolitical preferences of Kazakhstan. This is not the case. I can tell it clearly that a switch to Latin alphabet is a domestic need for development and modernisation of the Kazakh language.
