MINUTES OF DUHONW COUNCIL MEETING 16TH JANUARY 2020

PRESENT - Cllrs P.Jones, D.Price, T.Evans, R.Powell. APOLGIES - Cllrs A.Powell, Ll Samuel MATTERS ARISING FROM MEETING 14TH NOV 19. - Cllr D.P mentioned the budget settlement was slightly better than expected with 4.3%increase for but much of this would be used to cover the teacher pay rise. Still no new clerk. Cllr D.P to try and contact Gareth Jones or find out who the Builth clerk is and ask if she would consider it. If no luck to place an advert on one of the sites. Chair to arrange. MINUTES 14/11/19 were agreed and signed as a true record.

CORRESPONDENCE a/. Wye Valley Walk. Liz Williams had mentioned to clerk that wooden gate (near Pantypyllau) was on the ground, post broken, and sign needs repairing. Cllr D.P had reported to Rights of Way officer but they don’t know when anything can be done. b/. Charity Field Update. Berry Jones had decided he no longer wants to rent the field. The trustees Cllr D.P and Ll.S had agreed to get an independent valuation with Irving Parry and had asked David Lloyd, solicitor to draw up a farm business tenancy. They had also contacted close neighbours to see if there was any interest. One other person had shown an interest in renting the field. c/. Knife Angel sculpture. Is positioned in Newtown for 4 weeks on display made from 100,000 knives seized or surrendered in UK. d/. and V.E Day 8th May 20. Nation’s toast to the Heroes of WW2. More info to follow. e/. Planning Aid Wales Training Event - 23rd January. Includes work of Planning Inspectorate, How C.C can engage with planning system. f/. Adult Support Steering Group Meeting - 22nd Jan 7pm at Strand Hall. g/. Farmhouse Breakfast, Hall, 24th Jan - B and R NFU meeting. h/. Letter of engagement required for Internal audit. FINANCE a/. Balance on account £1,714.09 b/. Budget monitoring was carried out for 2020. c/. Precept. - Proposed by Cllr R.P to rise to £1,500 and 2nd by Cllr T.E. d/. Hall hire. - Cheque no 000243 was signed for £60. It was asked who would be responsible for handling the cheques now. Mr Charlie Nutting had offered to do this. It was also suggested holding a public meeting with local groups/individuals in early summer to find ways with running the hall etc. e/. Cheque no 000244 was made out for clerk’s salary (July to January) for £450 and £50 expenses. f/. Cheque no 000245 was signed in readiness for paying Domain renewal.

PLANNING - Neuadd Blaenduhonw 19/1843 AGR - Agricultural storage shed - permitted development. A.O.B. Cllr P.J mentioned that Elaine Williams would like to have a defib installed in memory of her father Fred Price. Need to contact David Ronicle again and sites need to be discussed for both. Cllr P.J to contact him. This can be discussed at ‘Hall meeting’ too. Next meeting - 5th March.
