RBI, which conducted a review following a demand made by the government to lift the restrictions in order to boost credit growth. RBI said that few banks are not in breach of the PCA (Prompt Corrective Action) parameters as per their published results for the quarter ending December 2018, except for return on assets (RoA). However, though the RoA continues to be negative, the same is reflected in the capital adequacy indicator. The PCA framework is triggered when a bank breaches one of the three risk thresholds, and crossing 6% net NPAs is one of them.

April 2018 – sa Herr CHANDRASHEKHAR AZAD Chandrashekhar Azad, ein bekannter Aktivist für die Rechte der Dalit, wird seit dem 3. November 2017 in Verwaltungshaft gehalten. Seine derzeitige Haftperiode soll im Mai 2018 enden. Nach dem Gesetz über die Nationale Sicherheit (NSA) könnte er allerdings für bis zu zwölf Monate ohne Anklage oder Gerichtsverfahren inhaftiert werden. Chandrashekhar Azad befindet sich seit sechs Monaten ohne Anklage oder Gerichtsverfahren in Verwaltungshaft. Seine derzeitige Verwaltungshaftperiode wurde von einem außergerichtlichen Beratungsausschuss angeordnet. Dieser hatte den Behörden des nordindischen Bundesstaats Uttar Pradesh einen Bericht vorgelegt, der empfahl, Chandrashekhar Azad mit Wirkung vom 2. November 2017 für sechs Monate zu inhaftieren. Chandrashekhar Azad ist der Gründer der „Bhim Army“, die sich für die Rechte der Dalit einsetzt. Er wurde am 3. November 2017 festgenommen und auf Anordnung der Bezirksverwaltung von Saharanpur, einer Stadt in Uttar Pradesh, nach dem Gesetz über die Nationale Sicherheit (National Security Act – NSA) in Verwaltungshaft genommen. Chief guest included Shri Sulkhan Singh, Former Director General of Police, Uttar Pradesh. King George’s Medical University and Prof MLB Bhatt hosted the event. The KGMU UP Community Eye Bank, which is operated by the global not-for-profit organization, SightLife, and funded by The Hans Foundation, is located inside the trauma centre at KGMU. Aided by the highly trained and dedicated 24x7 staff, the Community Eye Bank has advanced microscope technology for precise determination of cornea suitability. The facility is integrated with the helpline number 6390-826- 826 which connects all the enquiries directly to the community eye bank. Leaders requts families report all deaths to the eye bank 24x7 so they can discuss eye donation with an eye bank coordinator. Eye bank has performed 815 resotring transplant surgeries since inception in Dec 2016. Eye bank has established Hospital Cornea Reterival program in King George’s Medical University and in discussion with other medical colleges in Uttar Pradesh. Currently eye bank team reaches to Lucknow, Sitapur, Raebareli, Barabanki & Lakhimpur districts for reterival.

    UA: 248/17 Index: ASA 20/7431/2017 India Date: 10 November 2017 URGENT ACTION DALIT RIGHTS ACTIVIST HELD WITHOUT CHARGE Chandrasekhar Azad, a prominent Dalit rights activist from Uttar Pradesh, India, has been held in administrative detention since 3 November 2017, the day after he was granted bail following over four months in prison. Under the National Security Act, he is at risk of being detained for up to 12 months without charge or trial. Chandrasekhar Azad was arrested on 8 June 2017 for allegedly being involved in rioting, inciting violence and destroying public property, among other offences, following clashes between protesting Dalits and dominant caste groups. The unrest followed the killing of two Dalit men and the burning of at least 50 Dalit homes in Shabbirpur village, Saharanpur district, Uttar Pradesh, by men from a dominant caste in April and May 2017. Chandrasekhar Azad remained in detention for over four months, before he and 14 other arrested Dalit activists were granted bail on 2 November by the Allahabad High Court. Newspaper reports quoted the court stating that the cases against Azad appeared to have been politically motivated. The next day, before he was released from custody, Chandrasekhar Azad was arrested again on the same grounds under the National Security Act (NSA), an administrative detention law. Chandrasekhar Azad is the founder of the “Bhim Army”, a group of Dalit activists who campaign against caste- based discrimination and violence, and run about 300 schools for underprivileged Dalit children in Uttar Pradesh. Villagers in Shabbirpur have commenced a hunger strike demanding Chandrasekhar Azad’s release.

    UA: 248/17 Index: ASA 20/7431/2017 India Date: 10 November 2017 URGENT ACTION DALIT RIGHTS ACTIVIST HELD WITHOUT CHARGE Chandrasekhar Azad, a prominent Dalit rights activist from Uttar Pradesh, India, has been held in administrative detention since 3 November 2017, the day after he was granted bail following over four months in prison. Under the National Security Act, he is at risk of being detained for up to 12 months without charge or trial. Chandrasekhar Azad was arrested on 8 June 2017 for allegedly being involved in rioting, inciting violence and destroying public property, among other offences, following clashes between protesting Dalits and dominant caste groups. The unrest followed the killing of two Dalit men and the burning of at least 50 Dalit homes in Shabbirpur village, Saharanpur district, Uttar Pradesh, by men from a dominant caste in April and May 2017. Chandrasekhar Azad remained in detention for over four months, before he and 14 other arrested Dalit activists were granted bail on 2 November by the Allahabad High Court. Newspaper reports quoted the court stating that the cases against Azad appeared to have been politically motivated. The next day, before he was released from custody, Chandrasekhar Azad was arrested again on the same grounds under the National Security Act (NSA), an administrative detention law. Chandrasekhar Azad is the founder of the “Bhim Army”, a group of Dalit activists who campaign against caste- based discrimination and violence, and run about 300 schools for underprivileged Dalit children in Uttar Pradesh. Villagers in Shabbirpur have commenced a hunger strike demanding Chandrasekhar Azad’s release.
