POLICY IN SLAM DUNK STYLE George Tenet, with Bill Harlow. At the Center of the Storm: My Years at the CIA. New York: Harper Collins Publishers, 2007, 832 p. Reviewed by Gennady Evstafiev I have in front of me a huge 2007published volume (832 pages with appendices) of recollec tions of George Tenet, exDirector of the CIA. The book contains his memories of seven years that he spent at the head of this notorious department. Strictly speaking, Mr. Tenet served in the agency for nine years – during the first two he was a deputy of notorious John Deutch, whose 18 months of disgrace in the CIA ended in 1997. However, this is a different instructive story. So George Tenet and his directorship of the intelligence occurred during, probably, the most aggressive years of U.S. foreign policy and arrogant selfconfidence of Washington in its unsurpassable global power. Decisions taken in these years by two American administrations shook the stability of the world and continue to have their destructive impact on the prospects of international cooperation and peaceful democratic development of many countries. Reliance on military power, neglect of the opinion of the majority of nations, armstwisting pol icy towards weak countries and U.S. allies, enlightened use of official lies – all this resulted in an unenviable situation, in which the United States finds itself now. George Tenet is a partici pant of this process and an executor of many acts that have nothing to do with international law, the commitment to which is a popular topic of propaganda for the fans of U.S. -

PERSPECTIVES ON TERRORISM Volume 11, Issue 6 Articles Al-Qaida and the Pakistani Harakat Movement: Reflections and Questions about the pre-2001 Period by Don Rassler Abstract There has been a modest amount of progress made over the last two decades in piecing together the developments that led to creation of al-Qaida and how the group has evolved over the last 30 years. Yet, there are still many dimensions of al-Qaida that remain understudied, and likely as a result, poorly understood. One major gap are the dynamics and relationships that have underpinned al-Qaida’s multi-decade presence in Pakistan. The lack of developed and foundational work done on the al-Qaida-Pakistan linkage is quite surprising given how long al- Qaida has been active in the country, the mix of geographic areas - from Pakistan’s tribal areas to its main cities - in which it has operated and found shelter, and the key roles Pakistani al-Qaida operatives have played in the group over the last two decades. To push the ball forward and advance understanding of this critical issue, this article examines what is known, and has been suggested, about al-Qaida’s relations with a cluster of Deobandi militant groups consisting of Harakat ul-Mujahidin, Harakat ul-Jihad Islami, Harakat ul-Ansar, and Jaish-e-Muhammad, which have been collectively described as Pakistan’s Harakat movement, prior to 9/11. It finds that each of these groups and their leaders provided key elements of support to al-Qaida in a number of direct and indirect ways. -

Dione Brunson, B.A. MALS Mentor: Ralph Nurnberger, Ph.D. ABSTRACT The bold U.S. decision to invade Iraq in 2003 was anchored in intelligence justifications that would later challenge U.S. credibility. Policymakers exhibited unusual bureaucratic and public dependencies on intelligence analysis, so much so that efforts were made to create supporting information. To better understand the amplification of intelligence, the use of data to justify invading Iraq will be explored alongside events leading up to the U.S.-led invasion in 2003. This paper will examine the use of intelligence to invade Iraq as well as broader implications for politicization. The hold, for which no justification is required, lasts three months and can be extended for another six. After nine months, China can use its veto power to formally kill the proposal. This time, France led the initiative with support from the United Kingdom and the United States. The renewed effort to designate Masood Azhar was motivated by the organisation’s February 14, 2019 suicide attack on a convoy of Central Research Police Force (CRPF) killing 44 at Pulwama (in Kashmir). In response, India attacked a facility at Balakot, purportedly associated with the Jaish-e- Mohammad, in Pakistan’s Khyber-Pakhtunkhwa province. In retaliation, Pakistan scrambled several fighter aircraft to which India responded by dispatching several MiG 21 Bisons. -

PNNL-25727 Filling Terrorism Gaps: VEOs, Evaluating Databases, and Applying Risk Terrain Modeling to Terrorism RH Hagan August 2016 PNNL-25727 Filling Terrorism Gaps: VEOs, Evaluating Databases, and Applying Risk Terrain Modeling to Terrorism RH Hagan August 2016 Prepared for the U.S. Department of Energy under Contract DE-AC05-76RL01830 Pacific Northwest National Laboratory Richland, Washington 99352 PNNL-25727 Abstract This paper aims to address three issues: the lack of literature differentiating terrorism and violent extremist organizations (VEOs), terrorism incident databases, and the applicability of Risk Terrain Modeling (RTM) to terrorism. Current open source literature and publicly available government sources do not differentiate between terrorism and VEOs; furthermore, they fail to define them. Addressing the lack of a comprehensive comparison of existing terrorism data sources, a matrix comparing a dozen terrorism databases is constructed, providing insight toward the array of data available. RTM, a method for spatial risk analysis at a micro level, has some applicability to terrorism research, particularly for studies looking at risk indicators of terrorism. Leveraging attack data from multiple databases, combined with RTM, offers one avenue for closing existing research gaps in terrorism literature. iii Acknowledgments The author would like to sincerely thank several individuals for their contributions to this research.
