EXPRESSION OF INTEREST (EOI) FOR EMPANELMENT OF VENDOR FOR IMPLEMENTING INFORMATION TECHNOLOGY (IT) PROJECTS 1. Army War College, Mhow invites application for empanelment and short listing of vendor for supply of IT products (hardware & software) and implementing IT projects at the College for a period of one year i.e from 01 Apr 2016 to 31 Mar 2017. Vendors complying with the following parameters may submit their application for empanelment. 2. Scope of Work. Following different categories of IT projects are taken up for execution by the Army War College, Mhow (MP):- (a) Procurement of standalone Hardware. (b) System Integration (SI) Projects. (c) Application Software Acquisition. (d) Turnkey projects. (e) Procurement of Peripherals. (f) COTS and Customized COTS products acquisition. (g) System Study and Consultancy. (h) IT Training (j) Computer Stationery and Consumables 3. Minimum Pre-qualification Criteria. (a) The vendor should be sole proprietary concern, partnership firm of a company registered with the Registrar of Firms/Registrar of Companies/ wherever applicable and should have been in operation/existence for the last 5 years. (b) The vendor should have been empanelled with and supplied IT products and stationery to reputed Institutions like Infantry School, Mhow, Military College of Telecommunication Engineering, Mhow (MP) etc and preferably other Government/Public Sector Undertakings. 4. The vendor should be an income – tax assesses having filed its income-tax return for last three financial years. 5. The vendor should be an authorized dealer having VAT/Sales Tax registration. Sales Tax/VAT Registration certificate copies should be provided. 6. How to apply (a) Application should be submitted in the prescribed format along with attested copies for the document as stated in the application form. Only application of agencies that fulfill the pre-qualification criteria would be considered by the Board. The last date for submission of duly filled application form is 15 Mar 16. Application forms submitted after 15 Mar 2016 will not be accepted. The empanelled agencies shall be informed separately and tender documents to these agencies shall be issued in due course of time. (b) The Board reserves the right to accept or reject any or all application/s without assigning any reason whatsoever. Accepting the application by the Board would not guarantee the award of contract. No further notice will be published in the press for the work referred above and issue of tender form will be restricted among the selected applicants. (d) Completed application form along with the requisite documents shall be submitted in a sealed envelope clearly indicating the category of work on top of the envelope to the EDPP-1, IT Cell, College HQ, Army War College, Mhow (MP). 7. Supporting Documents to be Enclosed. All vendors are required to submit following (but not limited to) documents in support of their application:- (a) Certified true copy of the Income Tax Department giving PAN No of the firm. In case of partnership and limited concerns, PAN of each partner may be intimated. In case of a single owner, PAN of the individual should be given. (b) Copies of last three years Annual Returns including audited Profit / Loss Account and Balance Sheet. (c) A copy of the partnership Deed and extracts from the Registrar of firms (in case of partnership firm). (d) A copy of the certificate of Incorporation along with the Articles of Association and Memorandum in case of limited company. (e) A Power of Attorney with a copy of the Resolution of Board of Directors (The Power of Attorney should authorise the constituted attorney to sign for on behalf of the firm which would bind the firm to all contractual obligations/disputes. The Power of Attorney should have been attested by a First Class Magistrate). (f) The application should be signed by:- (i) In case of proprietorship firm - Signed by proprietor. (ii) Partnership firm - Signed by all partners. (iii) Limited Company - Signed by MD or Director. (g) OEMs will intimate details of auth agents/distributors. (h) Firms which are not covered under statutory auditing process will submit a bank report regarding financial standing of the firm. (j) The following shall be strictly complied with by the vendor:- (i) Any request for change in firm’s address should be intimated to Army War College alongwith documentary evidence. (ii) Any change in constitution of the firm shall be communicated to Army War College. Any unsubstantiated claims/certifications would also result in disqualification of the application. The Army War College, Mhow reserves the right to cancel the registration of any vendor, if in his opinion, the vendor has not adhered to the terms and conditions relating to such registration.
