Concurrently, Chinese people, immersed in a bureaucratic culture, always pin their dream of justice on a powerful bureaucracy rather on a weak judiciary. The current study discusses the thousands years of Chinese history and the significant impact of bureaucracy on Chinese society and courts, and then look into the potential change in a global era revolutionized with technology and internet. A story-telling mode is used to analyze eleven important criminal cases to disclose the operations of criminal courts in China. Large amount of social media data are presented to showcase the dynamic legal community and online activism. We do not know exactly the impact of government monitoring of the social media and it is an open question. Chinese online legal activism derives its methods and vitality from multiple and intersecting forces, including the particular internet transmitting formats, actual contemporary protest forms, incipient public space promotion.

    OL’ MAN RIVER AND THE DAM STATE: The secret life of ASAL river basins By Paul Goldsmith Major river systems are intrinsic to the long economic histories of the regions they transect. However, although the Tana River basin covers 20 per cent of Kenya’s land mass, the river itself, in terms of water volume and vital economic functions, is not the kind of waterway one associates with the world’s famous rivers. This, however, does not diminish the Tana River’s historical importance, which is critical to understanding the larger background against which the High Grand Falls Dam project is being framed. Insofar as the three major rivers spanning the eastern highland-lowland gradient share the same highland water catchments and are also linked within the Vision 2030 policy framework, the case of the Tana cannot be examined in isolation from the Athi-Galana and Waso Nyiro North systems. The Athi-Galana takes a route similar to the Tana, skirting the contours of Kenya’s eastern highland- lowland gradient, but is often only a trickle by the time it reaches Malindi. The flow has been further reduced following the establishment of the one-million-acre Galana irrigation scheme bordering Tsavo East National Park. For people depending on Malindi’s tourism sector, this is a positive development as the drop in volume reduces the siltation of local beaches, a problem that contributed to the rise of Watamu as an alternative beach holiday destination. Before the scheme started, tourism sector stakeholders were advocating a plan to reroute the river to an outlet north of Mambrui.

For this reason, the study will focus on the origin, development and collapse of the first stage of the ‘Central Civilization’, which was the result of the merger of two primeval civilizations, such as Mesopotamia and Egypt, during the ‘Near Eastern phase’ of this Central Civilisation. This merger seems to have been the result of the political expansion of an imperial entity coming from Mesopotamia under the aegis of the so-called Neo-Assyrian Empire from 1000 BC to 600 BC – better known as the Pax Assyriaca – although the process of full integration with Egypt seems to have been concluded by the successor empires of Assyria circa 430 BC.

    Vlad Mureșan Ph.D. Associate Professor, Babeş-Bolyai University, Cluj-Napoca The Chinese Idea A Political-Theological Investigation Abstract The scope of the present article is to determine in a concentrate manner „the Chinese Idea”, which can reasonably be said to have characterized the ideal-type of Chinese political theology across centuries. Of course any such attempt is immediately indicted as fatally reductive. But then again denying any such attempt runs the risk of claiming there is nothing enduring, specific and irreducible characterizing what Eric Voeglin called the „Chinese Ecumena”. As such we are going to evoke some dominant schools of thought to make the case that, indeed, setting aside different contexts they do attest to the consequent reenactment and unfolding of one major Chinese idea we could call the idea of a “cosmological state”. Preliminary note China confronts us with an “obscure” problem. And it seems virtually impossible to approach this mystery unaffected by our Western mindset. But one feature of this Western mind is to precisely try to approach China as-it-is-in-itself (outside our categories - as much as this is possible). Otherwise said we try to understand China as if (als ob) we were not so fundamentally different. Different epochs or variations of the same identity are the only way to seize the mysterious idea in the pure element of its self-production. It is with this hypothesis that we strive to synthetically capture what we presume to be the Chinese idea.

On river plains of Indus and Ghaggar-Hakra region in c. 2600 BCE many sites of first urban civilization of Indian subcontinent came into existence with characteristic features of: 1) town planning (fortified and classified cities), 2) brick structures, 3) public buildings, 4) road planning, 5) drainage system, 6) house planning, 7) weights and measures system, 8) pictographic writing system on seals, 9) diversified crafts, 10) long-distance trade and commerce, and 11) use of bronze.
