Commissioner and community members in attendance spoke about the following issue regarding

future applicates continuing not to appear before full commission.

- Marian Lupo (Highland West Resident): Suggest that there be changes made to the bylaws for no shows. Possibly flagging no show applications as a no vote. Will not be able to attend next month meeting. Ask if she’s allowed to submit a letter to the commission.

- Phillips: States that written testimonials are not as powerful as neighbors in seats.

- Barnacle: The bylaws do not explicitly say we can not take written testimonials. Proposes that new language be added to the bylaws that help mitigate how the commission handles future no show applicants.

- Abid: Ask that the commission take a proactive approach at letting neighbors know when applicates will be at full commission meetings via Facebook.

- Gene Klingler (Highland West Resident): Our community already has three rehab facilities. This applicant doesn’t seem like a good fit here. Will not be able to attend to the next meeting due to job requirements.

- Joe (Highland West Civic Association): Highland West held a discussion and held a vote on this application at the last civic meeting. Will submit letter to commission about BZA19-134.

- Nancy Rhynard (Hilltop Business Association): Adds to possible bylaw changes that there be some sort of time limit on application.

IV. 7:38 Committee Reports

• 7:38 Liquor Permit – Fagan

▪ Nothing currently.

▪ Mr. Fagan was at the Gov. & Leg. meeting and brought up the necessity of this committee and possible forming a new committee to better fit the new of The Hilltop. More to come.

• 7:40 Government & Legislation – Wenning

▪ Attach meeting minutes to the last page.

▪ There were several changes brought forth at the January meeting. All of which need approved by the commission, term limits on all officers, change in who can speak on behalf of the commission.

▪ Next meeting: February 15, 12pm at Third Way Café 3058 W. Broad St.

• Public Safety – Weaver

▪ Nothing to report currently. Committee is currently looking for a new location due to lack of people purchasing food while at Ding Ho’s. Hopefully having a location, date and time by the end of the month.

• Community Relations: Josh Maddox

▪ Was also at the Gov. & Leg. meeting and spoke briefly about creating a budget for Facebook marketing. Planning a meeting this month, possibly with another committee.

• Parks & Recreation: Bronder

▪ Committee meet last month at Glenwood Rec Center to go over plan for the overgrown portion of Glenwood Park. Committee developed a list of recommendation, that were sent to Tina Mon (Parks & Rec for City of Columbus).

• Planning & Economic Development: Groves/Phillips

▪ There are several agenda items include sidewalk infrastructure, lighting, voter turnout and getting people out to vote.

V. Announcements:

• Police:

▪ Looking at the increase in crimes on The Hill. The increase is due to residents warming their cars in the morning.

▪ Also working on abatements and boarded up properties in the area.

▪ The Matrix report is out. Working on plan for the year.

- Barnacle: What is the likelihood that the City will follow through on the recommendations in the report. I.E. the need for more officer on The Hilltop.

- Officer Brofie: The report indicates that zone 2 & 3 (The Hilltop) need more officers. It will happen.

• Jay McCallister has officially resigned to focus on his health.

• Motion to waive 30-day rule and buy a plaque for Jay McCallister, by Comm. Barnacle, 2nd by Groves.
