    Governor Walker Calls Special Session on School Safety On Thursday, March 15th, Governor Walker called on state lawmakers to hold a special session at the Capitol to work on proposed school safety measures. The Governor is calling for $100 million to fund the plan. It includes: Establishing the Office of School Safety under the Wisconsin Department of Justice Creating a $100 million School Safety Grant Program under the Office of School Safety Requiring Mandatory Reporting for any threats of school violence Amending bullying statute to include prompt parental notification Incorporate Trauma-Informed Care (TIC) and Adverse Childhood Experiences (ACE) into training programs Strengthening school safety plan requirements Encouraging cooperation with local law enforcement The call for special session took place while the 2017-2018 legislative session is winding down. The Senate has indicated it will have one more day of regular session and it is rumored the Assembly will do the same. Zipperer Appointed to PSC Governor Scott Walker’s Chief of Staff, Rich Zipperer, is leaving the Governor’s Office to take up a position as Commissioner at the Public Service Commission. Zipperer will fill the vacant position at the PSC left by former PSC Chairwoman Ellen Nowak, who was recently appointed to Secretary at the Department of Administration. Zipperer served as Walker’s chief of staff since 2015. Prior to that, he served in the State Assembly from 2007 to 2011 and served in the State Senate from 2011-2012. In 2011, he resigned from his Senate seat when he was hired as deputy chief of staff in the Governor’s Office.

This is our response to the University of Milwaukee Faculty Senate’s Resolution regarding the budget cut and public authority proposal Points Discussed by Committee: 1. Concern about the idea of arguing public authority as we should only focus on the budget cut(s) 2. UW system is on our side and they are arguing on our behalf 3. We are concerned about the whole budget cut, not just the potential budget cut at UWEC 4. We do not know what our cut is until the budget actually passes and System apportions the cut 5. Replacing Phillips Hall has been and remains the Chamber’s highest priority for the past two budget cycles. We are fortunate our area bipartisan legislative delegation agrees. We appreciated your leadership in 2019 in proposing and securing the funding for phase one. As you said here in Eau Claire on the day you announced it, “The state’s investment will leverage taxpayer dollars to support the Chippewa Valley’s emergence as a healthcare innovation hub, while also investing in a visionary campus that is tackling some of the most pressing healthcare and technology issues facing rural Wisconsinites.” Indeed, there is no other current project that is more important to the future of our regional economy and workforce than this urgently needed replacement for the aging and outdated Phillips Hall. In our lobbying effort two years ago, we told lawmakers that this project would be a model for how to build major projects across the system, which is one of the primary reasons it received so much support. Including the second phase of funding in this current budget cycle is essential to successfully achieving the goal for UWEC to design a unified, efficient building, thereby allowing for a shortened construction timeline, cost savings for taxpayers, and timely completion to successfully realize all of its potential benefits.
