We have also welcomed many new authors to the Election Analysis reports this year, and hope that these collaborations continue. 2020 has been a particularly challenging year for academics, with many of us profoundly affected by the pandemic. Remaining productive in research during this time has been a challenge for many in the sector, and so we were concerned that many scholars would be unable to contribute this time. However, we were delighted with the response to our invitations to contribute, and once again, we are immensely grateful for our contributors’ enthusiasm, commitment and their expertise, which shine through the pages of this report.     09_ARBOLEDA_EDITEDPROOF_KS (DO NOT DELETE) 11/8/2018 2:50 PM Climate Change in the Era of Post- Truth INTRODUCTION In The Madhouse Effect: How Climate Change Denial is Threatening our Planet, Destroying our Politics, and Driving us Crazy,1 climate scientist Michael Mann joins with Pulitzer Prize-winning cartoonist Tom Toles to take on climate change denialism. Mann, the Director of the Earth System Science Center at The Pennsylvania State University, augments his prose with cartoons from Toles, who normally draws for the editorial section of the Washington Post.2 Together, Mann and Toles set out to debunk the main arguments that special interest groups use to undermine climate change policy. The book begins with an introduction to the scientific method and its application to climate change science.3 It then describes the current and potential effects of climate change on everyday life.4 In its second half, the book transitions to the politics surrounding climate change in the United States.5 A major focus of the book is the “war on climate science,” the phrase Mann and Toles use to describe how the fossil fuel industry has created misinformation to discourage action on climate change.6 The Madhouse Effect was published in 2016, at a moment when the United States was choosing between Democratic and Republican presidential candidates whose climate change agendas differed wildly. Roth Professor of Economics University of Texas at El Paso The transition from socialist to market economics is typically informed by outcomes-based social welfare theory (SWT). Institutionless, intentionally value- free SWT is ill-suited to this enterprise. The only evaluative standard to which it gives rise—efficiency—is indeterminate, and the theory is not accommodative of other dimensions of moral evaluation. By contrast, the contractarian enter- prise focuses on the role and importance of formal and informal institutions, including ethical norms. Given that individuals should be treated as moral equivalents, the project assigns lexical priority to rights and regards justice as impartiality. This explicitly normative, institutional approach permits analysis of potential conflicts between informal norms and prospective, formal rules of the games. Moreover, it underscores the instrumental and intrinsic value of rights in the transition process. Finally, the emphasis on impartiality—embodied in the generality principle—facilitates analysis of constitutional constraints on behav- ior that is inimical to the transition process. The Transition: The Consequentialist Approach It is clear that the transition from socialist to market economies has typi- cally been informed by received, consequentialist social welfare theory (here- after referred to as SWT).1 Because SWT is consequentialist, institutionless, and intentionally value-free it should come as no surprise that the standard reform prescription begins at the endpoint, an idealized market, phrasing everything in those terms, ignoring the crucial question of how reforms engage existing soci- ety.

    H-Nationalism Nationalism, Neo-Liberalism, and Ethno-National Populism Blog Post published by Yoav Peled on Thursday, December 3, 2020 In this post, Yoav Peled, Tel Aviv University, discusses the relations between ethno- nationalism, neo-liberalism, and right-wing populism. Donald Trump’s failure to be reelected by a relatively narrow margin in the midst of the Coronavirus crisis points to the strength of ethno-national populism in the US, as elsewhere, and raises the question of the relations between nationalism and right- wing populism. Historically, American nationalism has been viewed as the prime example of inclusive civic nationalism, based on “constitutional patriotism.” Whatever the truth of this characterization, in the Trump era American civic nationalism is facing a formidable challenge in the form of White Christian nativist ethno-nationalism that utilizes populism as its mobilizational strategy. The key concept common to both nationalism and populism is “the people.” In nationalism the people are defined through vertical inclusion and horizontal exclusion -- by formal citizenship or by cultural-linguistic boundaries. Ideally, though not necessarily in practice, within the nation-state ascriptive markers such as race, religion, place of birth, etc., are ignored by the state. Populism on the other hand defines the people through both vertical and horizontal exclusion, by ascriptive markers as well as by class position (“elite” vs. “the people”) and even by political outlook. Israel’s Prime Minister Benjamin Netanyahu once famously averred that leftist Jewish Israelis “forgot how to be Jews,” and Trump famously stated that Jewish Americans who vote Democratic are traitors to their country, Israel.

    How do climate change skeptics engage with opposing views? Understanding mechanisms of social identity and cognitive dissonance in an online forum PREPRINT Lisa Oswald∗ Jonathan Bright Hertie School Oxford Internet Institute Friedrichstraße 180 University of Oxford 10117 Berlin, Germany 1 St Giles’, Oxford OX1 3JS, UK [email protected] [email protected] February 15, 2021 ABSTRACT Does engagement with opposing views help break down ideological ‘echo chambers’; or does it backfire and reinforce them? This question remains critical as academics, policymakers and activists grapple with the question of how to regulate political discussion on social media. In this study, we contribute to the debate by examining the impact of opposing views within a major climate change skeptic online community on ‘Reddit’. A large sample of posts (N = 3000) was manually coded as either dissonant or consonant which allowed the automated classification of the full dataset of more than 50,000 posts, with codes inferred from linked websites. We find that ideologically dissonant submissions act as a stimulant to activity in the community: they received more attention (comments) than consonant submissions, even though they received lower scores through up-voting and down-voting. Consistent with identity theory, confrontation with opposing views triggered activity in the forum, particularly among users that are highly engaged with the community.     The Media and the Major Emitters: Media Coverage of International Climate Change Policy • Chandra Lal Pandey and Priya A. Kurian* Abstract News media outlets are crucial for the dissemination of information on climate change issues, but the nature of the coverage varies across the world, depending on local geo- political and economic contexts. Despite extensive scholarship on media and climate change, less attention has been paid to comparing how climate change is reported by news media in developed and developing countries. This article undertakes a cross- national study of how elite newspapers in four major greenhouse gas emitting countries— the United States, the United Kingdom, China and India—frame coverage of climate change negotiations. We show that framing is similar by these newspapers in developing countries, but there are clear differences in framing in the developed world, and between the developed and developing countries. While an overwhelming majority of these news stories and the frames they deploy are pegged to the stance of domestic institutions in the developing countries, news frames from developed countries are more varied. Despite the overwhelming scientific consensus on the reality of anthropogenic cli- mate change and the threat it poses to the planet, international policy responses— most notably in the form of a global climate treaty—remain fragmented and inadequate.
