    DRAFT From SAPTA to SAFTA: Gravity Analysis of South Asian Free Trade Seekkuwa Wasam Hirantha* Abstract South Asian Association for Regional Cooperation (SAARC) was established in 1985 and South Asian Preferential Trading Arrangement (SAPTA) came into existence in 1995. Four rounds of trade negotiations have already been concluded under SAPTA by 2002. SAARC countries have signed the framework agreement on South Asian Free Trade Area (SAFTA) in 2004 and SAFTA will come into effect at the start of 2006. We use the gravity model analysis to evaluate the progress of SAPTA and the prospects for SAFTA using trade data for 1996-2002. Both panel data and cross sectional data analysis have been used. Our gravity model results show that there is a significant trade creation effect under SAPTA and find no evidence of trade diversion effect with the rest of the world. This supports the proposition that further regional integration may bring about substantial benefits to SAARC region and South Asian Free Trade Area is most likely to promote intra-regional trade through further dismantling of tariff and other non-tariff barriers to trade among members. Many countries are exploring cooperation and integration at the regional and global levels in their pursuit of inclusive growth and South Asia is no exception. Policy makers in the South Asian region believe that there is a significant case for greater cooperation and integration in South Asia, which is expected to contribute to more rapid growth, poverty reduction and greater political stability for the region. Various scholars have noted South Asia as “experiencing a new economic era” today. However, although a regional cooperating body was established in the region more than 25 years ago in the form of the South Asian Association for Regional Cooperation (SAARC), the level of integration in South Asia still remains low.

    International Network for Water and Ecosystem in Paddy Fields Prosperity and Sustainability of Paddy Fields and Ecosystem nd 2 Announcement INWEPF 4th Steering Meeting and Symposium July 5-7, 2007 The Emerald Hotel Bangkok, Thailand Hosted by Thailand INWEPF Committee Sponsored by Food and Agriculture Organization of the United Nations (FAO) Thai National Committee on Irrigation and Drainage (THAICID) Background On March 21, 2003, the 3rd World Water Forum, the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Japan and the Food and Agriculture Organization of the United Nations (FAO) co-organized the Ministerial Meeting on Water for Food and Agriculture. The meeting adopted the Ministerial Recommendation that addressed the three challenges, "Food security and poverty alleviation", "Sustainable water use" and "Partnership.” In order to establish an international consortium which addresses the above three challenges, MAFF of Japan has proposed to set up an International Network for Water and Ecosystem in Paddy Fields (INWEPF), and the Informal Preparatory Meeting for the establishment of INWEPF was held in February 2004 in Tokyo. Finally, the 1st INWEPF Steering Meeting was held in Tokyo, Japan, in November 2004 and followed by the 2nd meeting in Seoul, Korea. In both the meetings, TOR (Terms of Reference) and Action Plan 2004-2006 had been established. At the 3rd INWEPF Steering Meeting in Kuala Lumpur, Malaysia, September 2006, the membership was extended to a larger number of countries and an Action Plan for 2006-2007 was adopted together with the creation of three working groups led respectively by Malaysia, Japan and the Republic of Korea. Activities The INWEPF will provide an open platform for promoting dialogue, exchanging information and experiences, creating synergy among existing forums, strengthening capacity building, developing good practices and formulating ideas for innovative policy and management options in the field of sustainable paddy water use, conservation of environment and better governance.
