Summary of Environmental Services

Project Scoping & Planning - Skelly and Loy provides both on-site and off-site investigations to identify potential environmental issues, design constraints, permitting problems, and local land development concerns. This information is then used to develop planning schedules and prepare a cost-effective technical Scope of Work and y cost estimates.

Permit Analysis and Agency Coordination - Skelly and Loy has an excellent working relationship with state and federal agencies throughout most of the Middle Atlantic and Midwestern states. This open communication allows for Skelly and Loy to expedite ailroad Industr agency determinations and permit decisions. Skelly and Loy gives you an "insider" during the permitting process.

Wetland and Stream Identifications - Skelly and Loy has unparalleled experience in wetland and watercourse delineations vices for the R using appropriate regional guidelines. Accurate identification of these resources is often the key to timely permitting and agency coordination. In addition to determining the presence of the resource, Skelly and Loy will classify the resource (PEM, PFO, RPW, non-RPW, etc.), collect functional data (used in permit analysis), and map its boundaries for inclusion on the project mapping.

We also provide habitat surveys and detailed species surveys and prepare Biological Assessments for most T&E species found in the Mid-Atlantic and Midwest. Should any potential conflicts occur within the project area, Skelly and Loy will coordinate with the appropriate agency to determine the potential to minimize impacts and develop appropriate mitigation. Wetland, Stream, and Floodplain Permit Application Preparation - Once the appropriate permit vehicles have been identified and coordination with agencies has begun; Skelly and Loy will prepare and submit a complete application. Site drawings and impact maps are the key visual aid for successful permitting. Skelly and Loy prepares drawings that are cost- effective because they are proportional in detail to the appropriate permitting vehicle. Skelly and Loy routinely prepares Waiver and Exemption Documentation, Regional and General Permits, and 404/401 Joint Permit Applications. Because of Skelly and Loy's experience, we are able to deliver a permit package which is complete and exceeds the reviewers' expectations.

E&S Control Plan and NPDES Application Preparation - Skelly and Loy prepares plans which are commensurate with the scope of the project's required E&S approval. Skelly and Loy has developed methods to condense the plan to make it cost-effective for many smaller General Permit projects such as bridge and culvert maintenance and new siding construction. Skelly and Loy can also provide detailed planning needed for NPDES construction and post-construction stormwater management applications.

STB and DOT NEPA Documents - Skelly and Loy is a registered third- party Environmental Contractor for the US DOT Surface Transportation Board (STB) and is able to prepare NEPA documents (EIS and EA), Joint NEPA-Section 404 EIS Applications, and ESA Biological Assessments. Skelly and Loy has prepared numerous NEPA Documents for state DOT’s related to rail projects.

Skelly and Loy uses FRA and FTA modeling (wheels, engine, exhaust, track noise) and horn noise. These model outputs are combined in a GIS platform to produce comprehensive rail noise impacts zone mapping that predicts both moderate and severe noise impact zones.

Archaeological and Historic Resources - Archaeological and historic resources are considered as part of the state and federal permitting and approval process. Skelly and Loy provides full-service archaeology and historic surveys including: Phase I and Phase II surveys and data recovery as well as determinations of eligibility and effect and SHPO coordination.

Emergency Waste Management Services - Railroad operation uses various hazardous materials on a daily basis. The potential exists for hazardous material spills and other similar hazardous waste releases. Skelly and Loy's waste management response staff can quickly and cost-effectively respond to these types of emergency situations, stabilize the site, and minimize environmental and human health impacts. Skelly and Loy also provides asbestos and lead-based paint determinations for bridge maintenance projects.

Environmental Construction Management - Skelly and Loy provides a variety of environmental compliance and construction management services ranging from compliance management tools (spreadsheet checklist and compliance specifications) to pre-job environmental training to on-call response to in-field inspection.

NOV and Enforcement Action Resolution - Skelly and Loy has considerable experience resolving NOVs and Enforcement Actions for a variety of linear development projects including rail projects. Services include agency coordination and resolution negotiations, forensic investigations, technical assistance with legal strategy development, and expert reports and testimony.

Surveying and Mapping Services - Skelly and Loy routinely provides the most technologically advanced surveying and mapping services to its clients. In addition to traditional land surveying techniques, Skelly and Loy utilizes Trimble Global Positioning System (GPS) for differential mapping, Carrier Wave GPS surveying, and real time Kinematic GPS surveying. Beech Creek Branch Line Reconstruction Client: RJ Corman Railroad Company/STB Skelly and Loy provided comprehensive environmental services for the reconstruction of a 20-mile segment of the former Beech Creek Railroad in Clearfield and Centre Counties, . Most notable of these services was the preparation of an Environmental Impact Statement (EIS) for the Surface Transportation Board (STB). Serving as an independent third-party contractor, Skelly and Loy prepared the EIS for the STB's internal review and public processing. Additional services provided by Skelly and Loy included wetland and watercourse delineation, noise modeling, threatened and endangered species surveys, cultural resource studies, waste site evaluations, topographical surveying, agency coordination and public involvement.

AMTRAK Keystone Corridor At-Grade Eliminations Client: Pennsylvania Department of Transportation/ Skelly and Loy provided environmental services for the elimination of four at-grade road crossings of AMTRAK's Keystone Corridor in Lancaster County, Pennsylvania. Accomplished through a combination of road closures, construction of side roads and new bridge construction, the elimination of these four crossings will enable AMTRAK to operate high-speed passenger rail service on the Keystone Corridor between Harrisburg and , Pennsylvania. Environmental services provided by Skelly and Loy included the preparation of NEPA environmental clearance documentation, wetland and watercourse delineation, threatened and endangered species surveys, cultural resource studies, right-of-way analysis and agency coordination.

Pennsylvania High-Speed Project Client: Port Authority of Allegheny County/FRA The Pennsylvania High-Speed Maglev Project is one of several projects being considered by the Federal Railroad Administration (FRA) to receive funding for the design and construction of the nation's first deployment of a high-speed magnetic levitation system. If selected, the Pennsylvania Maglev Project would extend 54 miles from the Pittsburgh International Airport in Alleghany County to Greensburg in Westmoreland County. For the purposes of this project, Skelly and Loy prepared the Draft Environmental Impact Statement (DEIS) for the Port Authority of Alleghany County. Additionally, Skelly and Loy completed natural resource investigations, waste site evaluations and cultural resource studies for the 54-mile corridor.

Located adjacent to Buffalo Run, a high-quality wild trout stream, the Buffalo Run Industrial Track required environmental approvals and state/federal permit authorizations. Working under contract to SEDA-COG, Skelly and Loy conducted wetland delineations, surface water assessments, and threatened and endangered species habitat surveys along the linear corridor. The project also required the preparation of a Categorical Exclusion Evaluation and Joint Permit Application in compliance with NEPA and Section 404 of the Clean Water Act.

Bear Run Coal Lead/Honey Creek Siding/Sullivan Siding Projects Client: Indiana Rail Road Company Working under contract to the Indiana Rail Road Company, Skelly and Loy completed wetland and watercourse delineations and state/federal environmental permitting for the construction of three separate railroad projects. These projects included the construction of a 6.5-mile lead track from the Bear Run coal mine east of Duggar, Indiana, the construction of an approximate one-mile siding adjacent to the existing Indiana Rail Road Mainline south of Terre Haute, Indiana, and the construction of an approximate two-mile siding to the north of the existing Indiana Rail Road Mainline east of Sullivan, Indiana. Major portions of the environmental permitting included obtaining the required cultural resource clearance and the preparation of a wetland mitigation plan.

AMTRAK Keystone Corridor Clearance Evaluation Client: Pennsylvania Department of Transportation/AMTRAK Skelly and Loy provided comprehensive environmental scoping services for the removal, reconstruction, or relocation of 87 overhead bridges spanning AMTRAK's entire Keystone Corridor between Harrisburg and Philadelphia, Pennsylvania. Completed as part of a master corridor study to evaluate the engineering feasibility and economic implications of transporting double-stacked rail cars over the Keystone Corridor, Skelly rojects and Loy conducted extensive background research and field viewed each bridge for the purpose of identifying key environmental resources that would need to be addressed as part of any future bridge

Developed as part of Norfolk Southern's Corridor initiative in the eastern United States, these intermodal facility projects were subject to an accelerated delivery schedule driven by federal economic stimulus monies. Cultural resource services provided by Skelly and Loy included Phase IA geomorphological investigations, Phase I archaeological testing and historic resource evaluations in compliance with Section 106 of the National Historic Preservation Act.

Vestaburg ML-64.55/Baxter LR-68.33 Culvert Projects Client: Norfolk Southern Railway Company The Vestaburg ML-64.55 and Baxter LR-68.33 culvert projects involved the rehabilitation and replacement of two railroad culverts over small unnamed watercourses located in Washington County, Pennsylvania and Marion County, West Virginia, respectively. Both culvert structures were in an advanced state of deterioration and in jeopardy of collapse. Working under contract to Norfolk Southern, Skelly and Loy completed topographical surveying, jurisdictional wetland and watercourse delineations, threatened and endangered species agency coordination, hydrologic and hydraulic analyses and erosion and sedimentation control plans. Additionally, Skelly and Loy prepared and coordinated the necessary federal, state and local environmental permit applications.

Market Street Bridge/SEDA-COG Railroad Track Relocation Client: Pennsylvania Department of Transportation Implementation of PennDOT’s Market Street Bridge Replacement Project required the relocation of an approximate 1,550-foot section of the SEDA-COG railroad track in Williamsport, Pennsylvania. In the event that the waste materials or contaminated soils would be encountered beneath the existing track ballast during construction, PennDOT would be required to excavate, remove, and dispose of the impacted materials resulting in significant project delay and additional waste handling costs. In order to confirm or deny the presence of degraded soil quality, Skelly and Loy was contracted to perform subsurface site characterization services. Using a hydraulic probing machine, Skelly and Loy extracted and analyzed 21 soil borings for potential contaminated materials.
