The Commission first adopted rules requiring broadcast stations to maintain public files documenting requests for political advertising time more than 80 years ago,1 and political file obligations have been embodied in section 315(e) of the Act since 2002.2 Section 315(e)(1) requires radio station licensees, among other regulatees, to maintain and make available for public inspection information about each request for the purchase of broadcast time that is made: (a) by or on behalf of a legally qualified candidate for public office,3 or (b) by an issue advertiser whose advertisement communicates a message relating to a political matter of national importance.4 Section 315(e)(3) of the Act requires stations to upload information about such requests to their online political files “as soon as possible.”5 Section 73.1943(a) of the Commission’s Rules requires stations to maintain and make available for public inspection information about all requests for broadcast time made by or on behalf of candidates for public office,6 and section 73.1943(c) requires stations to upload such information to their online political files 1 See 3 Fed.

    2017 Annual Report 2017 Annual Letter To our fellow shareholders: Every now and then I am introduced to someone who knows, kind of, who I am and what I do and they instinctively ask, ‘‘How are things at Saga?’’ (they pronounce it ‘‘say-gah’’). I am polite and correct their pronunciation (‘‘sah-gah’’) as I am proud of the word and its history. This is usually followed by, ‘‘What is a ‘‘sah-gah?’’ My response is that there are several definitions — a common one from 1857 deems a ‘‘Saga’’ as ‘‘a long, convoluted story.’’ The second one that we prefer is ‘‘an ongoing adventure.’’ That’s what we are. Next they ask, ‘‘What do you do there?’’ (pause, pause). I, too, pause, as by saying my title doesn’t really tell what I do or what Saga does. In essence, I tell them that I am in charge of the wellness of the Company and overseer and polisher of the multiple brands of radio stations that we have. Then comes the question, ‘‘Radio stations are brands?’’ ‘‘Yes,’’ I respond. ‘‘A consistent allusion can become a brand. Each and every one of our radio stations has a created personality that requires ongoing care. That is one of the things that differentiates us from other radio companies.’’ We really care about the identity, ambiance, and mission of each and every station that belongs to Saga. We have radio stations that have been on the air for close to 100 years and we have radio stations that have been created just months ago.

When working with the media, advocates should ‘shape’ their story to incorporate social themes rather than solely focusing on individual accountability. “Develop a story that personalizes the injustice and then provide a clear picture of who is benefiting from the condition.” (Wallack et al., 1999) Merely stating that there is a problem provides no ‘call to action’ for the public. Therefore, advocates should identify a specific solution that would allow communities to take control of the issue. Sexual violence is a public health concern of social injustices. Effective Media Campaigns Local, regional or statewide campaigns can provide a forum for prevention, outreach and raising awareness to create social change. This toolkit will enhance advocates’ abilities to utilize the media for campaigns and other events. Campaigns can include: public service announcements (PSAs), awareness events (Take Back the Night; The Clothesline Project), media interviews, coordinated events at area schools or college campuses, position papers, etc.

Project Overview The Real World Foundation/Asthma Free School Zone CB3-Con Edison project plan aims to provide air quality improvements and related educational services to residents in the Manhattan Community Board 3 area. This year our project is focusing on three areas of activity: 1.) Lesson Plan Development Lesson Plans: During the grant period, AFSZ developed lesson plans focused on asthma and air quality for kindergarten through 12th grade. The lesson plans integrate content and skills from multiple subject areas, including math, science, English Language Arts, social studies, visual art, and health. The lessons are matched to NYC DOE standards within content areas; high school lessons are matched with Regents curricula for the sciences. Tekel, hereby submit my support for Mr. John Pavlica, Jr.'s Motion to Dismiss the Commission's Report and Order, as adopted October 10, 2002, which currently allows the preliminary use of In-Band, On-Channel (IBOC) digital audio broadcasting (also known by the marketing name "HD Radio") on the AM and FM radio bands. For over a decade, various attempts have been made at designing and implementing an IBOC system for the U.S. radio airwaves, but these attempts have been unsuccessful due to numerous flaws, and iBiquity's current IBOC system is no different. As currently designed and authorized, IBOC is an inherently flawed system that has the potential to cause great harm to the viability, effectiveness, and long-term success of existing analog AM and FM radio broadcasting services. IBOC is a proprietary system Currently, there is only one proponent of an IBOC system whose design has been submitted, studied, and approved -- that of iBiquity Digital Corporation (iBiquity). This is an unprecedented case of the use of a proprietary broadcasting system. Virtually all other enhancements to broadcasting services that have been introduced over the years have been borne out of competition between the designs of various proponents: AM Stereo, FM Stereo, color television, multi-channel television sound, and most recently, High Definition television (HDTV).
