WARGAMES The earliest wargames (e�g�, chaturanga [chess, around AD 280–550] and wei-hai [Go, around the third or fourth century BC]) were recreational, enabling sim- plified forms of operational thinking� In the wake of the French Revolution, as well as the institutionalization and modernization of armies in the seventeenth and eighteenth centuries, militaries needed simulation-based thinking that emulated the forms, factors, and functions of battles and campaigns, with critical nodes and decision points� This led to sophisticated wargames that simulated military forces, variable topography, and even maritime combat using tabletop frameworks� The Prussians developed the most systematic methodology in the Kriegsspiel (wargame), allowing them to test their battle plans as well as educate their armed forces�2 At the close of the nineteenth century, wargames became a global phenom- enon as the Russians, Japanese, French, British, and Americans assimilated this practice into military planning�3 In 1905, German chief of the Great General Staff Alfred von Schlieffen conducted a broad-ranging wargame that tested his plan for a decisive attack of France by way of Belgium�4 After World War I, the Germans conducted an investigation into their defeat, concluding that wargames must include political processes to simulate better the strategic environment in which armies function� On that basis, Germany began pioneering national wargames in which civilians (e�g�, politicians, diplomats, and journalists) partici- pated for the first time� The Wargame Branch of the German military conducted the first political-military (pol-mil) game in 1929�5 German chancellor Adolf Hitler ended Germany’s pol-mil games, seeing them as an unnecessary intellectual exercise that failed to incorporate such vari- ables as ideology and intuition� Nevertheless, the Wehrmacht (unified armed forces of Nazi Germany from 1935 to 1946) continued to refine Germany’s use of wargames, including a simulation of the invasion of Poland, the occupation of the Soviet Union, and an Allied invasion of Normandy� Almost all major countries involved in World War II conducted strategic and operational wargames�6 Indeed, similarly to other military and technological development, World War II was the catalyst behind wargames’ leap forward� As Joseph Wolfe has stated, “Modern business gaming came about through the merging of developments in wargames, operations research, computer technology, and education theory�”7 Richard D� Duke has argued that “World War II spawned at least five develop- ments which have been woven into the fabric of gaming: computers, operations research, the mathematical theory of games, simulation, and the early business games�”8 After World War II and as the Cold War progressed, wargame development accelerated in the United States, especially after the RAND Corporation began https://digital-commons.usnwc.edu/nwc-review/vol72/iss2/6 2 with the participation of senior U�S� officials�9 This heralded a return to the clear separation between military wargames and political strategic games� Although not mutually exclu- sive, the former emphasized the use of military power and tended to focus on operations, while the latter focused on grand strategy, in which military force was one of many potential tools� There are examples from the business sector as well� The former Soviet Union conducted a hand-scored simulation dedicated to businesspeople in 1932, mainly for the purpose of training managers of the Ligovo typewriter factory, and Japan pioneered the field of simulation games dedicated to economic studies and busi- ness�10 The onset and subsequent disasters of World War II put an end to these business gaming experiments in both countries� Following World War II, interest quickly grew in the theory of organization, along with some developments in game theory and its application to decision- making�11 Therefore, it is not surprising that in 1957 the American Management Association developed and conducted one of the first business games—the Top Management Decision Simulation—followed by the Top Management Decision Game�12 In 1958, the Harvard Business Review published a paper assessing the relevance of wargames to the business world�13 The journal’s prominence meant that the practice received wide exposure, and business wargames gained addi- tional momentum throughout the 1960s� Universities, research institutes, and independent companies developed hundreds of games in fields such as manage- ment, business operations, finance, organizational theory, psychology, account- ing, and marketing� Through the mid-1980s, business games focused on strategic issues and matters relating to competitive intelligence, including the behavior of business players such as competitors and consumers, the evaluation of case studies and strategic responses, and the robustness of initial work plans�14 This revolution culminated in larger consulting firms, such as McKinsey & Company and Booz Allen Hamilton, incorporating gaming methodologies into their customer offerings�15 In recent decades, corporations have turned again to wargames, inspired by the following factors: • The benefits of games such as these are clear, even to industries long consid- ered too important to be influenced by games� The increasing availability of advanced computing power and information technologies also contributes to the success of business games� • Wargames are perceived as being grounded in the many approaches to Wargaming the Middle East: The Evolution of Simulated Battlefields from Chequerboards to Virtual Worlds and Instrumented Artificial Cities Janina Schupp Abstract Shortly after the end of a tank combat during the Gulf War, a team of US Army historians, scientists, and engineers flew to Iraq to gather detailed data of the battle. The collected information was used to create an exact virtual simulation of the combat for training. The mapping capability – offered by the resulting simulation game 73 Easting – to visualize the battlefield from any position and point in time revolutionized military exercises. With ongoing conflicts in the Middle East, these digital training cartographies are now linked to real bodies and vehicles through digital and mobile technologies during live training in artificially constructed villages. This chapter analyses this evolution and critically investigates the growing ‘gamification’ ensuing in these representations of Middle Eastern battlefields. Hollywood made wardialing popular with the 1983 movie, WarGames, in which a teenager searching for a videogame company ultimately uncovers a government nuclear war warning system [1]. Seventeen years after the mainstream was made aware of wardialing activity, the problem of unprotected dial-up systems still exists in the majority of corporations. The act of wardialing is extremely simple – a host computer dials a given range of telephone numbers using a modem. Every telephone number that answers with a modem and successfully connects to the host is stored in a log. At the conclusion of the scan, the log is reviewed and the phone numbers are individually dialed with a computer. The user then attempts to identify the systems, and, depending on the goals of the wardial, attempts system access.

Al di là della scarsa fantasia mostrata nella traduzione, non si può certo negare che tanto i “giochi” quanto la “guerra” siano i due elementi centrali attorno ai quali ruota l‟intera vicenda narrata nella pellicola. Il film, nonostante la sua scorrevolezza, è generalmente corretto nel presentare elementi di carattere tecnico e militare – se si eccettua qualche piccolo errore1 – e fornisce validi spunti degni di approfondimento. L‟intento di questo breve saggio consiste nell‟evidenziare alcuni aspetti che si pongono in relazione diretta con la realtà strategica della Guerra fredda, vista soprattutto dal lato statunitense. A questo verranno aggiunte anche alcune osservazioni su caratteristiche emergenti, che solo oggi hanno acquisito il vigore e la visibilità che negli anni ‟80 erano ancora in massima parte ipotetici, ma relativamente alle quali la pellicola fornisce già qualche intuizione. Ma al di là e – oserei dire – al di sopra di tutto questo, l‟elemento probabilmente più interessante consiste nella logica del paradosso che permea il film, e che di per se stessa costituisce il tassello fondante del confronto nucleare dell‟epoca bipolare. Il paradosso è stato presentato, in via più generale, come una caratteristica chiave sottesa ad una corretta concezione strategica2, e tale enfasi diviene ancora più evidente in un contesto quale quello atomico. Un ottimo pregio di “WarGames” è il cogliere questo spirito, e proprio in omaggio a tale virtù, non sottrarremo l‟applicazione della medesima logica al film stesso, ottenendone così spesso un ribaltamento di prospettiva che forse può essere utile per fare un po‟ di luce nel contesto strategico-militare di quel periodo.

Simulation technology and tools can be applied directly to the war against terrorism, but custom solutions for this mission do not yet exist. A simulation of terrorism must address each of the components of a terrorist network – the command nucleus, field cell, group communications, national host, sympathizers, and support assets. Together these components create a network that enables a small group to conduct guerilla warfare against any target in the world. Simulating our response to these components will require more than traditional interactive or analytical simulations. An appropriate simulation must represent the assets and missions of 1) the surgical application of military special forces - to include helicopter insertion and support, infantry operations in an urban environment, and search and rescue teams; 2) intelligence collection against urban and guerilla forces - particularly focused on communications and human intelligence and moving target surveillance; 3) political actions to decrease the ability of an organization to operate in specific countries; 4) legal actions against non-governmental sympathizers that support terrorists; 5) financial and economic sanctions targeted at assets belonging to terrorists and at national that host them; and 6) the cultural influences on potential recruits and supports of terrorists. These activities cover a very broad spectrum and it is probably not feasible to include all of them in a single simulation system.

The U.S. Department of Defense (DoD) has been the primary proponent of war game design since the 1950s. Yet, commercial game designers produced many of the ideas shaping the design of military simulations, both before and after the advent of computer-based games. By the 1980s, the seeds of a deeper collaboration among military, commercial designers, the entertainment industry, and academic researchers in the development of high-end computer simulations for military training had been planted. They built “distributed interactive simulations” (DIS) such as SIMNET that created virtual theaters of war by linking participants interacting with distributed software or hardware simulators in real time. The simulators themselves presented synthetic environments—virtual worlds—by utilizing advances in computer graphics and virtual reality research. With the rapid development of DIS technology during the 1990s, content and compelling story development became increasingly important. The necessity of realistic scenarios and backstory in military simulations led designers to build databases of historical, geographic and physical data, reconsider the role of synthetic agents in their simulations and consult with game design and entertainment talents for the latest word on narrative and performance. Even when this has not been the intention of their designers and sponsors, military simulations have been deeply embedded in commercial forms of entertainment, for example, by providing content and technology deployed in computer and video games.

Our expectations of the future shape that future. Those who concern themselves with the future of warfare develop their expectations in many ways, from the study of history to the building of complex mathematical models, to the integration of both these approaches using the medium of wargaming. Without question war games shape those expectations, hence they help shape the future. Ever more powerful computers appear to promise ever better war games. Yet is the Emperor really wearing clothes? Or to use a more contemporary expression, isn't the validity of "garbage in garbage out" independent of computing power? Will war games lead or mislead us in the future? As several historians have observed, "I know of no guide to the future but the past." For almost 200 years modern war games have been providing life saving insights and fatal mirages. If these different outcomes were random there would little use in studying that history. However, as the Caffrey Cycle illustrates, history provides the raw material for anticipating cause and effect.

I was sitting in my hideout watching cartoons when the news bulletin broke in on my video feed, announcing that James Halliday had died during the night. I’d heard of Halliday, of course. Everyone had. He was the videogame designer responsible for creating the OASIS, a massively multiplayer online game that had gradually evolved into the globally networked virtual reality most of humanity now used on a daily basis. The unprecedented success of the OASIS had made Halliday one of the wealthiest people in the world. At first, I couldn’t understand why the media was making such a big deal of the billionaire’s death. After all, the people of Planet Earth had other concerns. The ongoing energy crisis. Catastrophic climate change. Widespread famine, poverty, and disease. Half a dozen wars. You know: “dogs and cats living together … mass hysteria!” Normally, the newsfeeds didn’t interrupt everyone’s interactive sitcoms and soap operas unless something really major had happened. Like the outbreak of some new killer virus, or another major city vanishing in a mushroom cloud. Big stuff like that. As famous as he was, Halliday’s death should have warranted only a brief segment on the evening news, so the unwashed masses could shake their heads in envy when the newscasters announced the obscenely large amount of money that would be doled out to the rich man’s heirs. 2 But that was the rub.

Where I have consulted the work of others, this is always clearly stated. Signed: Date: 2 Abstract This thesis investigates, and contributes to, the use of wargaming in cyber security education. Wargaming has a rich history of pedagogic use, but little work exists that addresses the critically important subject of cyber security. Cyber security is a global problem that frequently makes news headlines, yet the field is dogged with a reputation as a domain only for technologists, when in fact cyber security requires a whole gamut of approaches to be properly understood. The thesis is broadly divided into three parts. The first part is a comprehensive literature review of wargaming scholarship, analysing the benefits and drawbacks of wargaming, and some of the justifications for why a tabletop boardgame may be more effective than a game enhanced by technology. Following on from this, the thesis provides an outline of current work in cyber wargaming by analysing existing games, evaluating their contributions as educational tools, and identifying successful game mechanics and components. The second part of the thesis outlines the design process of an original wargame created for cyber security education and awareness training. The analysis outlines what the game design intends to achieve in terms of pedagogical outcomes and how the design evolved through the development process.
