    Employment Land Review Update – April 2011 Wyre Forest District Council Executive Summary In order to assist the preparation of the Local Development Framework, and the site specific Development Plan Documents that are currently being prepared; the Council has updated its Employment Land Review, which was last produced in 2007-2008. This study provides an update on the existing situation with regard to planning for employment land and economic development within the District, following the adoption of the Council’s Core Strategy. It also includes and updated review of the policy context identifying key drivers at national, regional and local level, specifically the publication of PPS4, which post dates the original study. The key rationale behind the update is to ensure that a refreshed look at the sites is undertaken prior to the allocation of land through the Development Plan process, taking into account the slight shift in policy. There have been a number of changes regarding a few of the sites since the first Employment Land Review was undertaken. However, a large number of the sites that were analysed in the previous review still retained the same recommendations. This study is not split into three stages like the previous Review; instead the document is as one, with the second stage of the review not being re-assessed. This is because the second stage of the previous review was primarily based around need for new floorspace and forecasting; given the long time frame in which forecasting is done, taking into account economic cycles, it was considered inappropriate to revisit this exercise so soon after it had been completed.

There was a discussion concerning local matters of concern, including the theft of the defibrillator from the telephone kiosk in Trimpley Lane at the Shatterford junction. Public Open Forum – No matters were raised. Clerk advised she had been made aware of problems the public had in joining last month and so the “waiting room” was regularly checked during the meeting. It was noted that members of the public would need to identify themselves on joining. 2. Apologies For Absence: None from Parish Councillors. Apologies received from Dist. Cllr. P Harrison and C. Cllr. Hardiman. 3. DECLARATIONS OF INTEREST: Cllr Mrs. C. Gammond and Cllr. J. Gammond declared interests, being members of the Village Hall committee. Cllr. Grainger declared an interest in any item concerning Riddings Brook, and if bus stop providers were to be discussed. Cllr Mr. C. Jordan declared a non-pecuniary interest in planning application 19/0754. 4. The consultation relates to development located outside the District boundary and actually located within the Wychavon District, at Hartlebury Trading Estate which is located approximately 7 km to the south-east of Kidderminster; 4 km to the west of Stourport; and, 2.5 km to the south west of Rushock village (the nearest settlement of note within the Wyre Forest administrative boundary). Whilst the application site lies within the Wychavon District, it is the County Council’s responsibility for determining the application, in its role as the Waste Planning Authority. 104 Agenda Item No. 8 3.2 The site is located within the eastern “arm” of Hartlebury Trading Estate which, whilst entirely located within the West Midlands Green Belt, is identified as a major developed site and designated as protected existing employment land within the adopted Wychavon District Local Plan (June 2006).
