    NEWCASTLE-UNDER-LYME AND STOKE-ON-TRENT CORE SPATIAL STRATEGY EXAMINATION DOCUMENT CCD4 Response to Planning Inspector’s Question (ICD4) (a) Clarification as to the relationship between demolitions and the housing targets in the CS. What do the ‘net’ and ‘gross’ figures include? 1. Strategic housing development targets (net additional dwellings 2006 – 2026) are currently set out in the seventh row of the table at paragraph 5.25 of the Core Spatial Strategy. These are derived from the West Midlands Regional Spatial Strategy Preferred Option (RSS/002 – Policy CF3, Table 1). They are ‘net’ figures and represent the increase in housing stock over the plan period excluding allowance for demolition replacements and changes as a result of conversions / changes of use. ‘Gross’ figures comprise the ‘net’ figure plus a notional allowance for replacement of demolished dwellings over the plan period. (b) Do the Councils’ figures for completions include or exclude demolition replacements? 2. In respect of Stoke-on-Trent, the completion figure for 2006/07, shown in the first row of the published table at paragraph 5.25 of the Core Spatial Strategy is a ‘net’ figure. Thus allowance is made for demolitions, conversions and changes of use within that year. In Stoke-on-Trent this means 850 completions (gross) less 219 demolitions less 15 changes of use out of housing. 3. In respect of Newcastle-under-Lyme the completion figure for 2006/07, shown in the first row of the published table at paragraph 5.25 of the Core Spatial Strategy is a ‘gross’ figure. The net additional dwellings are calculated by deducting the number of demolitions from the gross completion figures.

    Housing Strategy 2005 - 2010 Foreword The Council has produced a comprehensive Housing Strategy for 2005 to 2010, setting out our priorities for the next 5 years. Members and senior managers at the Borough Council recognise that providing the residents of the Borough with a choice of good quality housing is vital. This is intrinsically linked to the Council's commitment to ensuring that areas of low demand are tackled through the Renew North Staffordshire Housing Market Renewal Pathfinder. As the Renew programme continues to evolve over the coming 12-18 months, the actions and priorities timetabled within this Strategy may be subject to change. The Council will continue to ensure that residents are able to influence the Strategy through effective consultation. This Strategy sets out the strategic delivery of housing services and ensures that all housing aspects are a fundamental part of the Community Strategy and Corporate Plan. The Strategy has been developed in line with national and regional priorities set out within the Communities Plan and the West Midlands Regional Housing Strategy, 'Putting Our House in Order'. Through our continued support of partnership working the Council is working with key partners in the North Staffs Housing Alliance to develop a Sub-Regional Housing Strategy. The Council is keen to ensure that locally and regionally the needs of the areas outside of the Pathfinder Intervention Area are recognised and addressed. Within the Borough this includes mixed urban areas and a signif- icant rural area. The Council is therefore pleased that this Strategy is able to address the issues arising within the Housing Market Renewal Programme and key issues within our rural and wider urban mixed areas.

The Sneyd Papers were at Keele Hall after the Second World War, when they were purchased by Mr Raymond Richards, of Gawswcrth, from Cci« Balph Sneyd (1863-1949), the family’ s last direct descendant. After adding the rescued papers to his collection Mr Richards placed the bulk of it in the John Rylands Library, on deposit. The University of Keele (then the University College of North Staffordshire) purchased most of the collection in 1957 and the Sneyd Papers therefore returned to Keele, where they are now housed in the University Library. From the time of the Civil War the accumulation lias had its ups and downs and damage in terms of actual losses (particularly in the map department) accounts for a noticeable imbalance. Over- the years fa irly extensive disturbance has resulted in fragmentation of the archive and the number of items listed in isolation is consequently high.

    Joint Local Plan Preferred Options Consultation Housing Technical Paper – December 2017 This paper sets out the technical evidence to support the information on housing development that is presented in the Joint Local Plan Preferred Options Consultation document. 1.0 Housing Requirement 1.1 The National Planning Policy Framework (NPPF) states that Local Authorities should ‘use their evidence base to ensure that their Local Plan meets the full, objectively assessed needs (OAN) for market and affordable housing in the housing market area, as far as is consistent with the policies set out in this Framework, including identifying key sites which are critical to the delivery of the housing strategy over the plan period;’ The NPPF (para 14) also states, for plan-making, that Local Authorities should positively seek opportunities to meet the development needs of their area. 1.2 The Strategic Options Consultation document set out four growth options that were being considered for the Joint Local Plan to deliver, as follows: Table 1 - Strategic Options Growth Options Growth Description: New Houses New Houses Option: Required Each Required 2013- Year: 33: Carry forward the existing levels A of growth set out in the Core 855 17,100 Spatial Strategy Support our natural population B 1,084 21,680 growth Supporting our economic growth C 1,390 27,800 (OAN) Maximising our economic D 1,814 36,280 potential 1 1.3 It was stated in the Strategic Options Consultation document that Options A and B were unlikely to be compliant with national policy1.
