Dear Pierce County Voter -

It’s here! We have a new election system!

The Pierce County Auditor’s Offi ce has been setting aside funds in its election system replacement account, carefully nurturing it for the past fi ve years. This spring, we were able to purchase state-of-the-art equipment, software, licensing and installation. Over 100 people attended our March open house. It was a pleasure to demonstrate Clear Ballot's effi ciency to the county, transparency to the public, and accessibility to all voters.

Pierce County will use the Clear Ballot system for the fi rst time in this August 1 Primary Election.

To say that we’re excited is an understatement. The introduction of Clear Ballot will add even more integrity and transparency to Pierce County’s outstanding reputation for reliability. While very little will change for you, the voter, the difference will be signifi cant in the central count process. Counting votes will be signifi cantly more effi cient. And, we’ll have world class audit accountability.

Civic engagement

There are many ways to measure the civic health of a community. To name a few: Voter registration rates, ballot returns, volunteerism, engagement in rallies, and open discussion of political affairs.

During May, Pierce County citizens displayed a signifi cant amount of engagement when 292 individuals fi led for elected offi ce. While a few offi ces went uncontested, the majority will have vigorous debates and real choices for voters.

I’d like to remind you of what you’ll see on your August ballot . . .

Your ballot in the Primary and General Elections

In State, we operate a Top-2 Primary system. The purpose of the Primary Election is to identify the two candidates with the most votes and move them along to November’s General Election for a fi nal contest.

Another Washington State law that is often forgotten? In nonpartisan races (think town and city councils, fi re commissioners, etc.), candidates will only appear on the Primary ballot when there are three or more candidates in the race. If only one or two people fi led for an offi ce, no Primary is held. They’ll appear on the November General Election instead.

After a year-long search and selection process, the Pierce County Auditor’s Offi ce has pur- chased a new election system.

This represents Pierce County’s fi rst major investment in a new tabulation system in over 20 years. The purchase was fully funded through an election replacement account authorized by the Pierce County Council.

The Clear Ballot, ClearVote system has three components:

ClearCount - performs ballot scanning and tabulation and is the hallmark of the new system. ClearCount moves Pierce County into digital scan technology.

ClearDesign – is the ballot de- sign software, and will change the look of the ballot. Voters will no longer “connect the arrow.” Instead, voters will fi ll in an oval, which is more familiar to the general population, easier to mark, and similar to tests taken in public schools.

ClearAccess - is a modern acces- sible ballot-marking device that will be available for voters living with disabilities, who seek assis- tance at Pierce County’s Voting Centers.

Explanatory Statement

The DuPont Fire Department (DFD) provides Basic Life Support (BLS) services; it has no Paramedics. Advanced Life Support (ALS) utilizes Paramedics to perform medical interventions greater than BLS: prehospital airway management; cardiac care; administering intravenous medication; and treatment diagnostics allowing hospitals to activate specialty treatment teams. ALS service in DuPont is provided by a private company with no contract or arrangement with the City and is not required to respond to calls in DuPont.

This proposition creates a source of funding for DFD to provide ALS services. If approved by voters, the regular property tax levy would increase to $1.52 per $1,000 assessed value and eliminate the existing $0.50 per $1,000 EMS Levy. This makes a net cost increase of $1.02 per $1,000. The levy would be in effect for six years. If not passed, DuPont will not have dedicated ALS, but current service levels would be maintained.

The revenue would fund the hiring of Paramedics, increase DFD response size from three to fi ve people, and provide funds for program support like training and physician oversight. Residents of DuPont will not pay out-of-pocket expens- es regardless of insurance status or coverage for necessary treatment or ambulance transport.

Explanatory Statement Voters in the Town of Wilkeson have supported Emergency Medical Services (EMS) by authorizing previous 6-year prop- erty tax levies used exclusively to fund EMS. The current EMS will expire on December 31, 2017. Rather than renewal of a 6-year EMS levy, the proposed measure will renew the levy as a permanent levy.

Renewal of the EMS levy will provide funding needed for the Town to fund an emergency medical care and services program. Revenue from the levy is used for services, personnel, training of personnel, equipment, supplies, vehicles and facilities.

Great strides could be made over the next six years, improving access for those with limited resources. Children need opportunities to engage in outdoor activities, from simply swinging on a swing, running in the grass, to engaging in organized outdoor activities. It is what helps make Tacoma a special place to live, and is something that we can all be proud of together. I intend to represent you well, and ensure that our park system continues to serve all our citizens at the highest possible level.

With beginnings as a parks foundation leader, I fostered many strong public-private partnerships. Partnerships that are creating the Eastside Community Center, which provides opportunities for some of our most deserving children. Looking to the future, I am eagerly anticipating the completion of projects promised in the Metro Parks 2014 Capital Bond; a new Pacifi c Seas Aquarium. A new waterfront park next to Point Ruston. Wilson Way linking Point Defi ance to the waterfront, and various smaller but equally important projects enhancing our beautiful park system. We are growing and we must work together to strengthen and enhance our park system for generations to come. I would be honored to serve you again. Thank you for your support.
