Unless otherwise stated, all deliverables should be submitted to the BBC Music Production Coordinator on agreed dates. On Commission a) If applicable, BBC Music will discuss a delivery route with you, Publish date and promotional plan (Please note that making a programme for iPlayer is as if you were making a programme for TV with a few exceptions outlined in this document) b) BBC Music will provide you with a UiD (programme number) for the programme. It will look like this: ABCD123E/01 (Please note /01 reflects the first version of the programme, should you need to edit the programme please always contact BBC Music Production Coordinator to discuss if a new version number is required. The UID should go on the clock, tape label and on all post production paperwork.) c) BBC Music will create a BBC programme page for the episode(s) and schedule in the exclusive upload.

Pre-Publish Date Delivery (at least three weeks prior to delivery date) 1 – Billings Form Fill in the Billings Form and send it to the BBC Music Production Coordinator on agree date. Usually 3 weeks prior to Publish Date. Template in Box.

Please Note: the three different lengths of description are never shown together, so each variation should contain all pertinent information. 2 – Programme promotional stills / iPlayer holding image You must supply at least two high res publicity images/stills to represent the programme/content, one of which will be used as the holding image on iPlayer. clearly with no special effects or additional graphics or typography. Please send holding images to the BBC Music Production Coordinator.

Programme stills accompany and promote your programme on iPlayer and publicise the programme in print, online, on air and across the BBC’s services. Try to think creatively about what image will inspire the iPlayer user to click and watch your programme. The image should be representative of the contents within the programme.

Photographs should be fully cleared of copyright and artists' restrictions including associated moral rights for non-commercial publicity use. Archive stills or artwork photography should be cleared for non-commercial publicity without restriction. All photographs involving children and young people should be accompanied with evidence of written consent from their parent or guardian. Copyright and clearance information on the Publicity Stills must be recorded in the PasC form (see section below).

The BBC may also commission its own photography subject to agreement with the BBC Executive Producer. Copyright in these images will be retained by the BBC.

NB: You will be expected to keep copies of all images as the BBC may not be able to retain them indefinitely. To be delivered on Agreed Date (approx. 1 week prior to delivery date) 3. Viewing Copy for Commissioning Editor You will be required to deliver a viewing copy to the Commissioning Editor on an agreed date prior to delivery. The Commissioning Editor will view the programme and come back to you with any changes that need making. If necessary, a second viewing copy may be asked for before the programme is cleared for final delivery and compliance.

Please send to Commissioning Editor and BBC Music Production Coordinator via Vimeo or Box. 4. Music Track List All programmes in iPlayer which heavily feature music will be asked to supply a track listing so that the programme can be linked through to BBC Music Playlister. Please supply details of all significant pieces of music within the programme. Template available to download in the Box folder.

On Delivery Date

The Main Delivery date and time will be agreed with the Commissioning Editor and included in your contract.

PLEASE NOTE: IPLAYER DO NOT REQUIRE TX FORMS 5. The Programme There are 2 routes to deliver your programme to the BBC – both outlined below. The BBC Music Production Coordinator will discuss the best delivery option for your production. ROUTE 1: Media Services Team (MST), Publish date -3 days If delivery of the final programme is 2 days ahead of Publish Date (TX), please deliver to the MST. Main Programme Delivery should be made via the BBC’s MST (Media Services Team) under the new DPP industry standard for file delivery - AS-11. Your post production facility will need to be ‘on-boarded’ with the BBC in order for you to deliver the final file successfully. Please speak with the BBC Music Production Coordinator who can arrange this for you.

The delivery should include all elements outlined in this section, with files clearly named and including the programme UID.

Programme UID / File Name

The File Name must be the programme UID (Unique Identification number) in the format ‘ABCD123E_01.mxf’ Productions must not edit their UID. If a new version of the programme needs to be delivered, please request a new UID.

ROUTE 2: Video Factory, Publish date -2 days If delivery of the final programme is likely to be Publish -2 days, then you will need to deliver directly to iPlayer (Video Factory). The file is an .mxf file (without accompanying certificates as per AS-11). Here is the CODEC:

1. Editor will need to request access to Video Factory Media Shuttle by emailing [email protected] – they will create a login for you. Please state that you are producing a programme for BBC Music. Please check in advance that it works in browser – access is via: https://videofactorydelivery.mediashuttle.com/memberLogin?logout#downloadPlugin (You will upload your final file to this Media Shuttle) 2. Once approved by BBC Music Commissioner, please upload the final file to Video Factory (save file as ABCD123E#01-H.mxf (after exporting as a .mov file – rename) The number in red is an example of a UiD – please use yours.

Opening, Closing & Credits Programmes must follow the BBC Music branding guidelines which can be found in the Box folder. BBC Music iPlayer exclusives must include a BBC Music Sting at the top of the programme. Stings are available to download from the Box folder. Independent productions may insert a logo and a single credit on the final slide that reads: “A [indie name] Production for BBC Music”. Examples of this layout are provided in Box. The final slide may also state © [indie name] [year]. A limited number of credits can be given on the programme website upon request. This would usually be for the Producer and Director only. These listings stay available after the programme expires from iPlayer and is internet searchable.

6. Archive Copy (only applicable if delivering direct to Video Factory) If you are delivering directly to Video Factory, you will need to provide an additional file for archiving purposes. Filenames should be human-readable/meaningful to allow for efficient archiving and retrieval, following this format: Published Date(YYYYMMDD)_ UID(where available)_Brand/Series_PublishedTitle’

7. Low-res viewing copy – for subtitling and BBC Previews A low-res viewing copy is required for our records, and to enable compliance, of the final completed programme. The viewing copy must be an exact clone of the broadcast programme, and responsibility for guaranteeing that lies with the Production Company. The viewing copy will be used as source material by the BBC’s subtitling unit. In order them to do this, the viewing copy must have BITC (burnt-in-time-code). The same viewing copy may also be used for the BBC Previews service which allows UK Press organisations to view your programme ahead of transmission for the purposes of media coverage and reviews.

8. Compliance Form You must supply a completed pro-forma Compliance Form and return it with your programme. We cannot release a programme to iPlayer without a compliance form, even if the programme contains no contentious issues.

You must report any contentious issue on the form, giving timecode of each instance. The form must be signed off by the Executive Producer of the programme and the BBC Commissioning Editor before the programme can go live. Please flag any contentious issues as early as possible in case re-edits are required.

9. Highlights Clip We may ask you to supply a short highlights clip to use on BBC programme pages or internally. The clip should be no longer than 2 mins long and pull out one or more highlights from the programme to entice users to view the full episode.

These will usually be clips of around 30 secs that pick out key moments, and sell the programme to the viewer. They should include references to the main programme, so that the viewer knows there’s more to be found on BBC iPlayer (but note, YouTube-style annotations are not possible on these platforms). File format is below, but please ensure action takes place in the centre of the 16x9 frame, as some platforms will crop to 1x1 aspect ratio.

11. Programme website supporting content (if requested) Programme websites (often referred to as Programme Pages) create a lasting online presence for all BBC programmes. All programmes have one and they will stay online forever. They will automatically contain the billing information and images that you BBC Music iPlayer Delivery Guide – Indies – January 2016 7

delivered as part of the pre-Publish Date deliverables. You may be asked to provide some additional content to enhance your programme pages. Additional content could include:  Related links to other websites which provide background details on aspects of the programme  Galleries of extra images from the programme  Extra footage (such as behind the scenes) or highlight clips  Articles such as interviews with contributors and talent  We can provide one ‘pink link’ on programme pages which would be live whilst the programme is available on iPlayer. This could link to other BBC website content.

You are welcome to discuss any of these items or further ideas for content as well as any general advice on aspects of your programme website.

12. Split Audio (if requested) We may request an additional version of the final file with split audio as this will enable the creation of trail material for use across BBC Radio, both as promotion for the programme itself and as part of any future marketing campaigns for BBC Music. If this is required, further advice will be given.

Post-Publish Date Delivery (to be delivered within 2 weeks of publish date) 13. Music Reporting Form You must complete a pro-forma Music Reporting Form and return within two weeks of Publish Date. Template in Box.

The BBC negotiates agreements with the music copyright collecting societies so that music can be broadcast. In return, the BBC is legally required to report to the societies the details of all music used.

If your programme contains music which is completely exclusive to iPlayer (.e. not AV content recently recorded in BBC studios and previously broadcast on radio), you must provide a music report using the Music Reporting form template.

Note that:

 All music and all commercial recordings of speech and commercial sound effects must be reported, no matter how short the duration. This includes music in promotions/promos, background, live or locally recorded, music picked up on location

e.g. crowds singing in the street - even Presenters humming two bars of 'Happy Birthday'.  Nil returns are also required for programmes to confirm that no music has been used.  The music usage information must be reported within 14 days of transmission.

14. Programme as Completed Form (PasC) You must deliver a completed pro-forma PasC Form within two weeks of Publish Date. Template in Box.

The purpose of the Programme as Completed (PasC) Form is to record all information about the content, music and contributors in a programme that is needed to repeat the programme at any time in future. It should include information of any residual payments required (as pre-approved by the BBC) but NOT personal or financial information.

It is essential that the PasC records details of any and all restrictions on use of the programme (for example any restrictions on clip use in any contributor contract - as pre- approved by the BBC).

 List of contributors and how they have been contracted (e.g. PACT, MU, Release form etc.)

 Video content sourced from elsewhere (e.g. BBC Archive, BBC Studio content). If several shots are used from the same source, log the item once and then list the relevant timecodes as a shot list.

 Stills or any other copyrighted content (reference each file name for Publicity Stills and the time codes for any stills used within the programme)

 Anything else that has been provided by another party - paid for or free of charge (e.g. Graphics package)

This must be submitted within two weeks after transmission, or earlier if all data is available.

PLEASE NOTE: The Data Protection Act requires that NO contributor personal/financial information should be noted on the PasC. If you need to supply this type information for the payment of Residuals, then this should be logged separately with Business Affairs via a Schedule of Residuals form so that it can be held on the confidential archived production file.

15. Schedule of Residuals (if applicable) The Schedule of Residual needs to be filled in where you are using contributors that haven’t been contracted on All Rights contracts and this has been pre-agreed with the Business Affairs team. You would be advised on completing this at the time of contracting.

Other Information 1. Technical Review Files delivered to the BBC for broadcast must meet the DPP Technical Standards. Under the new DPP guidance for file delivery producers must take reasonable steps to ensure programmes do not encounter any issues and provide the following reports with the file. 2. Clone Policy All productions must retain an exact clone of the delivered master for their own records, this clone may need to be obtained/referred to in the event of an issue prior to transmission. The 'Editorially Responsible Person' for the production, as nominated in the Editorial Specification, must be aware of the exact location of the clone copy pre-transmission in case the master file goes missing or is damaged during delivery.

3. Rights and Clearances Your production agreement with the BBC requires you to clear clips for public service rights as defined in the agreement.  Commercial Music from the transmission which has been cleared under the BBC's music blanket agreements, can be used on bbc.co.uk and on the BBC's YouTube channel with no additional clearance. You may use BBC Music Copyright's online automated clearance system "FastClear" to clear your music as long as you provide the necessary music reporting information as set out in General Term 6 of your production agreement. . https://ssl.bbc.co.uk/musicautoclearindies . brief title of the footage including a date i.e. Space Ibiza, August 2004. The full credit details can be added to the end credits if required.

4. Editorial Values Training Independent production companies and freelance content producers are advised to attend the BBC Editorial Values two hour face-to face course: Welcome to the BBC – Editorial Values. This replaces the previous Safeguarding Trust online training course. It is not mandatory but is highly recommended to all those making content for the BBC and is free of charge to independent production companies and freelancers. The BBC Academy has also created interactive online modules (between 15 - 30 minutes in length) to help users apply the BBC Editorial Guidelines to BBC content. These modules are not mandatory but are highly recommended for all individuals making content for the BBC.
