Background to Natural England 1.1 Natural England is the government’s advisor on the natural environment. We provide practical advice, grounded in science, on how best to safeguard England’s natural wealth for the benefit of everyone. 1.2 We want to work with suppliers who can support us in achieving our objectives. Instructions to Tenderers 2.1 All information contained in this document is confidential and should only be passed to individuals within your organisation on a need to know basis. Under no circumstances should this document be disclosed to a third party without the prior written consent of Natural England. 2.2 Natural England accepts no responsibility whatsoever for any costs incurred in completing this tender and any subsequent supplier involvement in the tender process. 2.3 The award of this contract will be made to one or more suppliers on the basis of the most economically advantageous tender. The decision will be based solely on the contents of your tender submission and Natural England’s assessment of this against the criteria listed in section 5. 3.0 Site Visit 3.1 Appointments for a site visit can be made by contacting Andrew Hinde, Colt Park Barn, Chapel-le-Dale, LA6 3JF. Tender Timetable 4.1 Issue ITT 3rd September,2012 Submission of Questions 21st September 2012 by 8am* Submission of Tenders 28th September 2012 by 8am Contract Award 12th October, 2012 Work to be completed no later than 31st January 2013 *Please note that all questions and answers will be shared with suppliers who have registered an interest in bidding but the supplier who asked the question will not be disclosed. 4.2 The above timetable may be subject to change and any changes will be notified to bidders as soon as is practicable. 5. Contract Award Criteria 5.1 Natural England has determined evaluation criteria and an evaluation model in order to establish which proposal delivers the overall best value for money, balancing cost and quality to determine the most economically advantageous tender. 5.2 In terms of the split between cost and quality for this tender it will be 50:50. 5.3 The information received in your tender submission will be evaluated against the following contract award criteria. Criteria Weighting Commercial / Cost 50% Commercial Information Pass / Fail Proposed methodology and quality 20% assurance Supplier Competence (references 15% required) Project / contract management 5% Sustainability 5% Health and Safety Pass/Fail CDM 5% Site Visit Undertaken with NE staff Pass / Fail As part of your tender submission you need to supply answers to the questions in the following sections to enable us to assess the criteria mentioned above. 6.0 Cost. Please complete the pricing table in Appendix 3. Please confirm any assumptions you have made as part of your proposal. 7.0 Commercial. Failure to provide the information in your tender submission may lead to your tender being disqualified. 7.1 Please confirm your acceptance of the terms and conditions included in this Invitation To Tender which are included as Appendix 2a and 2b. 7.2 Please confirm that your prices will remain fixed for a minimum of 6 months from the start of the contract. 7.3 Please confirm the name of your organisation. 7.4 Please provide your Registered Office Address. 7.5 Please provide your Company or Charity registration number. 7.6 Please provide your VAT registration number. 7.7 Where applicable please provide the name of the ultimate parent company. 7.8 Please confirm what type of company you are e.g. PLC, Limited company, LLP, sole trader, other(please specify). 7.9 Please provide the following contact details: # Contact name; # e-mail address; # telephone number. 7.10 Please confirm whether: a)Your organisation is bidding to provide the services required itself; b)Your organisation is bidding in the role of prime Contractor and intends to use third parties to provide some services; or c)Whether the potential provider is a consortium. 7.11 Please confirm whether you have or, if awarded this contract, will put in place the relevant insurance as identified in the T & Cs: # Employers’ liability insurance (does not apply to sole traders); #Public Liability Insurance; #Professional Liability / Indemnity. 7.12 Has your company or any of its Directors and Executive Officers been the subject of criminal or civil court action (including for bankruptcy or insolvency) for which the outcome was a judgement against them? 7.13 Is your company or any of its Directors or Executive Officers the subject of ongoing or pending criminal or civil court action? 7.14 Do you consider your organisation to be a small or medium sized enterprise? 7.15 Are you are a member of building trade organisation or a craftsman’s guild? 8.0 Methodology. Weighting 20%. Total number of points available: 30. 8.1 Please explain the methodology that you propose to use to deliver the project. Points: 20 8.2 Please confirm what quality assurance processes you have in place. Points: 5 8.3 Please explain what steps you will take to ensure your equipment and the site are kept secure whilst work is being undertaken. Points: 5 9.0 Supplier Competence. Weighting 15%. Total Number of Points available: 30. 9.1 Please provide 2 examples of undertaking similar work. Points: 20 9.2 Please provide 2 references for completing similar work. Please provide named individuals and provide their e-mail addresses. It is your responsibility to check that are available to provide a reference. Points 10 10.0 Contract Management / Risk Management / Reporting. Weighting 5%. Total Number of Points Available:30. 10.1 Within your tender submission please confirm how you will meet the contract / risk management / reporting requirements identified in the specification e.g. contract support, progress meetings etc. Points: 5 10.2 As part of your tender submission please complete the following table detailing what you believe to be the greatest risks to the successful implementation of this contract. Points: 15 11.0 Sustainability. Weighting 4%. Total Number of points available:30. 11.1 Natural England is committed to incorporating sustainability at the heart of its procurement to contribute in meeting its Strategic Direction targets and ensuring we spend taxpayer’s money efficiently and sustainably. 11.2 What steps would you take to minimize your carbon in relation to delivering this contract? Points: 15 11.3 Please explain what steps you will take to ensure that you can meet the requirements of the Governments Timber Policy. Please refer to Appendix 6. Points: 15 12.0 Health and Safety (H &S). Pass or Fail. Minimum score of 40 out of maximum of 50 points. 12.1 Natural England needs to be assured of the health and safety of its Contractor’s employees. Please supply sufficient information to provide this assurance by answering the following questions. Natural England will need to see that the responses to questions 12.2 to 12.6 are commensurate with the considerations identified in 12.1. 12.2 Please provide a clear and structured proposal to demonstrate your intended approach to Health and Safety on this project and how you ensure the requirements of health and safety legislation are met. Points: 15 12.3 Please provide a risk assessment you have completed for a similar size of project. Points: 10 12.4 What steps will you take to ensure that employees delivering services under this contract would know your Health & Safety Policy or where to refer to it?
