Selectboard’s Report

Dear Pittston residents,

The year has been a sad one for our town. We have lost many beloved residents. The cover to this annual town report recognizes the many ways our loved ones helped make our community a better place to live. The many services they offered to local committees and organizations was invaluable and they will be missed by all of us.

The town has received a Federal Emergency Management Agency (FEMA) grant of $18,236 to help finance the cost of damages associated with the October 29, 2017, wind storm. The Board thanks Deb MacInnes, secretary to the Select Board, Jason Farris, former fire chief and Sam Snow, road commissioner, for gathering the information so vital to winning the federal grant.

The Parker Road culvert work was postponed until the summer of 2019 because the Army Corps of Engineers needs to approve permits for the project.

We are continuing to develop a plan for the tax-acquired property on Old Cedar Grove Road, formerly Bill Williams’ gravel pit. An advisory committee of volunteers already has been formed to help with this project. We welcome anyone else who would like to join in this effort.

The board is pleased and excited to report that the town is in the process of acquiring Bodge Sand Island, which is part of the gravel pit property on Old Cedar Grove Road and that will give residents access to the Kennebec River.

The Select Board would like to thank all of the taxpayers, municipal employees and volunteers who help make Pittston a special place to live, and we look forward to the New Year with confidence and optimism for our future.

Effective March 16, 2019, Chairperson Roger Linton will retire to enjoy life. We all thank Roger for his dedicated service to the town of Pittston over many years and wish him the best in his retirement.

Dear Citizens of Maine:

For the past eight years as your Governor, my priority has been to make Maine prosperous. I am proud to say that my administration has had some success, but there is more that can be done.

Mainers experienced strong, record-setting economic growth in 2018, setting so many new records: a record-high number of employers; a record-high number of private-sector jobs; record-high revenues for the state; record-low unemployment; and the fastest net-earnings growth in New England. Our poverty rate declined to the lowest since 2005 with the fewest number of children in poverty in 17 years. Maine’s future is the brightest it has been in decades: there’s more new businesses, more money in your paycheck, and better opportunities for our children. And that’s what it’s all about: the future of our state.

We have brought stability to state finances and implemented pro-business, pro-growth policies across state government. The incoming administration is taking on a state government that is vastly improved—both structurally and financially—from the one I inherited. Therefore, I have suggested to the new administration that now is the time to cut taxes by an additional 20 percent.

My administration lowered taxes by 20 percent for more than half-a-million Mainers. Cutting taxes for our families has proven to be an excellent policy decision. Despite this cut, we are seeing higher revenue in almost every tax category—sales and use tax, individual income tax, and corporate income tax. We must always remember that the revenue we receive in taxes is due to the hard work of Maine’s people. Democrats stated they want to use surplus money to fully fund revenue sharing at 5 percent, rather than the 2 percent the towns have received for the past 6 years. However, there is no guarantee your local government will cut your property taxes by one penny—never mind dollar-for-dollar—if revenue sharing is increased.

The people of Maine and the municipal balance sheets would be better off if the state cut income taxes and allowed municipalities to collect property taxes or service fees from non-profits to supplement the local property taxes. Everyone should contribute to the operation of local community governments.

I encourage you to pay attention to what happens in your municipality and in Augusta. So many good people have worked much too hard to achieve our current prosperity. We must avoid letting politicians drive Maine’s finances and its economy back into the ground. I promise you that I will be watching Sincerely,

Dear Friends:

It was the highest honor of my life to take the oath of office to become Maine’s 75th governor. Over the next four years, I will do everything in my power to make Maine the safe, beautiful, prosperous state we all want for our children and grandchildren.

That is why on my first day in office I directed the Maine Department of Health and Human Services to implement expansion as quickly and efficiently as possible. My Administration will ensure that it is paid for sustainably; that the cost of health insurance is controlled; and that the cost of prescription drugs is reined in. In addition to creating a Director of Opiate Response to marshal the collective power and resources of state government to stem the tide of the opioid epidemic, we will make Narcan widely available, increase access to medication assisted treatment and recovery coaches, and expand drug courts.

We also need a healthy environment. My Administration will embrace clean energy; change our modes of transportation; weatherize homes and businesses; and reach a goal of 50 percent of our energy coming from Maine renewable resources. By reducing the impacts of climate change, we will create good- paying jobs, preserve our environment, and protect our state’s farming, fishing, and forestry industries.

We will also develop a world-class workforce starting with Pre-K for every 4-year-old in Maine and more post-high school options that result in a valued credential. Attracting talented young people to move here and make Maine their home will be top priorities of my Administration.

Maine communities, especially rural communities, are confronting a severe workforce shortage and an aging and declining population. It is time for bold, dynamic ideas that will change Maine for the better. That is why I, along with people ranging from small business owners, innovators and entrepreneurs, to economists and every day, hard-working Mainers, developed an economic plan designed to make it easier for small businesses to grow, for people to come and stay, and for Maine to thrive.

Dear Friends and Neighbors,

It is an honor and privilege to continue serving as your State Representative for House District 87. I’m proud of the progress we’ve made over the past 8 years and where we stand financially and promoting a culture of work rather than welfare. It’s my goal to work hard this session to ensure that we continue moving forward without raising our tax burden on Mainers as well as protecting our rights as citizens.

This session I’ve been appointed by Legislative Leadership to serve as the House Republican Lead on the Joint Standing Committee on Energy, Utilities and Technology. This committee focuses on a number of areas including energy policy, electric industry, telecommunications industry, telephone, Internet, broadband and cable television services, E-9-1-1, water and sewer utilities, Public Utilities Commission, Office of the Public Advocate, and much more.

Our energy and utility costs are impactful on all Mainers, including those on fixed incomes and our small businesses. I look forward to this opportunity will always work in the best interests of the rate payers.

Dear Friends, It is an honor to represent Maine in the . I am grateful for the trust the people of our state have placed in me and welcome this opportunity to share some key accomplishments from this past year. As Chairman of the Senate Aging Committee, I worked to help ensure the well-being of our seniors. The Senior$afe Act I authored became law last year and is empowering banks, credit unions, and other financial institutions to better protect seniors from financial fraud.

Following extensive committee investigations of prescription drug pricing, additional legislation I crafted became law, ending the egregious practice of pharmacy “gag clauses” that prevented pharmacists from informing patients on how to pay the lowest possible price.

This year, I was also successful in securing an extra $425 million for Alzheimer’s research—the largest funding increase ever—bringing the total to $2.34 billion. Additionally, the bipartisan BOLD Act I authored will create public health infrastructure to combat Alzheimer’s by promoting education, early diagnosis, and improved care management.

More than 40 million Americans—including 178,000 Mainers—are caregivers for parents, spouses, children, and other loved ones with disabilities or illnesses, such as Alzheimer’s. The RAISE Family Caregivers Act I authored was signed into law last year, giving caregivers more resources and training to better balance the full-time job of caregiving. Another law I wrote will help grandparents who are raising grandchildren, largely due to the opioid addiction crisis.

In addition to helping seniors, a major accomplishment over the past year is the increased federal investment in biomedical research that is leading to progress in the fight against numerous devastating diseases. Congress has boosted funding for the National Institutes of Health by $7 billion in just the last three years, bringing total funding to more than $39 billion.

One of my highest priorities as Chairman of the Transportation Appropriations Subcommittee is to improve our nation’s crumbling infrastructure and ensure that Maine’s needs are addressed. Since the Better Utilizing Investments to Leverage Development (BUILD) Transportation Grants program, formerly known as TIGER, was established in 2009, I have secured $160 million for vital transportation projects throughout Maine.

Congress also delivered a Farm Bill last year, which includes many important provisions that will help the agriculture industry in Maine and across the country. Specifically, I secured provisions that will strengthen support for young farmers, improve local farm-to-market efforts, and increase funding for organic research.

Congress took decisive action to address the opioid addiction epidemic. In addition to appropriating $8.5 billion in federal funding last year, Congress enacted the SUPPORT for Patients and Communities Act, a comprehensive package that embraces the multipronged approach I have long advocated for this epidemic: prevention, treatment, recovery, and enforcement to stop drug trafficking.

Maine plays a key role in ensuring a strong national defense. In 2018, Congress provided funding for five ships to be built at Bath Iron Works, which will help to keep our nation safe and provide our skilled shipbuilders a steady job. I also secured more than $162 million for infrastructure projects at Portsmouth Naval Shipyard to support their important work to overhaul Navy submarines.

A Maine value that always guides me is our unsurpassed work ethic. In December 2018, I cast my 6,834th consecutive vote, continuing my record of never missing a roll-call vote since my Senate service began in 1997. Dear Friends,

I hope this message finds you well. I am honored to represent you and your family and am grateful for the chance to offer both an update from Congress and my thoughts on the year ahead.

In Maine, we care less about political parties than about getting the job done. That’s why I’m happy to report several recent victories I had reaching across the aisle to address issues important to our state.

Signed into law after months of deadlock, the 2018 Farm Bill contained several provisions I introduced. We were able to boost local food investment and organic research programs that are important to the Maine farmers driving a resurgence in our agricultural economy. The bill also created a pilot program to help doctors write prescriptions and offer vouchers to patients who need to change their diet but can’t afford fresh food. Finally, the legislation included several steps I introduced to reduce food waste, a national problem that is not only costly to the environment and economy, but a missed opportunity to help millions of Americans who don’t have enough to eat.

At the end of 2018, the President signed into law legislative language I introduced to assist veterans who had been blindsided by debt with the Department of Veterans Affairs. After hearing from several veterans who did not receive mailings about their debt until it was too late to take action, I introduced a bill to require the VA to improve its notification system. The final legislation requires that veterans have the option of getting electronic notifications and that the VA report on the underlying issues.

And on the House Appropriations Committee, I worked to protect programs that our state relies on, such as small business grants, rural broadband investment, effective responses to the opioid epidemic, shipbuilding at Bath Iron Works, and more.

As a new Congress gets underway, I will keep working with Republicans to make progress on key issues like these. But with Democrats now in the majority, I look forward to having an open debate on problems that have been ignored for too long. This includes the gun violence plaguing our nation, the dangers climate change presents to our country, crushing student loan debt, the influence of big money in politics, and the need for all Americans to access affordable health care and prescriptions.

In Washington and Maine, my offices stand ready to answer your questions, listen to feedback, and assist with federal issues and agencies. My hard-working staff helps many hundreds of constituents every year and I welcome the chance to serve you.

Dear Friends,

As I travel Maine, I hear from people who live in every corner of our state. I hear about their achievements, their successes, their work to improve their communities – I hear about the hope they have for our state. I also hear about our challenges, and all the work we have left to do. As I see it, that’s my job: to listen to you, act where I can to build on what’s good, and work on the tough parts. As 2018 comes to a close, I wanted to take a moment to share an update on some of the work we’re doing in Washington to lift up the accomplishments of Maine people and make progress on the challenges they face.

From Portland to Presque Isle, from Milo to Camden, I hear about the pain that the opioid epidemic is inflicting on Maine communities. I’ve met with Maine people in recovery, family members of those struggling with substance use disorders, treatment providers, and law enforcement officials to learn about their experiences with this terrible disease, and everyone agrees that in order to fully respond to these problems, we need a stronger federal effort to end the opioid epidemic. Fortunately, some help is on the way – in October, we overwhelmingly passed a sweeping, bipartisan opioids bill. I’ve pushed hard for this type of legislation and was proud to have provisions I’ve advocated for included in the bill. These priorities have been guided by the voices of Maine people, and we’ll keep working to confront this tragic problem.

I’ve also worked to strengthen the future of our forest economy. Maine’s forests have powered our state’s economy for generations, especially in our rural communities. So, when rapid shifts in the market led to the closure of many pulp and paper mills and biomass power plants, it required a collaborative approach to support future growth in this important industry. That’s why, together with the other members of the state’s Congressional delegation, I pushed to establish the Economic Development Assessment Team (EDAT). This integrated, multi-agency effort aims to foster innovation and commercialization in Maine’s forest economy, and we’re already seeing the benefits: in recent months, several forest industry businesses have announced significant investments into Maine operations, and in September 2018, the Forest Opportunity Roadmap (FOR)/Maine released an action plan to make sure this industry, and the rural communities it supports, can continue to thrive for generations to come.

As I close this letter, please allow me to express my gratitude to each of you – for your dedication to our state, and to one another. It’s often said that Maine is like a big small town (with very long streets) — that’s because at our heart, we’re one big community. It’s not only a pleasure to serve you – it’s a pleasure to know you. Thank you for being the reason Maine is so special. Dear Friends and Residents of Pittston,

Thank you for the opportunity to serve again as your State Senator. I am honored and humbled to be your voice in the , and I promise to continue working hard on your behalf.

The legislative session is shaping up to be a busy one in Augusta. I have been appointed to serve as Senate Chair of the Legislature’s Labor and Housing Committee and to serve as a member of the Legislature’s Judiciary Committee. Over the last two years I’ve come to learn more fully that committees give legislators the opportunity to hear from and work with the public on the laws that shape our lives. As I have dedicated my career to issues of economic development and civil rights, I am particularly excited to have the opportunity to serve on these two vital committees.

Whenever I talk with people from our area, I hear concerns about rising property taxes because of the State’s failure to pay its fair share back to the towns and cities. I have submitted a bill to bring back fairness to Maine’s revenue sharing and reduce the burden on local property owners. While I have submitted bills covering a wide variety of topics, this revenue sharing bill will be one of my top legislative priorities. Our communities can’t survive with the status quo any longer.

I am also reaching out to Republican, Democratic and Independent colleagues to cosponsor important initiatives including broadband and school-based health centers. I am excited to work as I have always done – building bipartisan coalitions to get things done. I know that people may not always agree, but we should always be willing to listen to and learn from each other.

The Kennebec County Sheriff’s Office is pleased to make the following report regarding the services we provided to the people of Kennebec County in 2018. These services include the Law Enforcement Division, Corrections’ Services, Civil Process and Transport Division. We provided many regional assets to our communities including Drug Investigations, K-9, Dive Team, Sex Offender Registry, Veterans Advocacy, and Accident Reconstruction.

In 2018 Deputy Sheriffs serving in the Law Enforcement Division both in full-time and part-time capacity logged thousands calls for service. As a result deputies made 682 arrests, issued 759 traffic summonses, and responded to 628 motor vehicle accidents. Deputy Sheriffs also responded to 407 alarms, 161 domestic disturbances, and assisted other agencies 746 times. Deputies and Detectives made 80 drug seizures, 26 of which most were opiate related.

Sergeant Jacob Pierce resigned his position as a patrol sergeant and will be working with the Oakland Police Department. His professionalism will be missed at Kennebec.

Deputy Aaron Moody resigned his position within the patrol division, taking a position with the U.S. Secret Service.

Deputies Ivano Stefanizzi, Devon Polizzotti and Keith Madore were hired to fill those open positions within the patrol division. We welcome them and their families to the Sheriff’s Office family.

Our Civil Process deputies serve legal documents on behalf of attorneys, the courts, citizens, local and state government, landlords and other entities. In 2018, the four civil deputies received over 9,031 requests for service in Kennebec County.

Danny Boivin a retired Augusta Police Sergeant, filled the vacant Civil Deputy positon and has made a great addition to the civil team.

In 2018, our Correctional Facility managed 2,744 inmates, 211 less than 2017. The offenses committed by defendants included everything from Burglaries to Homicides. Substance abuse and the proper treatment of citizens with mental illness continue to be two primary concerns.

Our correctional facility has also been helping out our fellow counties that have had serious overcrowding issues. Overcrowding can create an unsafe working environment for the corrections officers as well as the inmates.

The CARA Program (Criminogenic Addiction Recovery Academy) continues and we have added two weeks to the program. The last two weeks of the program involve the participants working at area businesses. Upon their release, the participants have steady employment and a brighter future. Our program not only benefits Kennebec County inmates, it benefits all 16 counties who have individuals who meet the criteria.

Qualifying inmates at the Kennebec County Correctional Facility are asked to work and earn time off their sentences if applicable. Inmates who are considered to be a risk to the community work inside the facility cleaning and cooking, while others are supervised by our programs officers on outside projects.

The outside work crews have partnered with local municipalities providing snow removal to those individuals who are elderly or have disabilities. Programs Officer Gagnon and Matthews and their work crews raised 16,847 pounds of produce and gleaned 4,930 pounds of produce for the inmate kitchen, area food pantries, churches, homeless shelters, schools and elder programs in 2018.

We are committed to providing innovative programs to reduce crimes, assist victims, and to provide enhanced public safety. We acknowledge the ever-growing opiate addiction problem nationwide and have committed to partnerships at the Federal, State and Local levels to combat this problem. Our approach is aggressive enforcement, education, treatment and recovery for those afflicted with this horrible addiction.

Highway fatalities and serious injuries continue to soar as a result of individuals using electronic devices when operating a motor vehicle. Please do not be a statistic or make others a statistic because of carelessness.

As your Sheriff, in 2019 my focus will remain on my staff, risk management and professional services to the residents of Kennebec County.

Town Clerk’s Report

Town Meeting is Saturday, March 16th at 9:45am at the Pittston-Randolph Consolidated Elementary School to vote on budget articles. It is very important that everyone votes on how they want their money spent. There are several vacancies on boards for committee members. We have 4 openings on the Budget Committee 1 opening on the East Pittston Water District, (must be a water district customer), 1 opening for Personnel Board, 3 openings for Planning Board, and 1 opening for Selectboard, Overseer of the Poor, Assessor. If you choose to write in a name please make sure to mark the box next to their name or it cannot be counted. And please only write in a name of someone that is interested or available to serve. Absentee ballots are available now. As with all elections, the last day for absentee voting is two (2) business days prior to the election unless there are special circumstances. Therefore the last day to vote absentee for the Municipal Election will be on Wednesday, March 13.

Just a friendly reminder, if you have not licensed your dog yet there is now a $25.00 late fee. Dog licenses are due December 31st of each year, you have a one month grace period before the late fee goes on February 1st. The late fee is in addition to the dog license fee. Be sure to have the current rabies certificate and neutered or spayed certificate if applicable.

Our website is a good source to keep you informed with the latest information, you can also sign up for regular updates from the town by putting in your email address and first name. Go to (www. Pittstonmaine.org). There is also a link there to renew your vehicle/trailer registration and also a link to renew Snowmobile/ATV and Boat registrations. In 2016 we also set up a Town of Pittston Facebook page for another way to stay in tune to what is going on in Town.

We congratulate 24 couples that were married in 2018 and welcome 16 new bundles of joy. Sadly we will miss and remember the 40 loved ones that are no longer with us. All vital records are now done electronically. This takes a few extra minutes to upload the info and print one off if you are requesting any certified copies. Be sure to bring ID and proof of lineage if requesting certified copy of Death or Birth. When requesting a marriage license, be sure to allow yourself extra time as this process takes time to complete. All certified copies are $15.00 for the first copy and $6.00 for extras. The marriage license is $40.00.If a person has been married before, you must show divorce decree with the raised seal or death certificate, which ever applies.

It is with great sadness to announce that our 2 ladies that were presented the Boston Post Cane in 2017, Beatrice Adams and Vera Annenko have passed away. Beatrice passed away shortly after receiving the cane in May of 2017 and Vera passed away Dec of 2018. We are now looking for the next recipient to receive the Boston Post Cane, which is the oldest resident in the Town of Pittston.

As management of the Town of Pittston, Maine, we offer readers of the Town's financial statements this narrative overview and analysis of the financial activities of the Town for the fiscal year ended December 31, 2018. The Town’s financial performance is discussed and analyzed within the context of the accompanying financial statements and disclosures following this section.

Financial Highlights

. The Town’s assets exceeded liabilities by $2,962,684 as of December 31, 2018, compared to $2,916,591 as of December 31, 2017.

. The Town’s governmental funds General Fund Balance on a budgetary basis was $1,283,628 as of December 31, 2018, compared to $1,268,794 as of December 31, 2017.

Overview of the Financial Statements

The Management’s Discussion and Analysis introduces the Town’s basic financial statements. The basic financial statements include three components: (1) government-wide financial statements, (2) fund financial statements, and (3) notes to the financial statements. The Town also includes in this report supplemental information to the basic financial statements.

Government-wide Financial Statements

The government-wide financial statements include a Statement of Net Position and a Statement of Activities. These statements provide information about the activities of the Town as a whole and present both a long-term and short-term view of the Town's finances. Financial reporting at this level is similar to the accounting used by most private-sector companies.

The Statement of Net Position includes all assets and liabilities, with the difference reported as net position. Over time, increases or decreases in the Town's net position is one indicator of whether its financial health is improving or deteriorating. Evaluation of the overall economic health requires other non-financial factors, such as changes in the Town's property tax base and the condition of the Town's roads, as well as many others.

The Statement of Activities reports the current year change in net position. This statement includes all of the current year's revenues and expenses regardless of when cash is received or paid.

The Statement of Net Position and the Statement of Activities is presented for:

 Governmental activities: Most of the Town's basic services are reported here, including the police, fire, general administration, streets, and ambulance. Sales taxes, franchise fees, fines, and state and federal grants finance most of these activities.

Fund Financial Statements

For governmental activities, these statements focus on how services were financed in the short term as well as what remains for future spending. Fund financial statements also report the Town's operations in more detail than the government-wide statements by providing information about the Town's most significant funds. The remaining statements provide financial information about activities for which the Town acts solely as a trustee or agent for the benefit of those outside of the government.

Financial Analysis of the Town's Funds - Fund Financial Statements

Our analysis of the Town’s major funds begins with the fund financial statements and provides detailed information about the most significant funds-not the Town as a whole. Some funds are required to be established by State law. However, many other funds are established to help control and manage money for particular purposes or to show the Town is meeting legal responsibilities for using certain taxes, grants, and other money.

 Governmental funds - All of the Town's basic services are reported in governmental funds, which focus on how money flows into and out of those funds and the balances left at year- end that are available for spending. These funds are reported using an accounting method called modified accrual accounting, which measures cash and all other financial assets that can readily be converted to cash. The governmental fund statements provide a detailed short- term view of the Town's general government operations and the basic services it provides. Governmental fund information helps you determine whether there are more or fewer financial resources that can be spent in the near future to finance the Town's programs. We describe the relationship, or differences, between governmental activities, reported in the Statement of Net Position and the Statement of Activities, and governmental funds in reconciliation at the bottom of the fund financial statements.

As of December 31, 2018, the Town of Pittston’s investment in net capital assets for its governmental activities amounted to $1,499,150 compared to $1,531,398 last year.

Long Term Liabilities

At year-end, the Town had $244,397 compared to $277,459 last year, in outstanding bonds. The outstanding bond is for the construction of the Village Fire Station.

Animal Control Officer: The majority of my ACO calls in 2018 were, again, regarding feral cats. Pittston has a very large population of stray/feral cats. I have managed to reduce several of those by live trapping and bringing them to the shelter, to be neutered, vaccinated and rid of parasites before being placed in the “Barn Buddy” program. While people think that feral cats lead a good life, especially for those that are fed by humans, they do not. Their lives are shorter than those cats with a real home. They are infested with ticks, fleas and a variety of internal parasites. The females end up having several litters a year, adding to the population and causing physical stress to the mother cat. The tom cats fight, causing injuries that become infected. Tom cats spray urine all over the place, marking their territory, which may include the neighbor’s garden or play yard! Stray/feral cats defecate wherever they want. Cats carry disease and parasites which can be transferred to humans, especially children, the elderly, those with immune problems and pregnant mothers to be. Cats are the number one carrier of rabies in domestic animals. Rabies is a fatal disease, there is no cure. It is a horrible, painful way to die. Please, if you want to keep your feral cats, there are organizations that will help you trap the cats, spay/neuter them, vaccinate, de- worm and treat them medically and then return them to you at no or minimal cost to the caretaker. You can contact me for further information. Dog licenses are due by the end of January. Please get your dogs licensed. All you need is an up to date rabies vaccination and the record of vaccination from the veterinarian who administered the vaccination. Several local fire departments have weekend Rabies Clinics with reduced fees for the rabies vaccination. Tractor Supply Company has weekly clinics that will give vaccinations, nail trimmings and other medical services by a licensed veterinarian for a reduced fee. As I mentioned above, rabies is a fatal disease. It is easily prevented by an injection from your veterinarian. Dogs and cats, by Maine state law, need to be vaccinated for rabies. There have been several reports of rabid animals, both wild and domestic, in Pittston and surrounding areas. Play it safe, get your animals, including livestock, vaccinated. All domestic animals need shelter by law. The Maine State Statutes will provide guidelines as to what the minimum shelter entails. A quick overview is: Livestock is allowed to have “natural shelter” which means trees or any other natural formation that blocks the wind, sun, rain and snow. Horses are not considered livestock when it comes to housing, so natural shelter is not allowed. Equines need a three sided structure, open to the south, with a water tight roof, dry floor and large enough to safely stand up with plenty of head room, lie down and move around. Dogs need a similar structure and have a minimum length of chain required if tied out. If you have any questions about the legality of your structure, please call me and I can inspect it for you. Budget Committee: Our first meeting after the March 2018 Town Meeting was on August 15, 2018, which was to be updated on the recycling costs and the contaminated well, this was an informational meeting for the budget committee members. Our first meeting of the Budget Committee was on November 28, 2018 to vote on the Budget Committee Chair and Secretary. Steven Costello was elected as the Budget Committee Chair and Cheryl Peaslee was elected as the Budget Committee Secretary. November 28, 2018 was our first informational meeting concerning the upcoming 2019 town budget. In December 2018, we met twice with the Affiliations and Charity Organizations for their proposed 2019 requests and we also met with the various Department Heads on their 2019 budget needs and requests. We met twice in January 2019 to finalize the warrants, which were completed with the January 17, 2019 meeting. I would like to extend my thanks to the members of the Budget Committee: Sam Snow, Larry Ireland, Hope Ricker, Cheryl Peaslee, Tim Lawrence, Lynette Eastman and Jane Hubert. Harbor Master: I did the following: Took and passed the Maine Criminal Justice Academy Course for Harbor Masters, completed the Maine Harbor Masters Training and Development Program, am a member in good standing of the Maine Harbor Master’s Association, attended Harbor Master Safety Preparedness workshop and Hurricane Preparedness Plan. Attended U.S. Coast Guard Marine Safety Course, assisted in setting moorings on the Kennebec River and the Eastern River, spent many hours monitoring speeding and drinking on the rivers from the shore and the water, and filed reports to the Federal Government and the State of Maine.

Local Health Officer – Alicia Collins: As the Local Health Officer I have unique knowledge about how to assist and protect Maine citizens and communities. Local Health Officers are “on the ground”, working along with public health nurses, other local health officers, environmental health officers and other professionals who share the common goal of improving and caring for the health of our communities.2018 was a quiet year with all cases resolved. There are many resources online for helping our community to be safe in 2019.Living in Pittston means that we have wells and we should be proactive at keeping our drinking water safe. Test your well water once a year for bacteria and nitrates and every 5 years for arsenic, fluoride, uranium, lead and manganese. If you have never tested your well water, we recommend doing a comprehensive or standard water test. Other times to test your well include: If you are expecting a baby, your water changes in smell, taste, and color, your well runs dry and comes back, when buying a new home, after installing a water treatment system or replacing parts of your treatment system and after any work is done on your well. Personnel Board: Greetings to the Citizens of Pittston; This year your Personnel Board members are Pat Philbrook, Jane Hubert, Tammy Usher, Andrea Sparrow and myself Jim Lothridge. We have had several issues to deal with this year: 1. Chief Jason Farris, our Fire Chief of more than 15 years, decided to take a step back and serve the Town of Pittston as a Fire Fighter. We cannot thank him enough for his great service to the town. We had two applicants

for the position and Josh Johnson was selected to be our new Fire Chief. Chief Johnson has many years with the Pittston Fire Department and will bring a depth of experience to his new job. 2. Sarah Perkins resigned as Tax Collector/Treasurer to pursue and develop her own business venture. The Personnel Board held interviews and recommended bringing back several candidates for a second interview. The Select Board decided to forgo a second round and hire Jessica Soucy as our Tax Collector/Treasurer. 3. Updates to the Animal Control Officer’s job description were requested by the Select Board and that revised job description was presented to the Select Board for their approval. We had hoped to institute an employee job review and survey but that was not completed. Our plan is to complete this next year. As always our goal is to continue improving the good working conditions and service level in our town office. Continuing this year, the Personnel Board will again be meeting quarterly (February, April, July and October).We will meet on the third Thursday of those months at 6:00 Piaf anyone has a personnel issue or concern that they would like to discuss with the Board prior to a regular scheduled meeting, please feel free to call any of the members listed below and we will schedule an earlier meeting. Pittston Code Enforcement & Plumbing Inspectors: The Town of Pittston CEO report for the year 2018 recorded a total of 38 building permits issued for the sum of $2,168.56.A total of 21 plumbing permits were issued for the sum of $4,300.00. The Town receives 75% of the plumbing permit money and the State of Maine receives 25%.

Pittston Fair Association: Happy New Year! Let’s start with this year’s fair season. Our fair was held July 26th through July 29th 2018. Thursday started with rain, followed by two days of hot and humid weather and Sunday was less humid and we had a beautiful day for our Strawberry Coronation. This year’s winners: Queen: Jordon Snell, Pittston, ME Princess: Lily Belanger, Pittston, ME, Blossom: Lexi Benner, West Gardiner, ME.

Not a whole lot of big projects for us this year. Made some small improvements in the pulling ring, new porch floor to the old Office was repaired; bleachers were fixed for the horse ring for our spectators and some odds and ends to the rest of the grounds. Same business as usual. We did purchase a Craftsman Mower so there would be two mowers on the grounds for mowing, it was a tremendous help. The Demolition Derby was new to us this year. We had a lot of willing drivers, great crowd and a safe event. Next year we are in hopes of a bigger and better turnout. Some of the focus this year was toward the agricultural piece of our fair. Some of the members made signs explaining our horse pulling events etc….along with the importance of using hand sanitizer after being around the animals and provided hand washing stations throughout the grounds as well. As members we tried to decide on trying something different with our hanging plants which we purchase. To cut down on cost, we did our own. A huge thank you goes to Jean Ambrose for the use of her greenhouse to keep them healthy and growing for our event. 40

This brings me to the dedication of our Fair Book. This year’s dedication was Dana Ambrose, who was a longtime resident of Pittston. Along with his wife, they spent many hours volunteering and was well known for judging the pies. There is already talk about some improvements and renovations that will be going on at the grounds for the 2019 season. We had another successful year renting out the Community and Exhibition Halls, one of our best years yet. June was very busy with graduation parties and come the weekend, we were busy with weddings. Our rentals start as early as the first week of April to mid-November, weather permitting. I must say we are so fortunate to have such a great group of people, volunteers and members as we do. We most definitely make a great team!!We could not put this fair on without you. The Pittston Fair Association meets on the first and third Thursday of every month starting the end of March. Pittston Literary & Historical Society: The spring and early summer of 2018 found us very busy preparing for our annual historical exhibit at the Pittston Fair and hosting monthly meetings at the Colburn School. While our group is rather small, we continue our research to make our exhibits meaningful and to gather and preserve Pittston history. Although rustic, the Colburn School is a convenient place for us to meet. Much time and effort was spent preparing for our project, the 100th Anniversary of the Armistices of WWI and our interpretation of how it affected the people of Pittston. The exhibit building consumed many hours of preparation. Windows needed re-puttying, priming and painting, the exterior wood finish needed scraping, priming and painting. While the appearance is much improved, more trim and siding work remains to be done. Once we decided what our exhibit was going to depict we embarked on a complete makeover of the interior. This involved repainting the entire interior and wallpapering the parlor area. We were able to borrow many furnishings from the 1914/1918 era to create a typical WWI era Pittston home. With much appreciated help from the Archive Room at the Gardiner Public Library we were able to create a display that included our WWI veterans, and highlighted many local war effort activities. We discovered that the local Patriotic Spirit was alive and well and extensively documented in the local newspapers. With our research material properly displayed and our typical 1914 Pittston home fully furnished we opened our doors with the lady of the house and her visiting neighbor (mannequins) clothed in period attire. It truly was like walking into Grandma’s kitchen and parlor. With well over 300 visitors, this was a very successful exhibit. Visitors were fascinated with our depiction of the rugged simplicity of life; no running water, no electricity and most food was home grown and prepared at home from scratch on wood burning cook stoves. The mayonnaise maker and the ice box were a big hit. We welcome any and all to join our group. Pittston Planning Board Annual Report 2018: The Planning Board had another busy year with an interesting variety of several new businesses and applications coming before the board. Moulton Subdivision on the Hunts Meadow Road, Ledgeway Farm soap making on the Stage Road, Babb Car Sales on Wiscasset Road, Revision Energy Solar Project on Holzinger property on South Beech Hill Road, Holmes Cannabis Wholesale, site TBD and Aubuchon Junk Yard on Jewett Road. Maine Municipal Association was contacted on several occasions for legal consultation and guidance with some of these applications. We also conducted a work session to finalize verbiage of the Business Ordinance. We would like to thank both Ernie Martin and Bruce Engert, our Code Enforcement Officers, who were very instrumental in advising us on appropriate ordinances and rules. Their years of expertise and experience continue to support our decisions, especially in complicated situations. We continue to have a fully staffed Planning Board of 5 full-time and 2 alternate members. Terry Shepherd is Vice-Chair of the board. Jim Lothridge, Dan Taggart and Jason Daugherty are full time members and Jane Hubert and Andrea Sparrow serve as alternate members. Many thanks to our administrative secretary, Debbie MacInnes! The Planning Board simply could not function without her assistance. Her many duties include but are not limited to: composing the meeting Agendas, recording the minutes and typing them for the next meeting, posting the meetings, hearings, and agendas, filing board documents, tracking the budget and opening the mail. She also assists the applicants with forms, paperwork, finding the list of abutters and any other information they may need to complete the application forms. She keeps us organized so that the board can run efficiently. Our meetings are now held the SECOND Thursday of every month and we welcome all to attend. We look forward to another productive year in 2019!

Pittston Prowlers Snowmobile Club Annual Report: Club membership remains steady. We have new faces and some new officers. We would like to extend our sincere thanks to departing officers Patrick Hinckley, Richard Fairfield Sr. and Frank Brown for their service and dedication to the Club. Newly elected President is Adam Whitehouse, Vice President is Josh Savard and Secretary is Moe McNally. Thank you for stepping up. Our new and continued members enable us to grow and improve. As always, a big thank you to the local landowners who allow the Club to have sections of the trail network on their property. Your support and cooperation are greatly appreciated! We have been fortunate to have had an increase in Club members participating in trail maintenance. Two new bridges were built this year. One in the Village and one off the Jewett Road. The big bridge in the Village had boards replaced. Brush and rock removal made a huge difference. There has been much positive feedback on the improvements. We now have a 2019 Bearcat we were able to purchase from a local business for trail grooming. This last storm brought the largest grooming group we have had to date. Compliments on this from community members are already coming in.

Riverside Cemetery Association: Riverside Cemetery Association would like to dedicate our 2018 report to William “Bill” Schacht, who passed away September 25, 2018.Bill was a member of the Association since he lost his 17 year old daughter in 1971.Over the years, Bill had helped in maintaining and adding to the beauty of the Arnold Road location. He was the president for the past 12 years where he helped to lead the running of the Arnold Road location and to add more plots for townspeople at the new Riverside Annex location. He will be greatly missed by the cemetery members, friends and family, who all appreciate the many years of service and hard work Bill did to make both locations something for Pittston to be proud of. This year 8 cremation lots were sold and 3 cremation burials were held at the Riverside Annex location. 2018 was a busy maintenance year for the Riverside Cemetery at both, the Arnold Road and Annex locations. The fence was straightened and a new flagpole was erected at the Arnold Road location. The solar light to illuminate the flag was replaced and donated by Wentworth “Wimpy” Goodwin. New signs were made and put up in both locations. We would like to thank Ellsworth Taylor, who helped hang them free of charge. At the Riverside Annex location, new drainage signs were made and hung. Also, the arch was painted to hang the new sign on. We would like to extend our sincere Thank You to Jared Nightingale for replacing the flag and the solar light at the Annex location.

Road Commissioner’s Report: It’s been a busy road season for the Town of Pittston. A number of roads had shoulder work done. Paving was done on almost 4 miles of roads, those roads being: Old Cedar Grove Road, Mast Road, Old County Road and part of Blind Hill Road. We hope to have an Army Corps of Engineers permit this summer so that the Parker Road culvert can be replaced. Pittston Recycling Report for 2018

Recycling in Pittston again had a very, very successful year! This was a year for change and growth. In 2017 we recycled 61 tons and in 2018 we recycled almost 73 tons! This represents a substantial increase in residential use of our recycling center. Here’s what we accomplished.

By recycling just 1 ton of paper you save 17 trees, almost 7000 gallons of water, 463 gallons of oil, 587 pounds of air pollution, 3 cubic yards of landfill space and 4,077 Kwh of energy* ! *source: Weyerhauser.

Using just the figures for mixed paper Pittston residents saved:

 338 trees  139,000 gallons of water  9200 gallons of oil  11,664 pounds of air pollution  60 cubic yards of landfill space and  81,010 Kwh of energy

In addition, by recycling 72.6 tons of materials, residents saved approximately $17,082 in disposal fees. (Based on $2/bag, average weight of 17 lbs./bag.)

Mid-year Pittston joined Lincoln County Recycling at a substantial savings over using a private company. Our proposed budget for 2019 is actually lower than 2018! We also added alkaline battery recycling (in the town office) and ran a very successful free swap event in June.

The future looks bright for recycling and the recycling committee is looking to add new ideas to our recycling program such as an old paint collection event with our neighboring communities.

Happy New Year from the Pittston 2019 Fire Department!

The Fire Dept. had another busy year, responding to approximately 120 emergencies and 72 training sessions. We are happy to report no significant injuries from any of our incidents or trainings.

The department is thrilled with the finished “L. Ireland Village Station” that was completed early last year. We are very satisfied and we owe a great thanks to the community for allowing us the opportunity build such a station. The station provides the ability to clean our apparatus indoors during the coldest of days without worry of damage from freezing temperatures and it also provides safe and comfortable room for training.

The members of Pittston Fire Department are dedicated to providing the best service to our community. They are always involved in continuing education and we have a few new members preparing to start basic fire training. We are always looking for new members to help serve our great community.

Fire prevention was a great success again this year at Pittston Consolidated School. We always look forward to seeing the kids take part in the fire prevention activities each year. There were approximately 240 participants in fire prevention this year with the addition of the Randolph students. The knowledge of fire safety retained by these children was incredible. Our members take great pride in teaching public safety and find it extremely rewarding to have such positive feedback from the school and students.

The department continues to have great success with the bottle/can donation bin we have located at the recycling yard here at the fire station. It has helped with the purchase of much needed equipment and will continue to do so as long as the public continues to donate. We thank all that have helped us through donations.

September 1st marked my first day as Fire Chief of Pittston. I would like to thank the town for allowing me the opportunity and for entrusting me with the position. I hope to continue to 45

provide an outstanding service for this community, to maintain the high standard set by Chief Farris. Jason Farris remains an incredible asset to this department and we thank Chief Farris for his dedication to the community and the mentorship he provided our organization during his 16 years as chief.

And, having a library in your community helps increase your property value. Businesses and people looking to relocate favor communities that have libraries. People can use the library for work and business related activities, from job searches to research for business. The library contributes to our prosperity. The fee for Pittston for 2019 will be $24,573.50, representing a $695.50 increase over last year. This fee was arrived at through a thorough process that created a formula that balances the needs of all of the communities that have a stake in the library. With a total operating budget of over $400,000, and a collection of books and information worth $1 million, we have access to immense value for a fraction of its worth.

The library is an important part of our communities’ educational system; its connection to MSAD 11 is very strong. Pittston School teachers bring large numbers of books to school from the library every year for the benefit of our kids. The children’s librarian at GPL visits schools, bringing new books, and reading to children. The after school program for middle schoolers provides a safe, educational place for youth to learn and socialize. The school librarians have immense support from GPL to make our schools better. Many of Pittston’s graduates have gone on to successful careers as adults who as youth had access to all that the library offered.

And it is not just about the kids. The library is an important part of our community, from the ability to use it for job and business research, to continuing our education and keeping our minds sharp, or being a valuable part of the community for events and information. Not to mention a warm, free place to go when the winters are long. Dawn Thistle in the Community Archives Room has been very helpful to the Pittston Historical Society, which meets there during the winter months. The library has been important to my family for years. It was helpful to me as a mom when my children were small. They were able to take home books and movies, they played with the puppet theater, and they were entertained by music and crafts events. Years ago, my grandmother went to the library for the fiction that she loved to read, and as she got older and her eyes changed she was able to take home large print books. Living alone, the library provided an added way for her to enjoy her golden years. You can see all of the benefits that the library offers to our community on the following page.

The Gardiner Public Library is something to be proud of and one of the best in Maine. It has been there for our community for generations and promises to enrich our lives into the future. I hope you will vote to support the library on March 16. And if you haven’t been there in a while, I encourage you to visit and take advantage of all that the library has to offer.

Gardiner Public Library

 A truly regional library that serves the municipalities of Gardiner, West Gardiner, Litchfield, Randolph, Farmingdale and Pittston with a population base of about 17,000.  With more than 61,000 visitors to the library last year, we are the anchor store to downtown.  The library circulates books, magazines, music on CD, books on CD, movies in Blu-ray or in DVD format.  The library belongs to a consortium of more than 90 libraries across the state and users may access the collection from any of these libraries with items requested coming to the GPL. This includes most public libraries, colleges and universities in Maine.  The library has just received a grant to purchase e-readers and e-titles so users may access online titles.  We have an agreement with Waterville Library so that you may walk into that library and access the collection.  We have laptops that you may borrow and use within the library.  We have computers available to the public so they may access health information, career guidance and keep in touch with families.  We offer a faxing service for a nominal fee.  We have a 24 hour free wireless network.  Staff is available for computer instruction. Please call for an appointment.  Users may also download e-books at home from our website with a valid library card.  Users have access to Hoopla, s site that allows free movie streaming and the ability to download music, books and graphic novels.  Our Community Archives Room has a professional librarian to help you research your local history and your genealogy.  Our archivist acts as a consultant to the Pittston Historical Society and the library hosts their winter meetings.  Work has been completed to restore our Community Archives Room so that there is better air quality and lighting for researchers. No tax dollars were used in this project.  Free access to ancestry.com within the library network.  We offer story hour and crafts hour during the year.  Information specialists (librarians) will show you how to access the statewide database called Marvel!  Staff manages 2 book discussion groups every month.  We offer free programs for adults and children.  The staff does book talks at many of our schools and we help classroom teachers augment their school library collection with books from the public library.  The staff is working with MSAD#11 to bring 30 students to the library every week. Staff would welcome students from outside the district as well.  The staff is also working on getting a library card to every student within the district.  The Gardiner Library Association, a non-profit organization that owns the 135-year-old building, has received almost $1million in grants to renovate the building.

SPIRIT OF AMERICA FOUNDATION AWARD

Greg Ellis

The Spirit of America Foundation Award for 2018 was awarded posthumously to Greg Ellis. Greg was not known as being a “quiet” man, but was a “quiet man’ when it came to deeds for his neighbors, helping those in need and bettering his town. Several people nominated Greg to receive the Spirit of America award for the work he did for so many others.Some of that work included cleaning headstones at the Riverside Cemetery, caring for people with health isues (although he had health problems of his own), power washing the foundation of the 1st Congregational Church of Pittston, plowing out a new neighbor’s yard on their “move in” day, fighting the black flies to supply fiddleheads and brook trout to those very appreciative of his efforts and even bringing roses to a surprised teacher at the Pittston School. For these reasons (and more), we think Greg Ellis was a great example of what the Spirit of America Foundation Award represents.

Article 27: Shall the following amendment to the Town of Pittston Ordinance Regarding Tax Acquired Property be enacted. Section 3.1 is amended to read as follows: “3.1 Sale or Transfer. In the event the Municipal Officers determine that the best interests of the Town will be served to offer for sale or for the transfer tax acquired property, the following procedures shall be followed: except that the Municipal Officers shall use the special sale process required by 36 M.R.S. § 943-C for qualifying homestead property if they chose to sell to anyone other than the former owner.”

Explanation: This new state statute became effective on Dec 13, 2018.In order for the Town to be in compliance we must adopt this amendment. The new special sale process applies only to real estate: (1) that, on the date the lien certificate was recorded, was owned by at least one person who was 65 years of age or older and occupied the property as a “homestead” as defined in 36 M.R.S. § 681(2) the Maine Resident Homestead Property Tax Exemption law; and (2) whose former owner(s) meet income and asset requirements stated in the new statute.

Article 28: To see if the Town will fix dates when the taxes shall be due and payable, and to see if the Town will fix a rate of interest to be charged on unpaid taxes after said date, and to allow the Tax Collector to collect prepayment of taxes prior to commitment pursuant to Title 35 M.R.S.A. § Section 36 (prepayment of taxes).

Article 35: To see if the Town will vote to increase the property tax levy limit of $340,699.00 established for the Town of Pittston by State law in the event that the Municipal Budget approved under the preceding articles will result in a tax commitment that is greater than that property tax levy limit.

Polls will be open on March 18, 2019 at the Pittston Town Office from 12:00 p.m. to 7:00 p.m. for the Municipal Elections.

The Registrar of Voters will hold office hours while the polls are open to correct any errors in, or changes in name or address on the voting list, to accept the registration of any person eligible to vote, and to accept new enrollments.

A person who is not a registered voter may not vote in any election.

The Town Clerk will begin opening absentee ballots at 2 p.m. on the day of the Municipal Election March 18, 2019.
