Mr. Burgess signed an instrument of gift for the papers on October 14, 1970. Literary rights in the writings of W. Randolph Burgess in this collection and in all other collections of papers donated to the Eisenhower Library were retained by Mr. Burgess until his death on September 16, 1978, and then passed to the public. Under terms of the instrument of gift, the following classes of items are withheld from research use:
1. Papers relating to the family and private business affairs of Mr. Burgess.
2. Papers relating to the family and private business affairs of others persons who have had correspondence with Mr. Burgess.
3. Papers relating to investigations of individuals or to appointments and personnel matters.
4. Papers containing statements made by or to the donor in confidence unless in the judgement of the Director of the Dwight D. Eisenhower Library the reason for the confidentiality no longer exists.
5. All other papers which contain information or statements that might be used to injure, harass, or damage any living person.
SCOPE AND CONTENT NOTE
Warren Randolph Burgess (1889-1978) was a prominent banker in New York City. In 1953, at the start of the Eisenhower administration, he was appointed deputy to the Secretary of the Treasury. In 1954 he became Undersecretary of the Treasury. In 1957 he was appointed U.S. Permanent Representative to NATO where he served until 1961. After the end of the Eisenhower administration Burgess was active in a number of private organizations that supported U.S. relations with Europe, particularly the Atlantic Treaty Association and the Atlantic Council.
The papers of W. Randolph Burgess consist largely of copies of public speeches he gave between 1951 and 1962. Most of the speeches pertain to monetary policy and U.S. involvement with NATO. The collection also contains electrostatic copies of letters exchanged between Burgess and Dwight D. Eisenhower. Most of the letters date from the years 1961 and 1962, after Eisenhower left office, and are of a routine social nature.
