Land Tax Returns 1781-1832 on Microfilm

Introduction to Land Tax Returns

Land Tax Assessment was established in 1692 and was levied on land with an annual value of more than 20 shillings.

It was first collected in 1693 and continued to be collected until 1963. Before 1780 Land Tax Assessments are rare but from then until 1832 duplicates of the Land Assessments had to be lodged with the Clerk of the Peace and are to be found in County Quarter Sessions records.

In 1798 the tax was fixed at 4 shillings in the pound and this was made as a permanent charge on the land. The landowners were given the choice of paying 15 years of tax in a lump sum and by 1815 one third of landowners had taken this option.

Worcestershire Land Tax Returns can give:

• Rental value of the owner’s property.

• Names of owners and copyholders.

• Names of occupiers.

• Names or description of property or estate.

• The amounts of tax levied.

• Those owners exonerated from paying the tax annually.

Land tax Returns classified at 260.2091 BA 4609 have not been microfilmed. These are Land Tax Assessments and related papers of the Middle and Lower Divisions of /Worcester Division dated 1798 – 1946.

How to use this Handlist

1. Find out which Hundred the parish you are looking for is in. This can be found in the green Worcestershire County Land Tax Assessment Volumes found in the Self-Service Area. All parishes and their hundreds are listed, together with dates of the surviving documents.

2. Check the years you require are available using the same volumes as in (1) above. There is no complete coverage of Land Tax Assessments and there are quite a few gaps.

Note down any reference number written against each of the years in which you are interested. If there is no reference number we do not have a return for that year.

3. Once you have located the years and Hundred you require, locate the film number(s) you need using section 1 of this handlist.

For example - if you require land tax assessments for for the year 1792 you will find in the Land Tax Placenames Index that Belbroughton is in the Hundred of Lower . For the year 1792 the ref 152 BA 823/6 is given. If you check section 2 of this handlist you will find that 1792 ref 152 BA 826/6 Lower Halfshire Hundred is on film no. 5.

4. The second section of the handlist contains the information given in section 1, arranged by hundred.

Introduction

History of Hearth Tax

Hearth Tax was levied from 1662–1689. The records mainly survive from 1662 – 1674. After 1674 the tax was collected by private tax collectors who paid a fixed fee to the government for the privilege and they did not have to submit their records. The Worcestershire microfilms run from 1662 – 1678.

The Hearth Tax was a tax of two shillings a year on each fireplace, hearth or stove. Those whose property was worth less than a rent of twenty shillings per year, and those who owned goods and chattels worth less than £10, were exempt as were charitable institutions such as hospitals and almshouses as well industrial hearths.

The tax was payable on Lady Day (25th March) and Michaelmas Day (29th September) and the returns were made to the Justices of the Peace by the village constables in the form of lists of householders liable to pay the tax with a statement of the numbers of hearths in each man’s property. Lists of those exempt should have been made but this was often ignored.

Worcestershire Hearth Tax Returns can give:

 details of taxpayers in various communities

 names of individual householders

 the number of hearths for which householders were charged

 the amount payable

 those householders that were exempt from paying

Limitations of Worcestershire Hearth Tax Returns

Because of the difficulties of illegibility, identification and dating, the hearth tax returns have only been catalogued by location. It is also impossible to give a date to many of the documents. Consequently only the inclusive dates 1662-78 have been given.

The original hearth tax returns for Worcestershire are held by The National Archives.

Using this Handlist

To locate the film you want you need to check the alphabetical place- names list in section 1 for the place in which you are interested. This will tell you which hearth tax film/films you require.

You need to check section 2 for the contents list of that film so that you know whereabouts on the film the place appears. Please bear in mind that a place-name can appear several times on the same film. It is important therefore to look through the whole of the contents list of the film rather than to stop at the first mention of the place.

Poll Tax on Microfilm

Introduction to Poll Tax Records

The Poll Tax was a tax levied per head of population.

It was first imposed in 1377 and was 1 groat per person (4p), with 'regular beggars' and children being exempt.

Levied again in 1379 and 1381, the charge was then graded socially.

After this last date only aliens were taxed per head until in 1513, when another general tax was raised.

The tax was not imposed again until 1641, 1660, 1666, 1677, 1694 and 1698 when anyone under 16 was exempt.

Although of limited use, as it was imposed so irregularly, the records often list not only the householder but family and servants as well.

The original documents, where these survived, are held at The National Archives.

We hold microfilmed copies of assessment and returns for Worcester City for 1377, 1381 and 1660. These copies were obtained from The National Archives.

We also hold photocopies of Harvington Hearth Tax and Poll Tax receipts for 1667-1681, Ref: 989.9:1538, BA 14721.

The only original record we hold is: Poll Tax "for the reduceing of Ireland" 1689. Ref: 850 Hartlebury, BA 10459\10(ii).
