MINUTE of MEETING of the LIVINGSTON NORTH LOCAL AREA COMMITTEE of COUNCIL held within CONFERENCE ROOM 1, GROUND FLOOR, WEST LOTHIAN CIVIC CENTRE, on 17 DECEMBER 2013.

2. MINUTE

The Committee approved the minute of its meeting held on 28 November 2013. The minute was then signed by the Chair.

3. STRATEGY FOR TACKLING UNDERAGE DRINKING: ALCOHOL DIVERSIONARY ACTIVITIES

The Committee considered a report (copies of which had been circulated) by the Head of Area Service presenting project proposals for utilisation of an underspend of £11,595 within the Livingston North area.

The report provided proposals for three new initiatives which would enable the development and delivery of additional youth provision in Livingston Station, Livingston Village and , where there was concern about increased instances of anti-social and risk taking behaviour amongst young people.

The project proposals and allocations were:-

x Livingston Station Drop In £5,728

x Livingston Village Streetwork £2,460

x Eliburn Streetwork £3,407

Full details of the funding proposal for each of the three project was attached as Appendix 1 to the report.

The Head of Area Services concluded that, despite the good range of youth provision in Livingston North, the Committee had identified the need to focus diversionary activities in three additional areas: Livingston DATA LABEL: Public 2

Station, Livingston Village and Eliburn. The project proposals outlined in the report aimed to identify and divert young people from participating in anti-social and risk taking behaviours. Through these new initiatives young people would engage in positive learning activities and would have the opportunity to become involved in shaping any future youth provision by their active involvement in the consultation processes as well as by taking part in youth committees.

It was recommended that members:

1. note the content of the report and note that these proposals would be implemented over a three month period, 3 January to 31 March 2014, when the funding ended.

2. note that the implementation of these proposals and the intended outcomes would be informed by the needs, interests and positive engagement of the young people targeted.

3. agree the proposals within the report.
