May 17, 2020 The Honorable Larry Hogan Governor of Maryland 100 State Circle Annapolis, Maryland 21401-1925 Dear Governor Hogan: We write on behalf of the Prince George’s County House and Senate Delegations. While we appreciate the hard work you and your Administration have done thus far, we write with grave concern about the status of coronavirus in Maryland, particularly in Prince George’s County, and your recently announced plans to reopen, which, in our view, are not justified by, data, facts or your own previously-stated metrics and roadmap to recovery. Furthermore, we are alarmed at your Administration’s silence and lack of response to urgent requests from Prince George’s County, the hardest hit jurisdiction in the State—these requests being made earnestly in an effort to protect Prince Georgians and save lives. In an April 30, 2020 letter, Prince George’s County Executive, Angela Alsobrooks, wrote your liaison, Steve Schuh, as follow-up from a discussion about the County’s needs, including increased hospital capacity, expanded testing, improved contact tracing, and increased supplies of personal protective equipment. If we are all “Maryland Strong” then we must be responsive, coordinated, and all must work together. Regarding hospital capacity, we appreciate your decision to re-open parts of Laurel Regional Hospital and providing 135 additional beds, but your Administration has not responded to requests for additional medical tents and critical care staffing needs in portions of the County urgently at need. When the State decided against opening a facility at the Prince George’s Sports and Learning Complex in Landover, the County was promised additional medical tents, however, the state reneged on its promise and the County never received a response. -

Early Development of Transportation 115 EARLY DEVELOPMENT OF TRANSPORTATION ON THE MONONGAHELA RIVER By W. Espy Albig* Although the traffic on the Monongahela River from Brownsville to the Ohio had advanced from the canoe of the Indian and the Kentucky boat of the emigrant of Revolu- tionary times, to a water borne traffic of no mean size in passengers and miscellaneous freight, and to more than a million bushels of coal annually before the Monongahela waterway was improved by the installation of locks and dams late in 1841, yet no records remain of the constantly increasing stream of commerce passing over this route be- tween the east and the west. Here and there remains a fragment from a traveller, a ship builder or a merchant giv- ing a glimpse of the river activity of the later years of the 18th century and the early ones of the 19th century. The Ohio Company early recognized the importance of this waterway, and in 1754 Captain Trent on his way to the forks of the Ohio by Nemacolin's and the Redstone trails, built "The Hangard" at the mouth of Redstone Creek. From April 17th, when he surrendered his works to the French and retreated in canoes up the Monongahela, this avenue became more and more important until the steam railways supplanted the slower traffic by water. The easy navigation of this stream led that man of keen insight, George Washington, into error, when, under date of May 27, 1754, he writes: "This morning Mr. Gist ar- rived from his place, where a detachment of fifty men (French) was seen yesterday. -

Natural Resources Article §5‐1201(d): “Wildlands” means limited areas of [State‐owned] land or water which have •Retained their wilderness character, although not necessarily completely natural and undisturbed, or •Have rare or vanishing species of plant or animal life, or • Similar features of interest worthy of preservation for use of present and future residents of the State. •This may include unique ecological, geological, scenic, and contemplative recreational areas on State lands. Why Protect Wildlands? •They are Maryland’s “Last Great Places” •They represent much of the richness & diversity of Maryland’s Natural Heritage •Once lost, they can not be replaced •In using and conserving our State’s natural resources, the one characteristic more essential than any other is foresight What is Permitted? • Activities which are consistent with the protection of the wildland character of the area, such as hiking, canoeing, kayaking, rafting, hunting, fishing, & trapping • Activities necessary to protect the area from fire, animals, insects, disease, & erosion (evaluated on a case‐by case basis) What is Prohibited? Gilbert National Park Service Harpers Ferry, West Virginia May 5, 2003 (Revised September 28, 2015) Introduction The route which Meriwether Lewis traveled from Harpers Ferry, Virginia to Pittsburgh, Pennsylvania, between July 8 and July 15, 1803, has not been well documented 1.
