1 PINECREST SUN a MESSAGE to the VILLAGE MAYOR’S MESSAGE Cindy Lerner As I approach the end of my eight year term, I reflect back on the extraordinary opportunity and privilege the people of Pinecrest have provided me as their mayor. It is without a doubt the most fulfilling and joyous public service I will ever experience. Together with past and current councilmembers, staff, and many involved residents, we have significantly improved outreach and citizen engagement in the Village, through our many advisory groups, including education, transportation, community center, Pinecrest Gardens and my baby, the Youth Advisory Council. We instituted an E-Newsletter, and began a senior activities program with a staff coordinator, as well as our Pinecrest Pioneers semiannual luncheon celebration. We created our own circulator using the county CITT Transit Tax funding, the Pinecrest People Mover, which provides transit for our middle and high school students, building ridership up to three thousand trips a month, reducing our carbon footprint and traffic congestion around our schools. We have an award winning sustainability program, and the Village is a leader in advancing resiliency for climate change impacts. We have significantly enhanced Pinecrest Gardens, created a wonderful cultural arts venue at the Banyan Bowl and developed a vibrant and popular performing arts program. And we have a Sister City with Cognac, France. Finally, we have approved several new capital improvement projects, some already completed, several about to break ground. In this 20th anniversary year, we will see significant new improvements to some of our oldest Village infrastructure, but will also expand and enhance one of our newer and most popular community assets. The largest by far will be the Pinecrest Community Center expansion, which will break ground shortly and provide an additional 7,000-square-feet for the fitness center, rework the interior space to provide for additional classrooms, a concession area and the construction of an indoor and an outdoor play area for children. That construction will be completed in 2018. At Pinecrest Gardens, the beautiful Cypress Hall, which was where the old Parrot Jungle Cafe was located, had been gutted and abandoned for the past 10 years, but is now being renovated, providing a beautiful space increased social , meeting and educational programming. We were pleased to have received a Cultural Capital Matching Grant from the State of Florida, providing the financial resources to renovate the covered walkways, removing the old green fiberglass trail covers throughout the Gardens and replacing it with new attractive trail covering. In addition, Coral Pine Park will house a new 1400-square-foot tennis building, in place of the 40 year old dilapidated building, a new playground and a much needed drainage project, which should be complete in mid-2017. Of course there is much more to be done, notably the completion of our potable water project and our stormwater drainage projects, both of which will take significant financial resources, but are critical to our future public health and safety needs. Although I will no longer be in office after November, I will most definitely still be an involved activist in the Village and continue to participate in the programs and issues I care deeply about. You will still see and hear from me, I assure you. I have every expectation that the programs and initiatives we began will continue, and hope you all will insist they do as well. Together we will continue to make our Village “the small town with the big reputation.” I hope you will stay connected and in touch with me at [email protected].

MANAGER’S MESSAGE Yocelyn Galiano As the Village continues enhancing and expanding efforts to communicate with our residents, I am pleased to announce new and continuing initiatives to achieve our goal of keeping the community informed. You may have noticed that this issue of the Pinecrest Sun features a new look. The redesign is intended to make the publication easier to read with a fresh new graphics package. The Pinecrest Sun, which is mailed to every home in Pinecrest, will expand to four issues a year so that we can deliver more information to your home on a regular basis. Our award-winning web site will be undergoing the first major redevelopment in over five years. The new site will take advantage of the latest technologies and provide a “flat” architecture so that residents can find the information they need with less clicks. The site will also be easily accessible across multiple platforms (desktop, tablet, smart phones) and serve as a portal for “all things Pinecrest.” Social media has facilitated our ability to disburse information on a timely basis and to those looking for specific information from the Village government. I urge you to follow us on one of our many social media sites which include police, parks and recreation and Pinecrest Gardens. Finally, I have hosted the Coffee with the Manager series a myriad of times since becoming your manager in 2011. It is an opportunity for me to hear directly from you on issues affecting your quality of life. I understand that not everyone can make it to a morning or afternoon meeting at one of our public venues and, for that reason; I want to bring the coffee to you. If you are part of an HOA, condo association, community group, civic organization, or are interested in hosting your own neighborhood gathering, let me know and I will be happy to come out, with coffee, and discuss whatever is concerning you and your neighbors. The purpose of the program is to reduce the Village’s carbon footprint and impact on the natural environment. One of the incentives offered by the Building and Planning TDepartment in return for construction of a green certified building in Pinecrest is expedited review and approval of required building permits. The expedited service is offered at no additional cost to the applicant. Expedited review of plans is also available to other builders constructing buildings that are not green certified. 3 PINECREST SUN CANAL TREE MAINTENANCE ENFORCEMENT

As we prepare for hurricane season and for the chance of major rainfall events, it is imperative that all residences abutting a canal take part in the very important task of landscape maintenance. The canals in Pinecrest are part of a greater canal network that provides stormwater relief throughout South Florida. When properly maintained, canals help reduce the chance of flooding during rain events. Over the next few months, Pinecrest Code Compliance Officers will be visiting homes adjacent to Pinecrest canals. As required by code, property owners who live adjacent to a canal are required to maintain the landscaping along the canal right-of-way. In order to maintain proper flow and prevent blockage due to fallen trees or foliage during a storm event, it is imperative that all landscaping within 20 feet of the top of the canal bank (the top edge of the slope where the yard slopes down towards the water), and to the water’s edge be well maintained. Any trees that are within this buffer zone need to be in healthy condition and well STORMWATER pruned. Any trees leaning in the direction of the canal within this area need to be removed. SEPTEMBER 2016 4 PINECREST GARDENS COVERED WALKWAY Pinecrest was awarded by the State of Florida a $500,000 Cultural Facilities Matching Grant to replace over 1,200 feet of the covered walkways surrounding the Banyan Bowl and other areas throughout Pinecrest Gardens. The existing covered walkways are in many instances from the original Parrot Jungle attraction opened in 1936. The estimated value of the work is $1,000,000. The Village selected Bejar Construction to do the work with an estimated completion date of June 2017. The contractor is working closely with staff to ensure minimal disruption of scheduled events. Once completed, the renovated walkways will serve to provide shelter from the sun and rain throughout the gardens, allowing for movement between buildings, restrooms, and the Banyan Bowl. The construction is underway.

KENDALL DRIVE CAPITAL BEAUTIFICATION PROJECT In April of 2015, the Village contracted O’Leary Richards Design Associates IMPROVEMENT to design a landscape and hardscape beautification plan for the median and rights-of-way on Kendall Drive from Pinecrest Parkway (US 1) to SW 65 Court. Design plans have been completed and are currently in the permitting phase with Miami-Dade County. Construction is expected to start in late 2016 to early RUNDOWN 2017 based on funding availability. STREET REPAVING PROGRAM

Phase two of the Village-wide paving program is on-going. Funding for this project is derived from county gas tax revenues and the county People’s Transportation Tax.

PINECREST COMMUNITY CENTER EXPANSION A master plan for the Pinecrest Community Center was completed in 2014. The Village administration is currently working on the design and construction documents for phase one and phase two which includes a 7,000 square foot expansion of the fitness center, reworking of the interior space to provide for additional classrooms, a concession area, and the construction of an outdoor play area for children. The estimated construction cost of phases one and two is $3.7 million and was approved in the current year’s budget. Design of the new expansion has been completed and construction is anticipated to commence in late summer/early fall of 2016. 5 PINECREST SUN PINECREST PARKWAY BEAUTIFICATION PROJECT In June of 2015, the Village contracted O’Leary Richards Design Associates to design a landscaping beautification plan for the median and rights-of-way of Pinecrest Parkway (US 1) from SW 136 Street to just past SW 68 Court. The design is currently funded in the 2014-2015 budget and includes developing new gateway features, enhanced landscape/hardscape elements and the design of decorative street lights throughout the corridor. The conceptual design has been completed and the Village is working on developing a funding strategy.

CORAL PINE PARK IMPROVEMENTS Construction of the new tennis center building, drainage improvements and a perimeter berm have commenced. The drainage improvements and berm is scheduled to be completed in July of 2016 and the new building is scheduled to be open in March of 2017. In addition, new landscape improvements are planned to be implemented along the western edge of the park at the completion of all the surrounding infrastructure improvements. The total project cost is $1.2 million and is funded from a general obligation bond and stormwater utility funds.

STORMWATER MASTER PLAN

Based on the results of the 2015 Village-wide Stormwater Master Plan, the Public Works Department has commenced the implantation of localized drainage projects throughout the Village to reduce the number of flood prone areas and increase the stormwater infrastructure system. These improvements are ongoing and are designed and constructed based on priority and funding availability. SAFE ROUTES TO SCHOOL Since June of 2015 to date, 15 drainage projects have been completed to help PHASE ONE AND TWO alleviate flooding in various parts of the Village.

CYPRESS HALL The scope of work to be performed under this project includes interior and exterior improvements. The project consists of renovations and remodeling of the existing facilities, and separate male/female ADA compliant restrooms. Plans call for new terrazzo flooring with tropical designs, and select wood detailing in native Florida Cypress. In addition to upgrading the wall, ceiling and floor finishes, the mechanical, electrical and plumbing services will be upgraded, including LED lighting and water conserving fixtures. All the exterior glazing will be updated to energy efficient, impact windows and doors. The east elevation will feature new NanaWall folding doors opening to the park area. The new Cypress Hall will feature a coffee counter, conference room for meetings, a work hub incubator space, a catering kitchen and a public lounge area for social interaction and art-centric programming. The estimated completion date is by December 2016.

Pinecrest Gardens’ Cypress Hall will soon be a hub for cultural and educational experiences designed to connect participants with the world of THE FIRST contemporary art in a new, exciting and entertaining way. hARTvest Project is a Miami-based art venture founded in 2014 by artist Carola Bravo, whose mission is to foster and promote interest in fine art. Through unique ART IMMERSION program content focused on sensorial art experiences, children and adults of all ages will be able to learn about and even collect art through innovative channels that will include culinary experiences, art workshops and discussions, HUB IN MIAMI and film.
