Phelps Clerk, Florida House of Representatives Abstract This article recounts the author’s first visit to Iraq as a procedural consultant to the Iraqi Transitional National Assembly. It includes a personal narrative describing travel to Baghdad and provides excerpts from the author’s final report that depict the status of the Assembly as it existed in June 2005. Final observations are made about the Assembly’s progress over a five month period.
