Mr. Tarek Ladeb Permanent Representative of the Permanent Mission of Tunisia to the United Nations Open VTC on the Situation in the Central African Republic United Nations Security Council January 21st, 2021 New York Check Against Delivery Mr. President, I have the honor to deliver this statement on behalf of the A3+1 members of the Council, namely Kenya, Niger, Tunisia and Saint Vincent and the Grenadines. At the outset, let me thank the Special Representative of the Secretary-General, Mr. Mankeur Ndiaye, for his comprehensive briefing and reiterate our strong support for his efforts and for MINUSCA’s fundamental role in assisting the Central African Republic authorities and people in their quest to achieve lasting peace and stability. We reiterate our strongest condemnation of the attacks perpetrated by the CPC armed elements since the beginning of its offensive last December 2020 during which several MINUSCA peacekeepers were killed and several others were injured. We renew our deepest condolences and sympathy to the families of the deceased peacekeepers as well as to Bangladesh, Burundi, Cameroon, Gabon, Morocco, Rwanda, and MINUSCA. We call on national authorities of the CAR to swiftly investigate and bring to justice the perpetrators of these heinous acts. Such attacks against peacekeepers may constitute war crimes and should not go unpunished. We are deeply perturbed by the volatile security situation in the CAR and the continued destabilization efforts by these armed groups and spoilers throughout the country.

For reasons very familiar to you, for the past three years, we have been regrettably unable to do so. In fact the last time was January 2010. We have always been looking forward to the day when conditions are right for this, our grand family, our community to get together once more at the beginning of the year. I am glad that tonight we are able to do so. I therefore want – in the name of the Board of Directors, Senior Management and in my own name – to greet you all very warmly. From wherever you are, in Tunis, in the field offices, or on external assignments I want you to know how pleased I am that we can find this occasion to be together physically or in spirit. On this occasion, we in particular remember our colleagues and friends who departed the world and we pray for their souls to rest in peace. Box. 13-5053, Lebanon; [email protected] * Correspondence: [email protected] Abstract: This paper provides empirical evidence on the determinants of protest participation in Arab Spring countries that witnessed major uprisings and in which social unrest was most pronounced. Namely, this paper investigates the latter in Tunisia, Egypt, and Libya using a micro-level data survey, the Arab Transformation Survey (2015). The findings of our probit regression analysis reveal that gender, trust in government, corruption concern, and social media usage have influenced the individual’s perception of protest activism. We find evidence that the role of economic factors was inconsistent, whereas political grievances were more clearly related to the motive to participate in the uprisings. We then control for country-specific effects whereby results show that citizens in each country showed different characteristics of participation. The findings of this research would set the ground for governments to better assess the health of their societies and be a model of governance in the Middle East.
