Commentary JAVANESE CULTURE has permeated Indonesian politics throughout Indonesia’s short political history. This report chronicles the unfolding drama as it stretched across the major Asian summits in late 2018, the Second Belt and Road Forum in April 2019, the Shangri-La Dialogue in May-June, and the 34th summit of the Association of Southeast Asian Nations (ASEAN) in August. Focusing especially on geoeconomic aspects of U.S.-China competition, the report investigates the contending strategic visions of Washington and Beijing and closely examines the region’s response. In particular, it examines regional reactions to the Trump administration’s Free and Open Indo-Pacific (FOIP) strategy. FOIP singles out China for pursuing regional hegemony, says Beijing is leveraging “predatory economics” to coerce other nations, and poses a clear choice between “free” and “repressive” visions of world order in the Indo-Pacific region. Since then, a series of reforms have transformed his authoritarian 'New Order' into the world's third largest democracy (and largest Muslim democracy). Indonesia has a presidential system in which a directly elected president serves as both head of state and of government. A maximum two-term limit on the presidency helps to ensure a peaceful alternation of power. Also directly elected, the House of Representatives (the lower house of the bicameral People's Consultative Assembly) has asserted itself as a strong and independent institution. There are nine parliamentary parties, none of which holds a majority, obliging the government to seek support from a broad coalition. Despite the success of Indonesia's political reforms, its commitment to democratic values cannot be taken for granted. Although Indonesia has traditionally been a tolerant, multicultural society, a rising tide of Islamic populism threatens to disrupt the delicate balance between the country's Muslim majority and minorities such as Christians and Buddhists. The Corruption Eradication Commission (KPK) has had some success in tackling endemic graft in the country's courts, local governments and Parliament; however, the latter recently voted to weaken the KPK's powers. The Indonesian Coordinating Minister for Economy, Airlangga Hartanto, newly appointed by President Widodo as the Chair of the G20 Sherpa Track (virtually the agenda-setter of the Summit), stated that “The global pandemic of COVID-19 has made this forum face more complex challenges, and [I] expect that Indonesia will lead strategic measures to tackle the pandemic's impacts." Since 2003, some of us have been involved in the process of preparing the SVLK, and we have also played an active role in activities organized by the Ministry of Environment and Forestry related to monitoring and strengthening the SVLK, since it was implemented on September 10, 2010. Why do we care about SVLK? Because in its attempts to reform the forestry sector and forest governance, SVLK marks a long history for Indonesia which was branded/considered as a nation that did not care about forest sustainability. Illegal Logging (IL) results in forest destruction, damages the reputation of Indonesian wood products, and has an impact on the 'boycott' of Indonesian wood products. As Mr. President knows, SVLK is currently considered by some parties to be an impediment to investment, even though SVLK is an instrument to encourage forestry management in a better direction by preventing the circulation of illegal logging. Through the Regulation of Minister of Trade dated February 27, 2020 Number 15 of 2020 (Permendag 15/2020) concerning Provisions on the Export of Forestry Industry Products, the Legal-V Document that becomes the standard for timber legality verification in accordance with SVLK regulations will no longer be an export requirement for forestry industry products.
