1.0 INTRODUCTION

The Social Planning and Research Council of Hamilton (SPRC) is a non-profit, registered charitable organization governed by a community-based Board of Directors. Our goal is to improve the quality of life for the citizens of Hamilton through strengthening the community's understanding of social problems, developing strategies and the community's capacity for addressing these problems, and assisting community groups to implement these strategies.

This report presents a profile of Hamilton’s downtown municipal wards 2, 3, 4, and 5, including selected demographic characteristics and community service inventories (see APPENDIX A for maps of individual ward boundaries). In terms of population characteristics, the report considers the age distribution of the population, levels of education, immigrant and visible minority groups, employment and income levels. The data presented was collected during Statistics Canada’s 2006 census.

With respect to community services and supports, the report includes a list community services by municipal ward. For each ward profiled in the report, services and supports are categorized under the following headings: arts; philanthropic organizations and service clubs; religious groups and ethno-cultural organizations; schools, and; service organizations and support groups. Within the latter category, service organizations and support groups, an additional breakdown is provided. Services and support groups are subcategorized by issue or population served, including: women; children; older adults; persons with disabilities; health; housing; immigration, and support groups. This data and information was leased through Community Information Hamilton, a not for-profit agency that maintains a database of local community services called Inform Hamilton.

It should be noted that at the time of completing this report, Statistics Canada had not yet released data from the 2006 census at the municipal ward level. For the purposes of data collection, municipal ward boundaries were approximated by aggregating census tracts – small geographic units used by Statistics Canada. This method of constructing municipal ward data was, on average, more than 96% accurate.

This report was commissioned by Mission Services of Hamilton. The purpose of the report is to assist Mission Services with service planning. The analysis of population characteristics is useful in understanding the needs of the community. Identifying what services and supports are currently available and geographically accessible to the population will help to avoid duplication of services.

This section of the report looks at the size of the population in each of the selected municipal wards, as well as the age distribution of the population. Table 1 shows that the populations of wards 2, 3, 4, and 5 are similar, each containing between 7 and 8 % of Hamilton’s total population.

In terms of population distribution, Chart 1 presents a breakdown by age groups including children – 0 to 14 years; youth – 15 to 24 years; working age adults – 25 to 64 years, and; seniors – 65 years and older. For the most part, population distributions in wards 2, 3, 4, and 5 mirror that of the city of Hamilton as a whole. In ward 2 however, the proportion of children 0 to 14 years is 5 to 6% smaller. This is offset by a slightly higher working age population.

Here we see that the number of children in ward 2 is between 1760 (ward 5) and 2565 (ward 3) lower than the other selected wards.

For a more detailed breakdown of population by age groups, APPENDIX B shows the ward and city populations by 5 year age breaks.

For the purposes of this report, the Statistics Canada Low-Income Cut-Off (LICO) will be used to measure the level of poverty in the selected wards. The LICO measure is a relative measure of poverty introduced in Canada in 1968. When researchers or the media refers to “poverty lines” or “incidence of low-income”, they are generally referring to the LICO measure.

Basically, the LICO considers the average cost of basic necessities (including housing, food, and clothing) for different sized households in different sized communities. The measure then adds an additional 20% to determine the low-income cut-off for the specific group. Table 3 shows the LICO for Hamilton by family size in 2005. For example, the LICO for a single person in Hamilton was $20,778 annually. Please note that the LICO presented here represents before tax household incomes.

Chart 2 shows low income households by household type for the City of Hamilton and selected municipal wards. This data was collected during the 2006 census and represents 2005 household incomes.

Combining all household types, ward 2 shows the highest level of poverty at 41%, followed by ward 3 (34%), ward 4 (24%) and ward 5 (23%). All of the selected wards showed higher rates of poverty among households than the city of Hamilton at 18%.

Couple families in ward 2 were more likely to live in poverty (25%) than those in other selected wards, and 2.5 times more likely than for the City of Hamilton as a whole (10%). Lone-parent families in ward 2 also reported a higher rate of poverty (59%) than those in other selected wards, and compared to the City of Hamilton as a whole (28%).

Like lone parent families surviving on a single household income, unattached individuals have traditionally reported high levels of poverty. While 42% of unattached individuals in the city as a whole reported incomes below the LICO, 55% of singles in ward 3 lived in poverty. This compares with ward 2 at 52%, ward 4 at 43% and 5 at 40%.

Chart 3 shows the proportion of children (under 6 years) and seniors (65 years and over) living in households with incomes below the LICO for the City of Hamilton and selected downtown wards. With respect to children under 6 years, ward 2 shows the highest proportion at 55%, more than double the rate for the city as a whole (26%). This was followed by ward 3 at 46% and wards 4 and 5 at 37%.

Among seniors, both wards 2 and 3 reported a poverty rate of 36%, followed by ward 4 (21%) and ward 5 (17%). All wards reported higher incidents of poverty among seniors than the city as a whole (16%).

Table 4 presents the same information as Charts 2 and 3, but includes the numbers of individuals and families living below the LICO. This is useful in terms of service planning as it highlights the actual number of individuals or families in a particular region that might access certain types of service or support.

This section of the report examines the connection of residents to the labour market in wards 2, 3, 4, and 5 versus the City of Hamilton as a whole. Specifically, we consider participation rate, employment rate and the unemployment rate.

Labour force participation refers to the proportion of the population 15 years and over who are working or actively looking and available for work. Those not in the labour force include stay-at-home parents, full-time students, persons with disabilities or other barriers to employment, and discouraged workers. As shown in Table 4, the participation rates for the selected wards were similar, between 60 and 63%. All were slightly but not significantly lower than for the City of Hamilton (65%).

The unemployment rate refers to the proportion of individuals who are in the labour force, but who were not employed at the time of the census. Unemployment rates in selected wards ranged from 8% (wards 4 and 5) to 11% (ward 3). Again, this was not significantly different that the unemployment rate for the city as a whole (7%).

It is interesting to note that while the labour force participation and unemployment rates in Hamilton versus the selected wards are very similar, the rates of poverty in these downtown wards are higher for all household types. This suggests that the quality of employment secured by residents of these wards is lower, characterized by low wages and part-time, temporary or contract work. It is also important to note that this type of ‘precarious employment’ rarely offers benefits, which places additional strain on individuals and families.

Again, these numbers are important when considering the scale of a particular service or intervention.

This section of the report looks at the numbers and proportion of immigrants and visible minority groups in the City of Hamilton and selected municipal wards. Chart 5 shows the percentage of immigrants by city and ward as well as the percentage of ‘recent immigrants’. For the purpose of this report the term new immigrants refers to those who immigrated between 2001 and 2006.

While the immigrant popula tion in the cit y as a who le is 25%, wa rd 5 shows the highest proportion of immig rants among selected wards (40%); followed by ward 2 (34%), ward 3 23%, and ward 4 (18%). It is not surprising that ward 5 has the highest proportion of immig rants givin that it encom passes the Riverdale neighbourhood – one of the most culturally diverse neighbourhoods in the city.

In terms of recent immigran ts the picture changes q uite dramatica lly. While recent immigrants represent only 3% of the city pop ulation, this gr oup represents 11% of the ward 2 population. While ward 5 had the largest proportion of immigrants in 2006, only 6% of the popu lation were new immigrants. Recent immigrants represent 13% of the city’s total immigrant population.

Among the immigrant population, it is generally agreed that recent immigrants require the most support in terms of settlement and integration. As Table 6(b) shows, more than 21% of all new immigrants to Hamilton reside in ward 2, followed by 14% in ward 5.

In terms of visible minority groups, the City of Hamilton reports a proportion of 14%. When we examine selected wards, however, we see a wide range. While ward 2 shows a visible minority population of 26%, ward 4, at 9%, falls well below the city average.

This section of the report looks at the highest level of education among individuals 15 years a nd older in the City of Hamilton and selected mu nicipal wards. In the city as a whole, 25% of individuals 15 years and older have not completed high school, compared to 36% in wards 3 and 4, and 32% in ward 5. Ward 2, however, is only slightly higher than the city at 27%.

At the other end of the spectru m, 19% of Ham ilton’s popu lation (15 years and older) have completed a university degree or diploma compared to ward 4 (6%), ward 3 (9%) and ward 5 (12%). Ward 2 however had a higher proportion of residents 15 years and over with a university degree or diploma (22%).

While a correlation generally exists between education level and income, ward 2 seems to defy this relationship with 41% of househ olds living in poverty but a relatively high education level. One explanation for this might be an increased number of students (and specifically graduate students) living in ward 2. This stands to reason given its proximity to Mohawk College and McMaster University, and its relatively lower housing costs.

This section of the report presents an inventory of community supports and services that are located within municipal wards 2, 3, 4, and 5. While this is useful to service planning in that it describes the types o f services that a re geographical ly accessible to area residents, the information should be used with some caution.

For the most part, specific ser vices or supports that are located in a particular ward are not exclusive to residents of th at ward. For e xample, the vast majority of ar ts organizations are located in ward 2. This does not mean, however, that a resident of a different ward would not have access to thes e organizations and their respective programs.

For each ward, services and supports are categorized under the following headings: arts; philanthropic organizations and service clubs; religious groups and ethno-cultural organizations; schools, and; service organizations and support groups (see APPENDIX C, D, E, and F for a list of community supports and services by ward and category).

Table 9 describes the distribution of community supports and services by category and ward. As one might expect, the greatest concentration of supports and services are located in ward 2. This is typical of most urban centres, where community services are focused in the downtown core. Outside of the core, through wards 3, 4, and 5 respectively, we see a sharp decline in the concentration of services.

Under the category, “service organizations and support groups”, an additional breakdown is provided. Service organizations and support groups are subcategorized by issue or population served, including: women; children; older adults; persons with disabilities; health; housing; immigration, and support groups. Table 10 provides a breakdown of service organizations and support groups by selected issues and populations served.

While a number of community services and programs operate within the target area, it is beyond the scope of this report to determine the degree to which needs are being met or where gaps in service exist. In terms of service planning, it is recommended that once a service area is identified, further analysis should be undertaken. This should include consultation with existing service providers, as well as the target population of the program or service.
