Reviewed by Leland Barrows (Voorhees College) Published on H-French-Colonial (July, 2007) French Guiana and New Caledonia: How Much of the Myth Was Reality? The first thought that comes to mind upon reading this fascinating study of the penal settlements of French Guiana and New Caledonia (a narrower subject than the book title suggests) and of French official intentions in creating such settlements, is that the author must have been powerfully jolted, first by a viewing of the 1973 Franklin J. Schaffner film, Papillon (based on a 1970 book of the same title by escaped convict Henri Charriere) and second by a reading of Michel Foucault's Surveiller et punir: Naissance de la prison (1975). The two experiences (one that was visual and emotional, and the other, intellectually provocative--particularly Foucault's argument that in the nineteenth century punishment in advanced societies shifted from the body to the mind, contradicted by the realities of the bagne in French Guiana and New Caledonia) seem to have pushed the author (currently an Assistant Professor at Arizona State University, West Campus) into writing his Indiana University Ph.D. dissertation on French overseas penal settlements with a very strong and possibly unwitting emphasis on French Guiana. The result falls into a well-known genre, the myth-versus-reality study of a controversial subject.

It was from there that coffee first came to Brazil, via a love affair between Francisco de Melo Palheta, a diplomat from Pará, and the glorious wife of the French Guyanese magistrate. The contraband was tucked into the charming bouquet that Palheta—sent to arbitrate various accidental prob- lems of Dutch and French colonialism in the region—offered as a little lembrança, after the exchange of kisses; a miniature act of biopiracy involv- ing the commodity that would define the Brazilian economy for much of the nineteenth and twentieth centuries. There was the chill of the penal colony on Devil’s Island, where Dreyfus was imprisoned; later transformed into fantastic technicolour for Steve McQueen’s escape across the water in Papillon. Yet French Guiana was not, officially, a colony but a département of France, just like Vosges or Provence, and could elect two deputies and a senator to the National Assembly. This was in the 1980s, a time when the Brazilian Amazon was in a state of violence approaching that of civil war. The generals still ran the country; Indians and forest people leapt away from the juggernaut of development and crashing forests rather like grasshoppers fleeing a lawnmower. Rainforest was hacked down, rivers ran with mercury, bloodshed was everywhere.

Il en résulte que le lecteur se trouve souvent confronté à la nécessité de devoir comprendre par lui-même ce qui n’est pas clairement expliqué. À titre d’exemple, Fabrice Mauclair s’attarde assez longuement sur l’évolution des prix de la ferme des greffes, sans toutefois avoir pris la peine de mentionner au préalable que les greffiers n’étaient pas salariés par les tribunaux comme ils le sont de nos jours, ni d’expliquer quelles étaient les sources de leurs revenus. En refermant le livre, on a l’impression que l’auteur n’est pas vraiment parvenu à remonter à la surface toutes les richesses qu’il a pu découvrir en se plongeant dans ses sources et qu’il faudrait s’y plonger à sa suite pour vérifier si elles sont vraiment aussi riches qu’il nous le dit.
