One can gauge the changing nature of power politics; the context of popular participation; the nature of competition and the intensity and depth of democracy in the State. • Regarding Situation in Jammu and Kashmir. DR. MIRZA MEHBOOB BEG (ANANTNAG): Thank You, Sir
    > Title: Regarding situation in Jammu and Kashmir. DR. MIRZA MEHBOOB BEG (ANANTNAG): Thank you, Sir. Way back, in October, 2010, Government of India had nominated three interlocutors. They were given an assignment to look into the political alienation which was prevailing in the State of Jammu and Kashmir. This happened, because, there were huge protests in almost all the streets of Jammu and Kashmir and in Kashmir in Particular. Sir, three reputed interlocutors were nominated. I am very glad to tell you that they visited all the three regions of the State. They visited all the districts of the State and talk to various sections of the society. Then, the interlocutors submitted a detailed Report to the hon. Home Minister on October, 2011. MR. CHAIRMAN : Was it an interim Report or final Report? DR. MIRZA MEHBOOB BEG : It was a final Report. They have been submitting interim reports from time to time. They submitted a final Report in October, 2011. Reportedly, it says that the Government of India should restore political autonomy to the State of Jammu and Kashmir and devolution of powers at the regional and sub-regional level. I am surprised to see this Report. For the last two months, I urge upon the Government of India to make it public, so that, a discussion, a debate starts in the States within the State and also in the rest of the country. It would be a mistake to think that things are normal. We must not take things for granted. We must address the political alienation and address the internal dimensions once and for all.
