Tobacco Industry Tactics: Packaging and Labelling
WHO-EM/TFI/201/E Tobacco industry tactics: packaging and labelling Tobacco packs are key to marketing and advertising. The tobacco industry challenges large, graphic warnings and pack size/colour restrictions using intellectual property and “slippery slope” arguments. Through litigation, or threat of litigation, the industry seeks to delay implementation of packaging and labelling restrictions. Donations, political contributions and so- called corporate social responsibility (CSR) activities can result in pro-industry arguments gaining political support. Introduction Tobacco packaging is a potent marketing tool. Pack design and colour are used to manipulate people’s perception of the level of harm and increase the products’ appeal, especially among the young, including young women (1–4). For the public health community, packaging is an important medium for communicating health messages (5). Studies from all over the world have concluded that large graphic warnings are associated with reduced tobacco consumption and smoking prevalence, and with increased knowledge of health risks and efforts to quit(6) . Therefore, Article 11 of the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) mandates the adoption and implementation of health warnings on tobacco product packaging and labelling. Article 11 of the WHO FCTC focuses on two key aspects: an effective warning label; and restrictions on misleading or deceptive packaging/labelling elements, including descriptors (light, mild, low tar), emissions yields, and other elements that detract from health warnings or convey that one product is safer than another. To undermine the effectiveness of packaging and labelling regulations, tobacco companies increasingly use pack colours to replace misleading descriptors and convey the perception of “reduced risk”, to diminish health concerns and reduce the impact of health warning labels (7). -

Packaging, Labeling, and Shipping Manual January 2017 1 Packaging, Shipping and Documentation Requirements . All suppliers are responsible for designing packaging that will protect the product during shipment and maintain the integrity of the product during storage. All packaging must be designed with consideration for the Environment and Recyclability. Some commodities purchased by Gentex do not fit the packaging requirements set forth in this manual. When this occurs, packaging and labeling requirements shall be documented within the PPAP and approved by Gentex. Other specific requirements may be determined based on the commodity purchased and the geographical location of the purchase. The Gentex Buyer or Material Planner will inform the supplier of these requirements. Skids . All containers must fit securely on a standard 45" x 48" (114cm x 122 cm) skid and may not over hang any side of the skid unless explicitly approved by Gentex. Total skid height (including the skid) cannot be higher than 52 inches (134 cm). Total skid load (including the skid) is not to exceed 1750 lbs (793 Kilograms) . All skids must be in good condition with no loose, damaged or missing runners or slats. All cartons shipped to Gentex on skids must be securely held to the skid using stretch wrap or banding. No mixed engineering revision levels of a Gentex part number on the same skid. International shipments must use stretch wrap to protect the shipment from salt water damage. All skids received with multiple part numbers must have labels that state “Mixed Load”. A minimum of one label on each side of the skid must be used – 4 labels per skid Shipping Cartons . -

Directory of Fire Safe Certified Cigarette Brand Styles Updated 11/20/09 Beginning August 1, 2008, only the cigarette brands and styles listed below are allowed to be imported, stamped and/or sold in the State of Alaska. Per AS 18.74, these brands must be marked as fire safe on the packaging. The brand styles listed below have been certified as fire safe by the State Fire Marshall, bear the "FSC" marking. There is an exception to these requirements. The new fire safe law allows for the sale of cigarettes that are not fire safe and do not have the "FSC" marking as long as they were stamped and in the State of Alaska before August 1, 2008 and found on the "Directory of MSA Compliant Cigarette & RYO Brands." The UK government is considering the policy of ‘plain packaging’ for tobacco products. If such a law is passed, all cigarettes, cigars and smokeless tobacco will be sold in generic packs without branding or trademarks. All packs will be the same size and colour (to be decided by the government) and the only permitted images will be large graphic warnings, such as photos of tumours and corpses. Consumers will be able to distinguish between products only by the brand name, which will appear in a small, standardised font. 2. As plain packaging has yet to be tried anywhere in the world, there is no solid evidence of its efficacy or unintended consequences. 3. Focus groups and opinion polls have repeatedly shown that the public does not believe that plain packaging will stop people smoking. -

Here we describe the protocol of a randomized controlled trial investigating the effect of the plain packaging of cigarettes on smoking behavior in a real-world setting. Methods/Design: In a parallel group randomization design, 128 daily cigarette smokers (50% male, 50% female) will attend an initial screening session and be assigned plain or branded packs of cigarettes to smoke for a full day. Plain packs will be those currently used in Australia where plain packaging has been introduced, while branded packs will be those currently used in the United Kingdom. Our primary study outcomes will be smoking behavior (self-reported number of cigarettes smoked and volume of smoke inhaled per cigarette as measured using a smoking topography device). Secondary outcomes measured pre- and post-intervention will be smoking urges, motivation to quit smoking, and perceived taste of the cigarettes. Secondary outcomes measured post-intervention only will be experience of smoking from the cigarette pack, overall experience of smoking, attributes of the cigarette pack, perceptions of the on-packet health warnings, behavior changes, views on plain packaging, and the rewarding value of smoking. Sex differences will be explored for all analyses. -

They involve high investment cost and risk. Having a corrugated box precision printing machine (CBPPM) supplier with a good reputation enables a corrugated box manufacturer to maintain its competitive advantage. Accordingly, establishing an effective CBPPM supplier selection model is crucial for corrugated box manufacturers. This study established a two-stage CBPPM supplier selection model. The first stage involved the use of a modified Delphi method to construct a supplier selection hierarchy with five criteria and 14 subcriteria. In the second stage, an analytic network process was employed to calculate the weights of criteria and subcriteria and to determine the optimal supplier. According to the results, the five criteria in the model, in descending order of importance, are quality, commitment, cost, service attitude, and reputation. This model can provide insights for corrugated box manufacturers formulating their CBPPM supplier selection strategy.
